CONTENT:
This program is being established to comply with Saudi Aramco GI 150.100 Hazardous Materials
Communication (HAZCOM) Program. It defines requirements and outlines procedures and criteria that
will ensure that the HAZCOM Program is effectively implemented in the Department. This instruction
includes the following:

1.0 PURPOSE
The purpose of this written Hazardous Material Communication (HAZCOM) Program is to ensure
that the hazards of all chemicals used at the Marine Department are evaluated and that good health
and safety hazards information is made available and communicated to all employees and
contractors.

2.0 SCOPE
This program shall assist the Marine Department in developing standardized procedures and
methods to effectively communicate recognized chemical hazards to employees, contractors and
visitors. All hazardous chemicals handled at the Marine Department where there is potential for
personnel exposures are covered under this program.

Any conflict between this document and other applicable Saudi Aramco standards and procedures,
programs, industry standards, codes, and forms shall be resolved between the Managers of the
Marine Department and the Environmental Protection Department (EPD).

The HAZCOM Program requires implementation of the following six (6) key elements:
1. A Written Hazardous Material Communication Program
2. Adequate workplace chemical hazard labeling standards
3. Employee information and training program
4. Designated responsibilities for each program element
5. Yearly internal self-audit of the HAZCOM Program
6. Up to date Chemical Inventory

3.0 DEFINITIONS
The following definitions and terminology are used in this document:

Hazardous chemical – Any material, including chemicals, substances and products which may
cause adverse health and safety effects to individuals and property.

HAZCOM – Hazardous Materials Communication.

CHB – Chemical Hazard Bulletin. A one-page document developed and published in an accurate
and concise fashion by WED – (Workplace Environment Division/Industrial Hygiene Unit) of the
EPD for each hazardous chemical product. Among other information, it describes the product
identity and composition, including physical and health hazards, which the product may be
present.

SDS – Safety Data Sheet. A document developed and published by the product manufacturer
providing information on the hazards associated with the material. It may consist of several pages
and give information of the product identity and composition, and the physical and health hazards.
SDS are published in English.

PPE – Personal Protective Equipment is used or worn by the employee or others while performing
job tasks for protection against the physical and health hazards of chemical products. Examples of
PPE include respirators, safety glasses or goggles, face shields, earplugs, personal protective
clothing, etc.

CHAT – Chemical Hazard Awareness Training. CHAT workshops are designed and offered to
Company employees by proponents. The training covers key hazard communication topics, e.g.,
nature of hazards, CHB, SDS, PPE, and handling and storage of chemicals.

Non-routine tasks – those jobs or activities that are not performed on a regular basis during
normal unit operations.

IHU – Industrial Hygiene Unit

WED – Workplace Environment Division

EPD – Environmental Protection Department

4.0 RESPONSIBILITIES

4.1 MANAGER AND DIVISION HEADS


4.1.1 Endorse this written program and support its implementation.
4.1.2 Enforce the proper procedures discussed herein.
4.1.3 Assess the health hazards in the work areas. Conducting such assessments can
formally be requested from EPD/IHU.
4.1.4 Shall be responsible for the compliance, implementation and maintenance of the
HAZCOM program.

4.2 DEPARTMENT PROGRAM COORDINATOR (Department Environmental


Coordinator)
4.2.1 Keep a copy of the HAZCOM audit and the most recent version of the Department
hazardous written program. Ensure that new modifications, if any, are added.
4.2.2 Communicate with EPD/IHU and among the Marine Department Divisions and Unit
management regarding HAZCOM.
4.2.3 Provide EPD/IHU with SDS for new chemicals introduced into the Department.
4.2.4 Ensure CHAT training for the Marine Department employees is conducted per EPD
guidelines. Keep and maintain updated records of trained employees. On an annual
basis, provide copies of these records to EPD/IHU.
4.2.5 Ensure employees are trained for non-routine tasks, which involve handling of
hazardous chemicals.
4.2.6 Identify potential health, physical, and/or environmental hazards for any new
chemicals that are purchased, used, or stored at a facility.
4.2.7 Conduct an annual internal audit of the Hazardous Materials Communication
Program. The intent of this self-audit is to ensure compliance and further
improvement of the program; any deficiencies will be addressed and corrected to
maintain compliance with the program.

4.3 UNIT HEADS


4.3.1 Ensure employees are not allowed to handle or use chemical products if the
employee has not been properly trained.
4.3.2 Ensure employees are aware of the hazards of any chemicals introduced into their
area of responsibility and that the information associated with these chemicals is
readily accessible to employees and contractors in their work area.
4.3.3 Ensure employees are informed of the physical and chemical hazards in their
workplace, ensure the accessibility of CHB/SDS and that they are properly trained
on workplace procedures for handling hazardous chemicals.
4.3.4 Ensure employees comply with proper hazard control procedures including
providing and using the appropriate personal protective equipment (PPE).
4.3.5 Communicate any health hazards to the Environmental Coordinator and/or to
EPD/IHU if an on-site assessment is required.
4.3.6 Ensure all received chemical containers are appropriately labeled (i.e. with the
manufacturer’s name and address, identity of the hazardous chemical, and the
appropriate hazard warnings) prior to entering the workplace.
4.3.7 Attend CHAT course and ensure employees gets CHAT course.

