QUESTION ONE

The concept of government is difficulty to discern by an ordinary citizen. This illustrated by a

recent even where a woman was heard saying “Naomba serikali inisaidie.” The role and

functions of modern governments are found in various instruments of power such as

constitutions and statutes. Using the democratic State of Kenya as an example, discuss the roles

and functions of administrative law in modern states . (20 Marks)

QUESTION TWO

A State is comprised of three arms, Executive, Legislature and Judiciary. The Three arms are

clearly distinct under the doctrine of separation of power. Describe the primary functions of each

organ and explain the place of the doctrine of separation of power in Kenya (10 Marks).

QUESTION THREE

You have been appointed to advice President on the new organization of the executive structure

of the government of Kenya following your appointment as the Head of civil service. Outline the

salient features of the intended structure of the government (10 Marks).

QUESTION FOUR

Government administrators are required to abide by the principles of good governance and

administration. Key amongst them is the rule of natural justice. Explain in detail the concept of

the Natural Justice. . (10 Marks).
