1. The World Bank has extended an unconditional loan of $250 million to the Supporting Andhra's
Learning Transformation (SALT) project in appreciation of the path-breaking reforms implemented by
the state government.
2. The reforms initiated under the SALT project have brought about a paradigm shift in the way education
was imparted and the outcomes had been encouraging according to Special Chief Secretary B.
Rajasekhar (School Education).
3. The SALT Project is the first project in the school education sector to be funded by the World Bank
without any precondition.
4. Approximately 253,000 crores has been spent on school education in the last three years.
5. In the academic year 2022-2023, more than 40,31,239 children were studying in government schools.
6. The lack of facilities or the adoption of English medium in government schools is not at all the reason
for the number of children decreasing according to Mr. Rajasekhar.
1. Adani Ports and Special Economic Zones (APSEZ) on Monday (10 October) said it has received
approvals from NCLT Ahmedabad and NCLT Hyderabad for acquiring the remaining 58.1 per cent stake
in Gangavaram Port Limited (GPL) through the composite scheme of arrangement.
2. With the acquisition of the remaining 58.1 per cent stake, APSEZ will own 100 per cent of Gangavaram
Port and this stake purchase is through a share swap arrangement.
3. Gangavaram Port in Andhra Pradesh is the third largest non-major port capable of handling fully laden
super cape size vessels with nine berths and free hold land of 1800 acres.
4. Adani Ports and Special Economic Zones, the flagship transportation arm of the diversified Adani
group, is India's largest private ports and logistics company.
5. In FY2022, the Gangavaram port handled cargo volumes of around 30 million metric tonnes, generated
revenue of Rs 1,206 crore and EBITDA of Rs 796 crore, which resulted in an EBITDA margin of 66 per
cent.
6. The deal of GPL is around Rs. 6200 Crores.
1. The government has reorganized the forest department into new districts. Each district has a forest
division (territorial or social forest). 6 unnecessary and obsolete divisions have been closed down and 9
new divisions have been established in their place. With this, 26 districts now have 32 divisions.
2. Earlier there were 23 divisions for 13 districts. After the reorganization, new Parvathipuram Manyam,
Chintapalli, Rampachodavaram, Rajahmundry, Konaseema, Bhimavaram, Machilipatnam, Bapatla and
Palnadu divisions were formed.
3. After reorganization more than one division was formed in only 3 districts. Four divisions (Paderu,
Chinthapalli, Chintur, Rampachodavaram) were formed in Alluri Sitaramaraju district. Kurnool district
has 3 divisions (Kurnool, Atmakuru, Nandyala) and Prakasam district has 3 divisions (Markapuram,
Giddalur, Prakasam). In the remaining 23 districts each division (territorial) has been formed.
4. WildLife Divisions have been kept separate as before. Eluru (Kolleru and Krishna Sanctuaries) and
Sullurpet (Pulikat and Nelapattu Sanctuaries) Wildlife Divisions have been retained. Nagarjunasagar –
Kurnool, Atmakuru, Giddalur and Markapuram divisions under the Srisailam Tiger Reserve have been
retained. All four have both territorial and wildlife ranges.

5. West Godavari district is a district without forest area. Formed as the center of Bhimavaram district
under Narsapuram Parliament, this district does not have a single acre of forest land. However, a forest
division was established there. Alluri district has a maximum forest area of 8,03,039.45 hectares.
Bapatla, Ambedkar Konaseema, East Godavari and Guntur districts have less than 10 thousand
hectares of forest area. Visakhapatnam has become a complete urban forest area with 14,512
hectares.
1. Andhra Pradesh will become the center of green hydrogen production. AP will be part of the efforts to
use clean energy as an alternative to depleting fossil fuel resources. Our state is among the five states
selected by the Center for this project. Green hydrogen production will be done in Visakha and Nellore
districts.
2. This was mentioned in the latest hydrogen hub development plan submitted by India Hydrogen
Alliance (IH2A) to the Union Ministry of Renewable Energy Resources and NITI Aayog. These hubs will
be created in partnership with state governments. Five National Green Hydrogen Hubs will be set up in
Gujarat, Karnataka, Maharashtra, Kerala and Andhra Pradesh and these will be divided into 25 project
clusters.
