Forensic Examination Practices in Aid for Judicial Administration

The webinar on "Forensic Examination Practices in Aid for Judicial

Administration" was conducted on August 24, 2022, via Zoom, and had the theme of
"Criminal Justice Education: Addressing Challenges of the Fourth Industrial Revolution
and the ASEAN Community." The resource speaker for the webinar was Dr. Gregorio B.
Mendoza Jr., Dean of the CCJE-Liceo de Masbate and the owner/operator of the
Mendoza Forensic and Criminalistic Consultancy, which is located in Altavas, Aklan.

Numerous lectures were covered in the discussion, including those where the
standard specimen and the precise description of the question were provided for the
student participants' better understanding. The speaker also went over the forensic
document examination services process flow, which begins with the examination of
specific contested documents at the request of a litigant. The forensic document
examiner will conduct scientific examinations, comparisons, and analyses of documents
to determine their authenticity or non-authenticity, reveal alterations, additions, or
deletions, identify or eliminate persons as the source of handwriting, and finally identify
or eliminate the source of the machine, and will be followed by legal counsel who will
recommend authority to conduct a document examination. Finally, the court will now
decide on document examination based on the testimony of a forensic document
examiner as an expert witness. The webinar also discussed the qualifications that are
needed to become a forensic examiner, such as a licensed criminologist, specialized
training of at least six months under the supervision of the PNP Crime Laboratory, and
six months of continuous and actual questioned document examination under the
supervision of a qualified forensic document examiner of the PNP Crime Laboratory.

The topics covered in the webinar were very helpful to us criminology

participants as we prepared to become future law enforcement officers. In particular,
we needed to have a better understanding, awareness, and sufficient knowledge on
what is required in examining a document and the requirements to be a forensic
examiner because, as future law enforcement officers, we must be familiar with all
aspects of forensic document examination.
