Strengthening Legal Institutional Mechanism to end Child Marriage in

Bihar.

1. Speech by Sunil Jha :


He made the following points:
i. Where there is low Education ,child marriage is
maximum there.
ii. Child marriage is due to the fear among the parents
that their daughters ,in their adolescents age will fall
into bad companion.
iii. Fear of mixing with boys and bringing humiliation in
the society.
iv. He also emphasised on Individual responsibility i.e. we
should realise our responsibility and make the society
free of fears as mentioned above.
v. He made the reference of Juvenile Justice Act,2015
vi. Present days children are much in need of care and
protection.
vii. Bal Kalyan Samiti is defunct these days.
viii. Officials should work according to responsibility given
to them.
2. Speech by Mr. Ravi Ranjan.
He mainly emphasised on these three points :
i. He made the reference of the campaign on child
marriage started by Chief Minister.
ii. Self sensitization workshops and training should be
conducted periodically at ward and block level.
iii. SDOs’ and BDOs’ are not ready to assume themselves
as Child Marriage prohibition officers and asst. officers
respectively.
iv. He also said that he has registered more than 900
cases of child marriage through his NGO.
3. Speech by Hon’ble Mr. Justice, Abhijit Sinha, Chairman, Bihar
Law Commission.
He mentioned the following points :
i. Despite being a member of the society , we do not belong to
the society.
ii. Pathetic conditions of women and children in Bihar.
iii. He advised to connect the Aadhar card with Birth certificates
to avoid the scene of false documentation during child
marriage.
iv. He raised a question that Nehru promised to bring social
justice in the society but where are those high hopes ?
v. Women and Children are abducted and subjected to unholy
activities.
vi. Incidents of acid attacks are there. How are such acids easily
available ?
vii. Enactments of laws are there but with no implementation.
viii. He also suggested some changes in context of National and
International Law.