3. Through these, IH2A has set a target of setting up 150 MW of electrolyzer plants producing green
hydrogen by 2025. These are known as first generation national green hydrogen projects. Plans have
been made to utilize this green hydrogen by organizations belonging to various sectors.
4. As part of this project, a 30 MW electrolyzer plant for steel and chemical plants in the National Green
Steel and Chemicals Corridor between Bellary-Nellore (Karnataka-Andhra Pradesh) will produce 5
thousand tonnes of green hydrogen per year. This can reduce 5 million metric tons of carbon dioxide in
the atmosphere in ten years.
5. A 20 MW electrolyzer plant at the National Green Refinery Transport Hub in Visakhapatnam produces
4,000 tonnes of green hydrogen per year. This will reduce 4 million metric tons of carbon dioxide over
a decade. State green hydrogen policies will be formulated for this.
1. The Ministry of Labour & Employment, Government of India, organized a two-day National Labour
Conference of Labour Ministers and Labour Secretaries of States/UTs at Tirupati, Andhra Pradesh on
25th-26th August, 2022. Prime Minister Shri Narendra Modi virtually addressed the inaugural session
on 25.8.2022.
2. The Conference is being convened in the spirit of cooperative federalism to discuss various significant
labor related issues. It will help create further synergy amongst the Centre and State Governments in
formulating better policies and ensuring effective implementation of schemes for the welfare of
workers.
3. The Conference will have four thematic sessions on integrating e-Shram portal for on-boarding social
security schemes to universalize social protection; Swasthya se Samriddhi for improving medical care
through ESI hospitals run by State Governments and integration with PMJAY; framing of rules under
four Labour Codes and modalities for their implementation; Vision Shramev Jayate @ 2047 with focus
on just and equitable conditions of work, social protection to all workers, including gig & platform
workers, gender equality at work, among other issues.
1. Chief Minister YS Jaganmohan Reddy has announced that plastic banners will be banned across the
state. All made it clear that only cloth banners should be used. He called upon the people to take steps
towards making Andhra Pradesh plastic-free by 2027. To that end, he advised the authorities to involve
all the people and raise awareness.
2. Chief Minister Jagan made this announcement on Friday (August 26) in Visakhapatnam on the occasion
of a Memorandum of Understanding (MoU) with the US-based charity 'Parley for the Oceans', which is
working tirelessly for the protection of coastal areas by collecting plastic waste and recycling and
upcycling it. He said that for the first time in the world an agreement has been made for the control of
plastic and thus the Parle Future Institute will be established in Visakhapatnam.
3. He said that Parle Super Hub, Recycling and Upcycling units will be established in the state to provide
employment to 20 thousand people with an investment of Rs.16 thousand crores (2 billion dollars).
4. The chief minister himself inspected the various products (shoes, spectacles, t-shirts) manufactured by
Parle company from plastic.
5. On behalf of the state government, Special Principal Secretary of Municipal and Urban Development
Department Y. Srilakshmi and Parle for Oceans CEO Cyril Gach signed the agreement.
A first-of-its-kind Composite Indoor Shooting Range (CISR) was inaugurated by Vice Admiral Biswajit Dasgupta
at INS Karna. The CISR is a state-of-the-art, self-contained, 25 m, six-lane, live firing range for all primary and
secondary weapons in the Navy. With advanced target systems and associated control software, this range
would enable personnel to hone their firing skills, enabling them to challenge and take on adversaries in
demanding scenarios.
Key points:
1. INS Karna is the first in the Navy & the only military unit in the country to set up and use a facility of
this kind.
2. The range has been set up to contemporary international standards by an Indian firm and is a shining
example of Atma Nirbhar Bharat in the year of ‘Azadi Ka Amrit Mahotsav’.
3. The entire facility was set up in a record time of 120 days from the award of the contract to the firm.
1. Seven judges appointed as AP High Court judges took oath on August 4. AV Ravindra Babu, Dr.
Vakkalagadda Radhakrishna Sagar, Bandaru Shyam Sundar, Ootukuru Srinivas, Boppana Venkata
Lakshmi Narasimha Chakraborty, Tallapragada Mallikarjuna Rao and Duppala Venkataramana were
administered the oath by Governor Harichandan at Vijayawada Tummalapalli Kalakshetra.
