Introductory Message
This learning material hopes to engage the learners in guided and independent
learning activities at their own pace and time. Further, this also aims to help learners
acquire the needed 21st century skills especially the 5 Cs, namely: Communication,
Collaboration, Creativity, Critical Thinking, and Character while taking into
consideration their needs and circumstances.

EXPECTATIONS
This is your self-instructional learner module in EAPP 12. All the activities provided
in this lesson will help you learn and understand: Concept Paper: Politics

RECAP
We learned from our previous lesson that concept papers are used beyond
the classroom. Companies require concept papers for projects before certain
actions are undertaken and businesses use them for proposals. What are the other
uses of concept papers?
Reflect on a particular concept in one of your subjects and recall how this
was explained in your interactions with your teachers and peers and through your
readings. Can you say that it was explained well? How was it presented to you?

LESSON
Concept Papers are used to explained ideas in different fields such as arts,
business, religion, science, law, philosophy, sports, and politics.
Among the different fields mentioned, government and politics impacts nearly
every aspect of our lives. Hence, it is important that we are well-informed and
educated about the important concepts in it.
Here in our country, people have different views and stands about our politics
but being in a democratic country, how much do we know about democracy? A
concept paper can explain ideas or terms to us through giving different types of
definition for better understanding of a concept.
Let us read the given statements and determine the type of definitions used.
Democracy was first given a formal definition – a term that belongs to the class
“form of government.” What distinguishes it from other forms of government is
that “all eligible citizens participate equally – either directly or through elected
representatives – in the proposal, development, and creation of laws.”
(2)It encompasses social, economic, and cultural conditions that enable the
free and equal practice of political self-determination.
The definition was further extended using analysis by saying that “democracy
encompasses social, economic, and cultural conditions that enable the free and
equal practice of political self-determination.
(3)The term originates from the Greek δημοκρατία (demokratia) “rule of the
people,” which was coined from δῆμος (demos) “people” and Κράτος (kratos)
“power” or “rule” in the 5 century BCE to denote the political

existing in Greek-city states, notably Athens.

To make the definition even clearer, the origin of word was traced. This is what
we call definition by etymology.
(4)The term is an antonym to ἀριστοκρατία (aristokratia) “rule of an elite.”
(8)The English word dates to the 16 th century, from the older Middle French
and Middle Latin equivalents.
ACTIVITIES
Now, let’s analyze the given statements and tell me whether they are RIGHT or

1. Concept Paper defines an idea or a concept and explains its essence in order
to clarify the “whatness” of the idea or concept.
2. The concept paper, in essence, provides the readers with a critical assessment
of concepts.

Federalism comes from a late Latin word, foedus, meaning 'treaty', 'compact'
or 'contract'. Foedus comes itself from an older Latin word, fides, meaning 'trust'. It
is a type of government in which the power is divided between the national
government and other governmental units. It contrasts with a unitary government,
in which a central authority holds the power, and a confederation, in which states,
for example, are clearly dominant. ‘In a federal system of government, sovereignty is
shared and powers divided between two or more levels of government each of which
enjoys a direct relationship with the people’ (Hueglin and Fenna 2006).
To the States will be allocated all the powers and functions not reserved to the
federal government, as well as those that the States share concurrently with the

federal government. In general, the States will be primarily responsible for the
economic, social and cultural development of their areas… the federal government
will provide grants and assistance to the less developed States in order to promote
overall development equity, and help poor, disadvantaged and marginalized citizen
(Abueva, 2005).