4.4 EMPLOYEES/CONTRACTORS
4.4.1 Compliance with Saudi Aramco regulations, standards, practices and procedures.
4.4.2 Use or wear the appropriate personal protective equipment (PPE) and use controls
that are required (by work practice procedures, CHB, SDS, etc.).
4.4.3 Shall not remove or deface the identification of the container of a chemical product.
4.4.4 Report to his supervisor any deficiency in personal protective equipment or other
protective device of which he is aware and which may endanger himself or another
employee.
4.4.5 Keep record of his training record.

5.0 EMPLOYEE INFORMATION AND TRAINING


Marine Department shall provide the employees handling hazardous materials with information
and training on the principles of potential hazards, exposure and preventive measures to take while
handling, working and storing chemicals according to the Chemical Hazards Awareness Training
(CHAT) and additional specific training for safe work practices, hazard labeling systems and
hazard controls.

Employees will receive initial training at the time of their assignment where they can potentially
be exposed to hazardous chemicals and at a minimum of every three (3) years (e-Learning
refresher training) after, when updated information is received, and/or when a new chemical is
introduced into their work area.

5.1 PROGRAM TRAINING

The HAZCOM training program shall address the following:

5.1.1 Location and use of the Hazard Communication information including the written
program, CHB/SDS files, etc.
5.1.2 Chemical inventory lists, labels, and CHB/SDS and how this information can be used
to determine potential hazards in the work area and appropriate personal protective
equipment for protection against those hazards.
5.1.3 Procedures developed at the facility to link chemicals in stationary process
containers/vessels to hazard information specific to the chemical.
5.1.4 The facility’s labeling program.

6.0 VERIFICATION OF PROGRAM ELEMENTS


An internal audit of the Hazardous Materials Communication Program will be conducted on an
annual basis by the Environmental Coordinator. The intent of this self-audit is to monitor
compliance and improve on the program; any deficiencies will be addressed and corrected as
required to maintain compliance with the program requirements. The review will consist of the
following three elements:

7.0 INVENTORY OF HAZARDOUS CHEMICAL PRODUCTS


A list of all chemicals present at the Marine Department shall be maintained and kept current and
up to date. This inventory shall be available to the employees, contractor, and visitors at all times.
The inventory will be updated at least every 12 months and/or upon the arrival of new chemicals
and when chemicals are removed from the site with coordination with the Environmental
Coordinator and sent to the EPD annually.

The Hazardous Chemical List shall contain a minimum of the Chemical Name, Location, SAP
material master number, CHB number, Hazard Rating, and Handling Procedure if available.

8.0 CHEMICAL HAZARD BULLETIN (CHB) AND/OR SAFETY DATA SHEET (SDS)
8.1 SDS must be available in the facility before hazardous chemicals are brought into any work
area.
8.2 Available CHB from EPD/IHU for all hazardous chemical products handled in the work area
are to be made accessible to employees.
8.3 In the case that a CHB for a particular product is not available, a formal request will be sent
to the EPD/IHU to develop the CHB. The respective SDS will be provided to EPD/IHU with
the request.
8.4 CHB and/or SDS for all chemicals used should be clearly posted in the work area or on a
bulletin board or equivalent.
8.5 Posting of an SDS in lieu of a CHB close to where the CHB would normally be posted, i.e.,
where a chemical is stored or handled is sufficient until a CHB is developed.

9.0 CHEMICAL HAZARD LABELLING AND OTHER WARNINGS


A container of hazardous chemicals in the workplace will be affixed with a label with information
on its contents the appropriate identity and appropriate hazard warnings.

10.0 WORKPLACE LABELLING REQUIREMENTS


10.1 The Marine Department shall ensure that hazardous chemicals that arrive in the workplace
are properly labeled.
10.2 Ensure the original containers of hazardous chemicals are labeled, tagged, or marked with
the chemical identity and hazard warnings.
10.3 Ensure that all containers of hazardous chemicals brought into, handled in, or leaving the
facility are properly labeled, tagged, or marked with a HAZCOM label. Laboratory
reagents and small containers (less than 1 gallon or 3 kilograms in total) and other
containers such as aerosols that are adequately labeled by the manufacturer do not need an
Aramco generated HAZCOM label and are excluded.
10.4 EPD/IHU is responsible for the development of HAZCOM labels for new chemicals and
upon request.
10.5 Ensure containers with damaged or unreadable labels are relabeled with appropriate
information relating to the identity and hazard warnings of the material.
10.6 The Marine Department is responsible for printing cost of necessary HAZCOM labels and
making them available for use in the workplace.
10.7 Existing labels shall not be removed from containers unless the container is immediately
marked with the required information.

11.0 WARNING EMPLOYEES AND CONTRACTORS OF THE HAZARDS OF NON-


ROUTINE TASKS

11.1 The Marine Department employees and contractors shall be informed of the hazards of
non-routine tasks and on the methods for safely conducting these tasks.
11.2 The Marine Department employees and contractor shall be informed of where the
information is located concerning the chemical inventory lists, labels, Chemical Hazard
Bulletins, SDS, and how this information can be used to determine potential hazards in the
work area, as well as information on appropriate personal protective equipment that may
be required.
11.3 It is the responsibility of the area Supervisor and Contractor Supervision to ensure that
their employees are trained in the proper use of the information contained in the Hazard
Communication Program and the proper response to hazards associated with materials
encountered in the facility.
