“AN ORDINANCE ESTABLISHING TUGUEGARAO CITY LET REVIEW CENTER”

INTRODUCTION

Education has always been a primary priority in Filipino families, and most students work harder to earn

their degree. Today's corporate world has high expectations for employees' credentials in order to support

their inventiveness and enable them to handle any burden placed upon them. The Philippine government

is making investments in education and supporting reforms being carried out by both basic and higher

education institutions in order to guarantee that every Filipino student receives a high-quality, easily

accessible education.

One of the requirements for teacher education graduates to qualify as professional teachers as stipulated

in R.A No. 7836 also known as the “Philippine Teachers Professionalization Act of 1994” is passing the

Licensure Examination for Teachers. Aspiring teachers who finished Bachelor of Secondary Education

(BSEd) are tested along three components in LET, namely General Education, Professional Education

and Field of Specialization with corresponding weights of 20%, 40% and 40% respectively. on the other

hand, Bachelor of Elementary Education (BEEd) are assessed along two components which are General

Education and Professional Education with corresponding points of 40% and 60%. Passing the

examination to practice the teaching profession guarantee that teachers in basic education possess

necessary competence and accountability.

In addition, the discretion of the examinees to enroll in a review center affect the Review centers also aid

in producing a new generation of professionals who are capable of succeeding in various sector. The

review center will help fill the need for a facility, that will assist Education graduates in developing a

solid foundation for completing assessments, especially of courses pertinent to their degree.

RATIONALE
The project is very important as it will help struggling education graduates on review expenses

particularly the cost of registration fee. The project will ensure that there is continuous flow of lectures,

up-to-date reviewers and provides course syllabi that will be useful in their review journey. It further

enhance and develop the knowledge and abilities of the reviewees as well as their

The project will further improve issues of sanitation among the displaced as toilets will be part of the

project. With the implementation of the project, government and the donor community will serve the

money for other equally important development issues as the the shelter will offer permanent home for

the displaced people unlike tents which needs to be donated every year since wear out easily. The

Malawian constitution sets minimum standards for shelter and protection during emergencies. The

construction of this shelter will strategically be in line with the set minimum standards. The Sendai DRR

Framework explicitly identifies disaster structures through land and housing policies, as key tools for

“reducing underlying community vulnerability”. Tikumbukireni CBO is a best suited organisation to

implement this project since the function falls under it as they have in the past worked closely with the

district council in some disaster projects in the area and it is still working with the district council and

other NGOs in flood camp.

TARGET BENEFICIARIES

Education graduates who struggle with self-study and those who lack the financial means to enroll in

private review centers may benefit from the structure and guidance review centers offer.

Who may avail:

 A graduate of education who is a resident of the City of Tuguegarao.

 First time takers and re-takers for the Licensure Examination for Teachers.
REQUIREMENTS TO ESTABLISH A REVIEW CENTER

The following is stated in Rule VII Section 3 of R.A 7722.

A.) Submission of a Petition/Application for Permit three (3) months before the intended operation of the

review center/classes;

B.) Submission of feasibility study for the review programs/courses/modules being applied for which

shall include, among others, a justification of the need and relevance of the proposed review

course/center/module; the general and specific purpose/s, the fundamental subjects of the review,

description of contents/topics of the subjects for the review, methodology to be used by the reviewer,

number of hours to be devoted to each subject, evaluation methods;

C.) Articles of Incorporation and By-laws, duly certified and registration document showing registration

of the HEI with the Securities and Exchange Commission (SEC) of the Philippines;

D.) If a school, evidence that it has a duly recognized program given by the CHED or the Board

Resolution in the case of SUCs; E.) Curricula, review course modules/courses/programs of study and

syllabus of fundamental subjects for review showing the topics/contents/areas covered by licensure

examinations;

F.) Proof of Competence and Capability of the school to operate a review center; To include, among

others, the following:

1) List of reviewers and their qualifications

2) Profile/curriculum vitae of the Administrators/Director/Reviewers of the Proposed Review Centers

3) Schedule of Review and other Fees charged

4) List of facilities and relevant support services

5) Appropriate site/venue
6) Notarized financial statements

7) Organizational set-up and staffing of the review centers which will manage the review program

8) Sworn Statement of Undertaking by the head of the HEI that it has complied with the required

standards; that the review courses are of high quality; the operation of the review center/review classes

exists with respect to the officials or owners of the review center with any government entity or

instrumentality.
