This instruction outlines the Marine Department’s responsibilities for maintaining valid work permits
and the care of Marine vessels working in all areas of operation. It also details and clarifies the
methods and procedures for proper maintenance and repair of vessel equipment.

1. AUTHORITY
This instruction applies to all Saudi Aramco Marine Department owned vessels undergoing
scheduled maintenance including refits.
2. PURPOSE
The purpose of this instruction is to ensure that all Marine Department Vessels attain
Classification and Flag State compliance and that all relevant maintenance is conducted to
achieve this objective.
3. SCOPE
This instruction applies to all Marine Department owned vessels.
WR Western Region
Operations: The Marine Division to which the vessel undergoing refit or repair is
administratively assigned, and which has operational responsibility.
Engineering: Refers to the Marine Engineering (ME) and Engineering Group WR, which
is responsible for developing refit work scopes, inspecting work, and
accepting the work after completion.
5. OME TEAM
The Marine Department has developed and implemented a process of bringing together, on a
daily basis, the principle stakeholders to effectively manage the reliability of the vessels in the
Saudi Aramco fleet.
Each team is led and directed by Engineering and includes a representative from Operations and
Maintenance.
Accept responsibility and accountability for the performance of the OME Team as
a whole.
Provide leadership to the OME team in the form of documented advice, direction
and guidelines.
Arranges and hosts OME team regular meetings, prepares an agenda and record
action points. This includes semi-annual visits to each assigned vessel to carry out,
and document, a condition assessment inspection according to the published PPM
Schedule.
Attends the daily progress meeting hosted by MMD to discuss progress and resolve
any technical queries or concerns over the project completion time frame
Provide clear and detailed technical guidance and work scopes for breakdowns,
repairs and refits. In the case of refits the specification package should be made
available to MMD twelve (12) months ahead of the scheduled event to allow for
material requisition.
Review all defects, prioritizing them and developing an action plan. The action
points will then be tracked to closure.
Ensure assigned vessels are kept in Class and comply with applicable rules and
regulations at all times.
6.1. Engineering
6.1.1. Engineering shall be responsible for keeping and tracking all Marine vessel work
permits and report on their status to Marine Manger on a quarterly basis.
6.1.2. Engineering shall be responsible for Work Permit renewal upon receipt of all
required Classification & Statutory certificates from respective operating divisions.
6.1.3. Engineering shall provide the details of all survey requirements to the operating
divisions as applicable and provide technical assistance as required.
6.2.1. The Division Head is responsible for ensuring that all Work Permit requirements
are provided onboard his respective vessels.
6.2.2. The Division Head shall be responsible for ensuring that all requirements for
surveys are provided before the due dates
Vessels and barges are to be presented for annual survey three months
before the due date.
6.2.4. The Operating Division shall be responsible for coordinating with the Class
surveyor for attendance onboard its respective vessels when annual surveys are
due. Further, the subject vessel with due surveys should be made available or a
means of transportation has to be arranged for the surveyor if the visit is to be made
offshore.
6.2.5. Deficiency list generated by the attending surveyor, if any, should be attended to in
a timely manner by the respective operating division.
6.2.6. The Division Head shall be responsible for ensuring that all crew members are in
compliance with the STCW requirements.
RESPONSIBILITIES: The OME Team has the responsibility for optimizing vessels reliability.
7.1. Engineering
7.1.1. The Engineering Supervisor is responsible for ensuring that all Saudi Aramco
owned vessels, barges and other Marine craft are outfitted to meet SOLAS and
MARPOL regulations and compliant with SOLAS and MARPOL regulations and
Classification Society regulations for hull and machinery requirements.
7.1.2. Engineering shall establish the PPM program for each vessel and issue the
schedule to the Marine Division Head. Engineering shall plan scheduled vessel
refits, and compile and issue work scopes for repairs that are of an unscheduled or
emergency nature. They will update the PPM program to encompass new vessels
and / or new equipment.
7.1.3. The assigned Port Engineer shall compile work-scopes for scheduled vessel refits,
monitor vessel repairs during refit periods and coordinate acceptance trials with the
vessel’s Foreman, on behalf of the Operations Division, on completion of repairs.
7.1.4. Marine Engineering shall find alternatives to obsolete machinery and advise MMD
accordingly. MMD will then process purchasing of the materials.
7.1.5. Engineering shall advise on the quality of MMD and WR maintenance unit’s
workmanship, materials used in all vessels, and that equipment repairs are of a
standard in accordance with the best marine practices and Classification Society
requirements, as appropriate. They will assist, as required, in solving technical
operating problems, contribute to unscheduled vessel repair specifications and
conduct vessel and equipment tests and trials, advising results for MMD and WR
maintenance units record-keeping.
