INTERNATIONAL COOPERATIVE SUCCESS STORY

The successful international cooperative featured in this report is the international cooperative
which took the highest rank based on the 2019 report of the World Cooperative Monitor published by
the International Cooperative Alliance (ICA) and the European Research Institute on Cooperative and
Social Enterprises (Euricse) last January 23, 2020.

This issue of the World Cooperative Monitor collates data for 4,575 cooperatives and mutuals
(1,152 from Europe, 3,218 from the Americas, 197 from Asia-Pacific, and 8 from Africa) from 10 different
sectors. The ranking shown in the Table is based on the total turnover of the cooperative in USD and
the data collected were based on their 2017 financial data.

The Credit Agricole Group from France is in the first place, the same in the previous year.
The Credit Agricole Group is a
retail bank because they continue to
rely on the strength of their local
network and adapt to changes in
customer trends. They provide
straightforward, independent
advice, offering both the best digital
services and the expertise of their
customer’s own personal advisor.

It has 53 million retail customers in

France, 11.2 million mutual shareholders, and

They work hard every day to create a new banking

experience that is both 100% digital and 100% personal.

Each of their customers can choose their preferred

means of contact with their advisor, evaluate their needs
or monitor their transactions at any time, whether online,

They have always fostered an environment of

transparency and trust, just for their customers.

Furthermore, there were also several success stories published by the Credit
Agricole Group on the internet. Success stories of its financial services, customers,
employees, brands, subsidiaries, e-commerce partners, financing solutions, and others.
One of them is OpenText which is a software solution.

With the use of the OpenText specifically the OpenText Documentum and OpenText Archiving
Platform which are both utilized in the Cooperative’s financial services, the credit Agricole group can
accelerate compliance by archiving 8 billion transactions annually. With the use of OpenText, they
securely manage 8B transactions every year, locate and retrieve specific data among billions of records
in seconds, have fast deployment and are highly cost-effective, and capture both structured and
unstructured data.

According to Gregoire Lundi, the manager of the Card and Payments Department, “ they must
comply with a regulatory requirement. With the OpenText archiving platform, they can manage
massive data volumes and meet all security standards because they use a highly secure, in-house
archiving solution”.

L Mr. Lundi also added, that “they beat all competitors by demonstrating that archiving
latform was not only more effective, but it had a less expensive cost per archived gigabyte of data than any
ther option, including external options”.

LOCAL COOPERATIVE SUCCESS STORY
Another example of a successful cooperative is the cooperative in our locality, which is
the Labason Multipurpose Cooperative. It was originally an LGU employee-based cooperative
formed primarily to serve the employees of the Local Government Unit (LGU) of Labason.

It was formally organized on May 2, 1996, when some officials and employees of the National
and Local Government Unit of Labason gathered to organize a cooperative which was named
LABASON OFFICIALS AND EMPLOYEES MULTI-PURPOSE COOPERATIVE.

Its initial paid-up capital of (10,150.00) pesos

was used by the cooperative as initial capital for its
lending business. Members work hand in hand to
augment their capital through fundraising like
basketball invitational tournaments, discos, boxing,
derby, and raffle tickets. It was finally registered
with Cooperative Development Authority (CDA) at
Pagadian City on August 20, 1996, with a
Registration Number of PAG.1425.

It started its grocery business in the year

2000 with only the basic daily needs sold in the
store located at the municipal gymnasium.
However, it was observed that many tend to
borrow capital from loan sharks. The officers, as
sensitive as ever to the needs of the members, resolved the creation of a Credit Department that
accepts Savings at 4% per annum and time deposits at 10% per annum which was more competitive
than average commercial banks. Thus, indirect savings mobilization and capital build-up as a common
problem of most coops were neutralized.

The cooperative secured accreditation from the Land Bank of the Philippines to avail of
additional capital to meet members’ needs. The said
bank granted a 1 Million credit line in its re-
discounting program. Members can avail of loans as
much as their net take-home pay warrants. Capital
for the grocery business was also increased. Aside
from regular loans, members can also avail
themselves of emergency and petty cash loans.

In anticipation of further changes and

developments, the Board of Directors proposed
major amendments to the cooperative bylaws
including the amendment of its name to Labason
Multi-Purpose Cooperative which was approved
and registered with the CDA in 2001.

The Cooperative gained tremendous

popularity in the community which caused the
phenomenal increase in membership. This vital
transformation created an impact in the locality
particularly the way of living of the people. The Labason Multi-Purpose Cooperative created an image
worthy of trust and confidence from the public being proactive and creative.
The year 2005 – marked the increase in job generation by hiring salesclerks.
Policies on Mortuary and Members’ Savings Operation (MSO) were approved and
took effect. MSO was launched and the office is dubbed as the Savings and Credit
Center of the Labason Multi-Purpose Cooperative.
The year 2007 – Micro Finance business was launched. Account Officers were hired and a
Screening and Evaluation Committee was created. Officers and employees of the cooperative visited
different cooperatives in Plaridel, Cagayan de Oro, and Davao City. As a result, the cooperative
opened its door to all who would like to become members of the cooperative when qualified.

The officers in their desire to further the growth of

the cooperative decided to pass a resolution asking the
Local Government Unit of Labason, to donate a lot for the
coop to construct its office which was granted. So, in its
strong endeavor to build an office of its own, finally, the
cooperative have constructed a 3-story building at the
corner of Padre Faura – Sikatuna St., Imelda, Labason,
Zamboanga del Norte in the year 2010.

On the occasion of celebrating the Cooperative

month last October 2011, the cooperative received
awards given at Dipolog City last October with the
following;

 Top biggest Primary Cooperative in Zambo. del Norte.

 Best in Savings Mobilization in Zambo. del Norte
 Best in Capital Build Up Generation
 Most Promising Cooperative in Zambo. del Norte

In its participation in the community, the cooperative also received

Certificates of Recognition from Institutions in the community namely: St.
Mary’s Academy of Labason in 2012 and 2013 for giving help and cash
donations to the FHS Alumni Association. The municipality of Labason
through the Rural Health Unit also gave a Plaque of Recognition to the
cooperative for its financial support in Operation Libring Tuli and Tanggal
Bukol Part III.

Certificate of Recognition and Affiliation was also received from

the Philippine Federation of Credit Cooperatives – Mindanao League
(PFCCO-ML). The Cooperative is one of the Outstanding Member
Cooperative of PFCCO last 2017.
The cooperative availed of
the Rice mill (FLGC III), Multi-purpose
drying pavement from DARFU IX
granting of P2.5 million worth for the
construction. The coop acquired a
3,000 square meter lot where the rice
mill and drier were constructed at
Lopoc, Labason, Zamboanga del
Norte.

With the cooperative efforts from its highly competent Board of Directors & different
committee members, efficient management staff, and very supportive members, the LABASON
MULTIPURPOSE COOPERATIVE is now in the LARGE Category as depicted in the picture below.

So, those are some of the successful cooperatives, in our locality – we have the Labason MPC,
in our country Philippines- we have the ACDI MPC, and in the world-the Credit Agricole Group.
I believe the significance of these success stories to everyone is that they can accelerate our
CHANGE CAPABILITY because success stories offer tremendous opportunities for us to learn from other
change leaders. The decisions they made and actions they took to achieve successful change outcomes
can enlighten our creativity, strategies, and approaches, and streamline our efforts.