2. In fact, the Governor delegates his powers to the High Court's Chief Justice in administering the oath. It
is customary for the Chief Justice (CJ) to administer oaths to the new judges.
3. CJ Prashant Kumar Mishra cannot come due to his mother's loss. With this, the governor administered
the oath to the new judges.
1. According to the latest report of the Union ministry of health and family welfare, which initiated the e-
Sanjivani concept (telemedicine), over 1.3 crore calls were reported to YSR telemedicine centre out of
the total 2.7 crore calls received from all the states for consultation through telemedicine in the
country in the last two years. Karnataka is next with around 42 lakh calls, followed by West Bengal (20
lakh calls) and Tamil Nadu (17 lakh calls).
2. Dedicated services extended by health workers and field level officials in creating awareness about the
utility of telemedicine yielded tremendous results, officials said, adding that AP government has now
decided to further strengthen the telemedicine sector to take comprehensive health services to the
doorsteps of people and reduce the pressure on teaching hospitals. The telemedicine centres will be
linked to YSR clinics coming up in the villages and primary health centres (PHCs).
3. The ‘104’ call centre in the state received over 10 lakh calls in a span of three months during the
second wave of Covid-19 between May and July last year. The state government deployed over 5,500
doctors, including 1,500 experts, at telemedicine centers to extend 24x7 services to patients. The
services provided during the critical phase of Covid-19 spread a positive message among the public,
resulting in huge numbers of people utilizing the services in the subsequent months.
4. AP has a long history of telemedicine. Two decades ago, expert doctors from Hyderabad would
participate in teleconsultation with patients in rural and remote areas of the state. Subsequently, the
state built a strong telemedicine network. Consultation by expert medical professionals through
telemedicine and subsequent distribution of medicines by the field teams built the trust in the system,
prompting more and more people to utilise the free consultation services.
ANDHRA PRADESH SIGNS MOU WITH BYJU'S FOR GOVERNMENT SCHOOL KIDS
1. The Andhra Pradesh government has signed an MoU with BYJU's to provide quality education to
government school students.
2. This partnership would change the lives of students coming from economically poor backgrounds, as it
would help them learn better.
3. The students of Classes 4 to 10 would benefit from the quality content provided by Byju’s and help
them perform better.
4. The State government has signed a pact with education and tech company Byju’s to impart quality
education to students of government schools.
CHIEF MINISTER YS JAGANMOHAN REDDY INAUGURATED THE YSR YANTRA SEVA SCHEME
1. As part of the state-level mega distribution of the YSSAR machine service scheme, 3,800 tractors were
distributed to 3800 RBK level machine service centers and 320 combination harvesters to 320 cluster
level machine service centers.
2. Chief Minister YS Jaganmohan Reddy flagged off the state-level mega distribution in Guntur on June 7.
The CM deposited a subsidy of Rs 175 crore in 5,260 farmer group bank accounts.
3. To further improve agriculture in the 10,750 Farmer Assurance Centers, the government is setting up
groups with farmers to provide them with all the tools they need at the Farmer Assurance Centers and
in the same villages at a cheaper price and giving them a 40 per cent subsidy on behalf of the
government.
4. Another 50 per cent of loans are being sanctioned by talking to low-interest banks. Farmers can form
groups and deduct only 10 percent of the money.
5. As part of this, a program has been launched to set up 10,750 YSSAR machine service centers worth Rs
15 lakh at each RBK level with Rs 2016 crore. Apart from these, 1615 cluster level machinery service
centers with combined harvesters worth Rs. 25 lakhs are being set up in each of the 20 paddy rich
districts.
1. The Andhra Pradesh state government has launched another initiative to provide quality essential
commodities to the villagers at below market prices. As part of this, women supermarkets will be set
up zone-wise under the auspices of women in thrift societies.
