Circular on the Automation of All Cities And Municipalities'
Business Permitting And Licensing Systems Or Electronic
Business One Stop Shops, In Compliance To The
Requirements Of Section 11 (C) Of Republic Act No. 11032

Authority on the existence of its e-BOSS for integration to the Central Business
Portal.
Non-Compliance

• Failure to comply with the provisions of Section 11 (c) of RA No. 11032 as


regards the automation of business licenses, clearances, permits,
certifications or authorizations, shall hold the heads of cities and
municipalities accountable and primarily responsible under Section 8
of said law.
Audit and Investigation

• The Compliance, Monitoring and Evaluation Office of the Authority is


hereby directed to conduct an audit of cities/municipalities on their
compliance with this Circular. The audit report shall be submitted to the
Investigation, Enforcement and Litigation Office of the Authority for the
conduct of investigation against non-complying cities/municipalities for the
filing of appropriate administrative cases.