7.2.1. The Division Head shall be responsible for the implementation of the PPM
program for the vessels under his control.
7.2.2. The Division Head shall annually issue the scheduled PPM program to each vessel
under his control, via the Unit Head. In addition, he is to ensure that all SOLAS
and MARPOL equipment fitted on his vessels is fully functional at all times, is
regularly inspected, tested and documented.
7.2.3. Vessels and equipment not permanently manned shall be maintained as per PPM
schedule and/or checklists prescribed by the respective Marine Division Head.
Unit Heads responsible for the craft, and/or equipment, shall make periodic
inspections to ascertain condition thereof and report their findings to the Marine
Division Head and take the necessary corrective actions.
7.2.4. The Unit Head shall be responsible for the quality of work performed by
Operations personnel on the vessels under his control.
7.2.5. The Unit Head shall ensure all required vessel logbooks are fully maintained and
accurate (i.e. Engine Room Log, Oil record Book, Deck Logbooks, Safety Related
Drills, etc.) and maintain a history of the PPM carried out on the vessels under his
control.
7.2.5.1. The Unit Head is to ensure that an adequate supply of safety items, other
critical material and consumable spares are maintained onboard the vessels
under his control
7.2.5.2. The Unit Head or Vessel Foreman will attend necessary trials either at the
pier side, or offshore, to ensure satisfactory completion of all repairs.
7.2.6. Vessel operating personnel, and when required, Marine Maintenance personnel,
shall carry out the established PPM program on each vessel. They shall compile a
completion checklist of completed PPM items to be sent to the vessel Unit Head on
a monthly basis. Completion checklists containing such history are to be made
available on request, to concerned parties.
7.2.7. The Captain of the vessel or barge is responsible for the running and maintenance
of the:
Hull
Decks
Superstructure
Masts and rigging
Funnel casing
Life boats/rafts and Life Saving Appliances
Deck appliances (other than mechanical)
Anchors and chain
Interior of the vessel (other than engine spaces, and fuel tanks)
Deck equipment pertinent to the operation of the vessel.
Fire hydrants, hoses, nozzles and boxes
Keeping the required logs
7.2.8. The Chief Engineer of the vessel or barge is responsible for the running and
maintenance of:
7.2.9. Tanks and void spaces are to be inspected as per Class Survey requirements and in
coordination with Engineering and Operating Division personnel. All repairs will
meet Classification Society, MIMs, manufacturer’s requirements or Company GIs
as appropriate.
7.2.10. The Captain/Chief Engineer will keep a record of all maintenance and repairs
carried out on the vessel and equipment.
7.3.1. Maintenance, as a service function, has responsibility for safe, efficient and
technically sound execution of maintenance work.
7.3.2. Maintenance has the additional responsibility on deciding the most efficient and
economical method of repair, and whether to repair the equipment in the field or to
send it to one of the Mechanical Services Shops Departments (MSSD) facilities for
repair.
7.3.3. Maintaining the minimum stock for critical spare parts and long delivery spares.
7.3.5. MMD shall conduct and lead Daily Progress Meetings, with the attendance of
Operations Division and Engineering, to discuss the progress of the Marine vessels
which are available at West Pier for Refit, PPM or Breakdown and clear any issues
or concerns they may have.
7.3.7. Maintenance Planner is to review the issued notifications from Operation Divisions
7.3.9. Maintenance Planner is to open work orders under the reviewed notifications and
all materials required should be charged under those work orders.
7.3.10. Maintenance Planning Unit Head is to ensure a complete work plan is provided
before commencing to the work. This should include a clear scope of work from
Engineering and Job Safety Analysis (JSA), Risk Assessment and permit issuer
from operations, etc.
7.3.11. Upon completion of the work, maintenance planners are responsible for updating
man-hours, labor cost, repair history and closing the work orders. The Marine
Planning Unit Head to track the above by running a report every quarter to ensure
notifications are processed and work orders are closed with man-hours, labor cost,
and repair history included.
7.3.12. Pending Work Orders from Refits are to be transferred to OME Team to be carried
out during the vessel’s next PPM.
7.3.13. It’s the responsibility of the Marine Planning Unit Head to track the above by
running a report every quarter to ensure notifications are processed and work orders
are closed with man-hours, labor cost, and repair history included.
7.3.14. Upon receiving all pre-requisites from Engineering and Operations, Marine
Maintenance will develop the work plan, check the availability of required
materials / logistics and then advise Engineering / Operations when to bring the
vessel for repair.