2. The Rural Poverty Alleviation Program (SERPP) has decided to implement this formula in rural areas as
well, following the success of the Jagananna Women's Marts already set up in urban areas under the
auspices of thrift societies.
Andhra Pradesh Chief Minister Jagan Mohan Reddy launched the ‘14400’ app. This app has been developed by
the Anti-Corruption Bureau (ACB). This app is customized for the people to register corruption-related
complaints against the officials in the state. This app also aims to ensure fool-proof evidence to present before
the court. A complaint can be filed through a toll-free number 14400.
After a complaint is lodged, a reference number will be sent to the registered mobile number. The IOS version
of this app will soon be launched. Any person who has been asked for a bribe from any government official
including the RDO office, collector office, Mandal level office, sub-registrar office, police station, etc, must
download this app and record the conversation following which it would reach the ACB. The ACB has been
directed to report to the Chief Minister’s office.
1. Leading companies have come forward to invest in AP in the field of green energy as the venue for the
World Economic Forum (WEF) taking place in Davos.
2. The agreements were signed by government officials and heads of agencies in the presence of Chief
Minister YS Jaganmohan Reddy.
3. The government on May 23 (Monday) signed a memorandum of understanding with Adani to generate
13,700 MW of green energy with an investment of Rs 60,000 crore.
4. A Memorandum of Understanding (MoU) was signed between the Greenco-AP government on May 25
for carbon-free power generation. The contract was for the production of 8 thousand MW of green
energy. The company will invest Rs 37,000 crore for this. The project will create jobs for about 10,000
people.
1. Andhra Pradesh has become the first State to achieve the milestone of linking the health records of
one crore people to the Ayushman Bharat Digital Mission (ABDM) scheme.
2. The State is also on the top by creating over 3.4 crore AB Health Accounts (ABHAs).
3. ABDM is one of the flagship schemes of the government being implemented by the Department of
Health, Medical and Family Welfare Andhra Pradesh in collaboration with the National Health
Authority (NHA).
4. Electronic Health Records (EHR) generation and integration to NHA under the ABDM is a
comprehensive repository of health records of the State and country across modern and traditional
systems of medicine. It includes health records created in all types of health facilities registered under
ABDM, from Urban Primary Health Centres to teaching hospitals across the State.
5. Andhra Pradesh created 3.4 crore ABHA numbers for citizens of Andhra Pradesh with the help of field
health workers like ANMs and ASHA workers. This is also the highest among all the states in the
country both in terms of number and percentage saturation of total population. We are also one of the
best performers in terms of Healthcare Professionals Registry (HPR) for professionals like doctors,
nurses and Health Facility Registry (HFR) of all the public health facilities.
6. Digital ID with 14 digits: ABDM's main objective is to provide medical services to the citizens without
having to work with paperwork anywhere in the country. Each citizen is assigned a 14-digit digital
'health ID number' and the e-hospital approach is implemented without the need for paperwork.
1. Chief Minister YS Jagan Mohanreddy has launched the YSR Mobile Animal Health Service Vehicles with
the aim of providing better medical care to the cattle. The vehicles started waving the flag from the
CM's camp office in Thadepalli.
2. The government aims to set up a total of 340 cattle ambulances across the state at a cost of about Rs
278 crore. The government has said it will launch 175 vehicles purchased at a cost of Rs 143 crore in
the first tranche and the remaining 165 cattle ambulances at a cost of Rs 135 crore in the second
phase. It was decided to introduce at least two for each assembly constituency. At present one vehicle
has been allotted.
3. The YSR Nomadic Livestock Ambulance consists of a veterinarian, an assistant with a diploma in
veterinary diploma, a driver and an attendant.
4. A small laboratory equipped with a microscope to perform 20 types of manure tests and 15 types of
blood tests has been set up with a hydraulic facility to load all types of vaccines, medicines as well as
cattle into the vehicle.
1. The Sri venkateswara Institute of Cancer Care and Advanced Research (SVICCAR) Hospital, built in
Tirupati with state-of-the-art medical technology, has been made available.
2. The hospital was built by the Alamelu Charitable Foundation under the direction of the Andhra Pradesh
State Government and courtesy of the Tata Trust. The hospital offers state-of-the-art corporate
medical services at low cost.
