Business Permitting And Licensing Systems Or Electronic
Business One Stop Shops, In Compliance To The
Requirements Of Section 11 (C) Of Republic Act No. 11032

provisions of Section 11 (c) of RA
No. 11032 and automate the issuance
of their business licenses, clearances,
permits, certifications or authorizations
by 17 June 2021, to be incorporated
with the software developed by the
DICT for their electronic Business
Permitting and Licensing System or
(eBPLS), or the ARTA platform
Interface with the Central Business Portal

• Cities and municipalities are required to develop and/ or update their online
system/web services for the purpose of its integration with the CBP as required under
Section 13 of RA No. 11032.

• Cities and municipalities are enjoined to immediately notify the Anti-Red Tape
Authority on the existence of its e-BOSS for integration to the Central Business
Portal.
Non-Compliance

• Failure to comply with the provisions of Section 11 (c) of RA No. 11032 as

regards the automation of business licenses, clearances, permits,
certifications or authorizations, shall hold the heads of cities and
municipalities accountable and primarily responsible under Section 8
of said law.
Audit and Investigation

• The Compliance, Monitoring and Evaluation Office of the Authority is

hereby directed to conduct an audit of cities/municipalities on their
compliance with this Circular. The audit report shall be submitted to the
Investigation, Enforcement and Litigation Office of the Authority for the
conduct of investigation against non-complying cities/municipalities for the
filing of appropriate administrative cases.