8.1 The requirements of MIM 1191.003 Maintenance and Use of Lifting Equipment for Use on
Offshore Vessels shall be observed where applicable.
8.2 The requirements of MIM 1193.501 Work Permits shall be observed where applicable.
8.3 Operations personnel shall carry out the maintenance of the craft or equipment in
accordance with the program in effect on their particular vessel.
8.4 The Unit Head shall, on request of the vessel Captain or Chief Engineer, approve material
requisitions required to carry out the PPM program on the vessels under his control and
ensure that the approved materials and tools are dispatched to the vessel/barge.
8.5 Vessel Captains, Chief Engineers and Unit Heads will train personnel in the proper care
and use of materials and tools used in the performance of their duties.
8.6 Vessel Captains, Chief Engineers and Unit Heads will instruct personnel in safety
regulations for the job at hand and enforce compliance therewith.
8.7 The periodical cleaning, painting and inspection of Engine-Room bilges will be carried out
by Engine-Room staff under the supervision of the Chief Engineer of the vessel.
9.1. The vessel’s crew shall effect all minor repairs deemed to be within crew capabilities by the
OME Team Leader.
9.2. Any deficiencies deemed beyond the capability of the crew to repair are to be reported to
the OME Team Leader immediately for evaluation. Should such deficiencies affect the
safe operation of the vessel, it shall be withdrawn from service and repaired immediately by
MMD and/or WR maintenance unit.
10.1. When the Operation Division Superintendent considers repairs beyond the capacity of
vessel's crew, such repairs shall be carried out by MMD personnel.
10.2. Marine Operations Division Unit Head, or his delegated representative, shall be responsible
for initiating notifications (work orders).
10.3. Acceptance of work performed, after inspection or trials, by MMD shall be the
responsibility of the Foreman or Unit Head initiating the work request.
10.4. MMD Planning Supervisor (Planning Group for MODWR) will ensure that work carried
out is recorded and a history is maintained. Such history is to be made available on request,
by concerned parties.
11.1. When, in the opinion of the MMD Superintendent (Eastern Region) or Superintendent
MODWR (Western Region), repairs are beyond the capabilities of Company facilities,
outside contractors may be engaged under established Contracting Manual procedures.
12. DRY-DOCKING/REFITS
12.1. Vessels which can be lifted by crane shall normally be cradle-docked at each major repair
period (excluding emergencies), unless otherwise required by the Classification Society.
12.2. Vessels which cannot be lifted by crane (greater than 150 tons) will be dry-docked as per
the Classification Society requirement (excluding emergencies).
12.3. Operating Division Superintendents are to ensure vessels are made available before
docking survey due dates.
12.4. Detailed instruction how drydocking/refit process should be managed is described in MIM
1191.002 Management of Maintenance and Refits carried out on Marine Vessels
13.1. In service maintenance of deck gear and machinery on board marine vessels:
13.1.2. Rope hawsers and mooring lines will be stowed on gratings. Hawsers and lines
must be thoroughly dry before stowing and, when not in use, shall be protected by
canvas when stowed on deck. Rope hawsers, when used in conjunction with wire
bridles, shall be fitted with a hard eye/steel thimble and the rope eye is to be
parceled before fitting the thimble.
13.1.3. Wire hawsers and mooring lines will be coiled, or kept on reels when not in use.
Wire hawsers shall be washed with fresh water as they are heaved in and, when
dry, a suitable lubricant will be applied.
13.1.4. When not in use, rope or other synthetic towing hawsers will not be exposed to the
harmful effects of direct sunlight.
13.1.5. When using wire towing hawsers, the tow rail will be greased. When engaged in
long tows, a towing board will be attached to the wire towing hawser.
13.1.6. Docking Tug wire towing hawsers will be lubricated by the pressurized lubrication
system to ensure the lubricant penetrates the core of the towing wire.
13.1.7. Blocks, shackles and slings will be kept oiled and greased and in good working
condition. The Captain will inspect each item on a monthly basis to ensure that
lifting data is stamped for Safe Working Load (SWL).
13.1.9. All tools and material will be kept well stocked, properly inventoried, kept in
condition and, when not in use, will be stowed and secured properly.
13.1.10.Main engines and auxiliaries will be maintained in accordance with the vessel’s
PPM program. Safety Stock such as Critical material & Consumable spares to be
sufficiently maintained aboard the vessel
14.1. Painting requirements for Saudi Aramco vessels or barges will be in accordance with the
Marine Paint Coatings Drawing M-1783 as issued by the Marine Engineering & Projects
Unit.