3. The hospital was built with 92 beds at a cost of Rs 190 crore. The number of beds will be increased to
300 in phases.
4. TTD and the state government have assisted Tata in the construction of this state-of-the-art hospital.
5. Ratan Tata is the Chairman of the Tata Trust and Sanjay Chopra is the CEO of the Alamelu Charitable
Foundation.
1. Another huge power project is being set up in the state of Andhra Pradesh. An integrated Renewable
Energy Project (IREEP) is being set up in Kurnool district to generate solar, wind and hydel power
(pumped storage) power from a single unit.
2. The project, to be built by Greenco Energies Pvt Ltd, will generate 5,230 MW of electricity. This is the
first project in the world to generate so many megawatts of electricity from a single unit through three
divisions. State Chief Minister YS Jaganmohan Reddy laid the foundation stone for the project.
3. Greenco Energies Ltd is setting up in Orvakallu Zone Gummitham Tanda (Kurnool District), Panyam
Zone Pinnapuram (Nandyala District). The project is set to become the largest renewable energy
project in the world. The same goes for the project of generating solar, wind and hydel power from a
single unit.
4. The project aims to generate 3,000 MW of solar power, 550 MW of wind power and 1,680 MW of
hydel power and connect it to the national grid through the Orvakal PGCIL / CTU power substation to
supply discs and industries in the country.
5. The construction of the project will be completed in the next five years and power generation will
start. The state government has allotted 4,766.28 acres of land for this purpose. Of this, 2,800 acres
have already been handed over to the company.
6. Greenco Energies Pvt Ltd is set to invest Rs 15,000 crore in an integrated renewable energy project.
7. The company estimates that the project will reduce carbon dioxide emissions by 15 million tons
annually. First Hydel Power Project in Kurnool; The first hydel power project is being set up in Kurnool
as part of the Integrated Renewable Energy Project (IREP).
8. Hydel vapor, which generates 1,680 MW of electricity, is also known as pumped storage electricity.
Hydel power can only be undertaken on large-scale irrigation projects.
9. What is pumped storage power? Projects are stacked above and below the allotted space. Water is
pumped from the bottom up when there is no demand for electricity. When power consumption is
The RailTel Corporation of India Ltd had designed and established a “Health Cloud '' at Visakhapatnam
premises of Andhra Pradesh MedTech Zone (AMTZ). The Andhra Pradesh MedTech Zone (AMTZ) is the world’s
first integrated medical device manufacturing hub. The “Health Cloud” at AMTZ has been inaugurated by
Louise Agersnap, Head of WHO Innovation Hub, WHO-Geneva.
1. Chief Minister Y.S. Jagan Mohan Reddy inaugurated Grasim Industries Limited’s first Chlor-Alkali
manufacturing site at Balabhadrapuram village of Biccavolu mandal in East Godavari district.
2. It would be the biggest caustic soda unit in the State with an investment of ₹2,700 crore and provides
75% jobs to the locals.
3. The project would provide direct employment to 1,300 people and indirect employment to another
1,150.
4. Grasim Industries used advanced technologies to address the problem of contamination of
underground water, and included a combined water treatment-cum-effluent treatment and recycle
plant with zero liquid discharge facility to ensure that no liquid flowed out of the plant.
5. Grasim Industries Limited is a flagship company of the global conglomerate Aditya Birla Group. It is a
leading global producer of Viscose Staple Fibre, the largest Chlor-Alkali, Linen and Insulators player in
India. Through its subsidiaries, UltraTech Cement and Aditya Birla Capital, it is also India’s largest
cement producer and a leading diversified financial services player.
1. The Andhra Pradesh govt enhanced the retirement age for its employees by 2 years to 62.
2. Governor Biswabhusan Harichandan promulgated the AP Public Employment (Regulation of Age of
Superannuation) (Amendment) Ordinance, 2022 to this effect.
3. On January 21, the state Cabinet approved the proposal to amend the AP Public Employment
(Regulation of Age of Superannuation) Act, 1984 in line with the announcement made by Chief
Minister Y S Jagan Mohan Reddy.
1. Chief Minister Y.S. Jagan Mohan Reddy launched the AP Seva Portal 2.0 (Citizen Service Portal) and said
that the AP Seva Portal is a digital initiative that takes governance closer to the people, where even
those in the remote villages can avail themselves of citizen services right at their doorstep.
2. The AP Seva Portal is a one-stop digital platform for grievance redress, and all the officials right from
the village / ward secretariat to higher authorities will be using the digitised platform to provide citizen
services in a transparent manner. People can track the status of their application without any hassle.
Also, SMS alerts on the status of the application will be sent to the applicants, and the portal is also
enabled with payment gateways to access paid services.
3. Stating that the new updated portal had over 30 services of Revenue and Land Administration, 25
services of Municipal Administration, six services of Civil Supplies, three services of Rural Development,
and over 53 services of Energy Department, Mr. Jagan Mohan Reddy said the village / ward secretariat
services, along with the volunteer system, was brought to take governance to the village level, where
almost four lakh people were a part of the delivery mechanism and offered over 540 services directly
to the people.
4. Since January 6, 2020, as many as 3.46 crore government services had been provided to the people
through the village / ward secretariats.
1. The Andhra Pradesh cabinet on March 7 approved the setting up of a National Kamadhenu Breeding
Center (NKBC) at Chintaladevi in Nellore district.
2. The Cabinet also approved an amendment to the law to allow those who have chosen Urdu as a
second language to study across the state.
3. The state cabinet has approved a government guarantee to raise Rs 8,741 crore for the construction of
Ramayapatnam, Bhavanapadu and Machilipatnam ports. 1,234 crore for administrative clearance for
construction of fishing harbors at Nizampatnam, Machilipatnam and Uppada.
4. In 2016, the Central Government announced the establishment of two National Kamdhenu Breeding

establishment of National Kamdhenu Breeding Centre in Itarsi, Hoshangabad in Northern region of
Rashtriya Sanskriti Mahotsav 2022 was started in Arts College Ground, Rajamahendravaram, Andhra Pradesh
by Governor of Andhra Pradesh Shri Biswabhusan Harichandan, in the presence of Union Minister for Culture,
Tourism, and DoNER G. K Reddy, as part of the Azadi Ka Amrit Mahotsav.
Key Points:
1. The two-day Rashtriya Sanskriti Mahotsav will be conducted on the grounds of the Government Art
College in Rajahmundry on March 26th and 27th, 2022. The first Rashtriya Sanskriti Mahotsav was held
in 2015, and it received a positive response from the media and the general public, prompting the
organisation of a series of festivals.
2. The Rashtriya Sanskriti Mahotsav offers a once-in-a-lifetime opportunity to see all of India’s folk,
traditional, tribal, classical, and popular art forms under one roof, with over 1000 artists performing.
3. Aangans are put up to represent regional cultures and to showcase traditional Arts & Crafts, with
craftsmen setting up stalls to sell their items and demonstrate their excellent skills.
The Mahotsav has featured prominent Padma and Sangeet Natak Akademi-awarded classical artists among
many genres every year. The Rashtriya Sanskriti Mahotsav takes special effort to select musicians who reflect
the regional flavour of the state in which it is held. Events under the Rashtriya Sanskriti Mahotsav will be held
in Warangal on March 29th and 30th, 2022, and in Hyderabad for three days from April 1st to 3rd, 2022.
YS Jagan Mohan Reddy, the Chief Minister of Andhra Pradesh, inaugurated 13 new districts in the state via
video conference on Monday, April 4 in Tadepalli, Guntur district. As a result, there will be a total of 26
districts in the state.
The new districts were created using Parliamentary constituencies as a guide. With the addition of 13 new
districts, Andhra Pradesh now has a total of 26 districts.
As part of the 26 districts of Andhra Pradesh, there will now be 23 revenue divisions. The CM added that
people have accepted and liked the decentralised system of government because the initiatives are given
straight to their doorstep, and that the same is now being extended to the districts.
The CM further mentioned that previously, one district served 38 lakh 15 thousand people, but today, with the
establishment of 26 districts, each district will serve 19 lakh 7 thousand people.

deposits in Ongole under the "YSSAR Zero Interest Scheme" aimed at helping women in savings
societies.

thousand 410 women.
3. Afterwards, the CM said that Rs 3,615 crore has been disbursed in these three years under the zero

Through this scheme the women of the savings societies will no longer have to bear the burden of
interest on loans taken from the bank by the government.
LAUNCH OF NEW WEBSITE FOR PURCHASE OF PLOTS IN JAGANNATH SMART TOWNSHIP (MIG)
1. Jagananna Smart Townships (MIGs) are being set up by the Andhra Pradesh state government with the
aim of fulfilling the dream of the middle class in urban and rural areas.
2. In the first installment, layouts have been prepared at Navalur near Mangalagiri in Guntur district,
Dharmavaram in Anantapur district, Kandukur in Prakasam district, Rayachoti in Kadapa district, YSR,
Kavali in Nellore district and Eluru in West Godavari district.
3. State Chief Minister YS Jaganmohan Reddy launched the website on January 11 from his camp office.
4. Plots in Jagananna Smart Townships under the purview of the city government will be allotted only to
those with an annual income of less than Rs 18 lakh.

1. The first Fisheries University in the state of Andhra Pradesh will be set up at Narasapuram in West
Godavari district.
2. The state government has sanctioned the first tranche of Rs 100 crore to the university, which is crucial
for the development of the fisheries industry.
3. Narasapuram Zone Varsity construction will be carried out on 400 acres in the coastal village of
Vemuladevi. Up to Rs 400 crore will be spent on university construction, course management,
experiments, etc. in five years.
4. There is a shortage of experts in the aqua sector through this university. For large-scale research, the
varsity will contribute to the development of the aqua sector, officials said.
5. It is estimated that 90 thousand aqua farmers will directly benefit from this and 8 lakh people
indirectly.
6. All the courses related to the Department of Fisheries are taught through this varsity.
1. The Government of Andhra Pradesh is taking steps to ensure a tobacco-free environment in schools
and their environs.
2. As part of this, the Department of Medicine has launched a special app called 'Tobacco Free
Educational Institution' (TOFI) with 9 criteria to certify educational institutions as a tobacco-free area
and integrate it with the AP ANM Health app.
PADNA-LIKHNA CAMPAIGN
1. The Central and Andhra Pradesh State Governments have sought to fill the void left by illiterate
women. For this, the 'Padna-Likhna Abhiyan' program was started. Vijayanagaram district was the first
in the state to implement the program. The action plan aims to educate 39,336 women in the district.
2. Expenditure in the ratio of 60:40: The Central Government has designed the 'Padna-Likhna Abhiyan'
program in June 2021 to address the needs of those who are illiterate and deprived of education due

including the plants, worth Rs 426 crore were launched, giving a fillip to the medical infrastructure in
the state in the wake of a possible third wave of Covid-19.
3. The state government has been taking all measures in containing coronavirus and, as part of it, 144
oxygen plants were set up at the government hospitals, apart from 32 others that were established
with the Centre’s assistance and dedicated to the nation recently.
4. Moreover, 71 private hospitals with 100-plus bed capacity are setting up PSA oxygen plants, for which
the government has provided them with a 30 per cent subsidy.
5. The state now has oxygen generation plants at 247 locations, thereby achieving self-sufficiency.
1. The state government is taking steps to ensure that air and light are provided better by using world-
class technology in the construction of ‘Navaratnas-Homes for the Poor’. It has decided to implement
this technology, which saves on electricity bills, under the name 'Eco-Nivas Samhita'.
2. It will be implemented in 28.3 lakh houses run by the Department of Housing under the auspices of the
Bureau of Energy Efficiency (BEE) with the consent of the beneficiaries. Homes are designed to reduce
electricity consumption through energy efficient building designs.
3. The world-class Indo-Swiss Energy Efficient Building Technology is implemented through the Eco Nivas
scheme. This causes cooling and lowers the temperature in the house to at least 2 degrees. This
technology not only increases natural light but also saves up to 20% on electricity bills. Greenhouse
gases (carbon emissions) are also reduced. Experts say it will help improve people's living standards,
curb future energy demand and save energy.
4. In October last year, the government issued orders mandating the Andhra Pradesh Energy
Conservation Building Code (AP ECBC) to obtain building permits for commercial and non-residential
buildings of one thousand square meters or 2,000 square meters.
5. Recently the state government Navratna has also brought this scheme in the construction of houses
for the poor. In the first phase, the government is undertaking the construction of 15.6 lakh houses at
an estimated cost of Rs 28,000 crore. Construction of 10.7 lakh houses in 10,055 layouts has already
started. In addition, ECBC will be implemented in a total of 28.3 lakh households.
‘Eco-Nivas' Features:
1. Designed to allow natural light (sunlight) to enter the house during the day.
2. Special foam and paints are applied to the ceiling and walls to keep the temperatures in the house
balanced by the 'radiant' cooling 'method.
3. Special tiles for cooling the house are installed on the floor. Hardwood is the most widely used.
4. Glass mirrors are also specially designed. Equipped with ‘highly durable insulated’ doors.
5. They are made of fiberglass but look similar to those made of wood. Water pipes are also unique.
6. These do not allow hot water to cool quickly. Plants and manholes are set up in the house premises.
Inside the house are LED bulbs, tubelights, and specially designed fans that save electricity.

CITIES KAKINADA AND VISAKHAPATNAM SELECTED FOR SAAR PROGRAM
1. The two cities in the state of Andhra Pradesh were jointly selected by the Smart City Mission, the
Union Ministry of Urban Affairs and the National Institute of Urban Affairs to study the changes in the
Smart City.
2. A total of 47 smart cities have been selected across the country, including Kakinada and
Visakhapatnam. The study, conducted as part of the Smart Cities and Academia Towards Action Action
and Research (SAAR) program, selected 15 leading architectural universities and educational

1. The Special Enforcement Bureau (SEB) has launched 'Operation Transformation' to eradicate cannabis
cultivation along the Andhra-Odisha border (AOB).
2. Raising awareness among the tribals on the ill effects of cannabis, special teams with the help of
technology and large-scale forces are wreaking havoc on cannabis cultivation in the Odisha and
Chhattisgarh border areas bordering Visakhapatnam and East Godavari districts.
3. SEB, in coordination with the Departments of Forestry, Revenue and Tribal Welfare, is pushing for
cannabis cultivation.

Andhra Pradesh has been named the best marine state in the country by the Department of Fisheries. The
Department of Fisheries under the Ministry of Fisheries, Animal Husbandry and Dairying awarded best
performing States for 2021-22 on 21 November 2021 on the occasion of the ‘World Fisheries Day, to recognise
their accomplishments in the field and their contribution to the growth of the sector. The awards were
announced by the Union Minister for Fisheries, Animal Husbandry and Dairying, Parshottam Rupala in
Bhubaneswar.

CABINET DECISIONS
APPROVAL BY THE AP CABINET FOR A SEPARATE DEPARTMENT NAMED EWS AND OTHER APPROVALS
The Cabinet, chaired by CM Jagan, met at the Provisional Secretariat in Velagapudi on October 28 and took
several key decisions.
1. The Cabinet also approved the setting up of a special department called EWS (Economically Backward
Classes) Welfare to support the economically backward people among the upper castes in the state.
The EWS Welfare Department has decided to bring in corporations already specially set up to support
the poor in the Brahmin, Kapu, Kshatriya, Kamma, Reddy, Arya Vaishya and other communities.
2. A Jain Corporation and a Sikh Corporation will be set up specifically for the welfare of Jains and Sikhs.
3. The Cabinet passed a resolution handing over the power to introduce a resolution in the Assembly to
the BC Welfare Minister asking the Center to conduct a BC census based on the 2021 census.
4. The caste-based census was conducted only in 1931 before the independence of the country. As a
result, it is not possible to determine the population of those communities. In view of this, it is the view
of the Cabinet that the BC census should be conducted to determine the population of the
communities scientifically. To that extent, funds can be allocated for the betterment of the people of
those communities. The cabinet has decided to deposit Rs 15,000 in the accounts of students' mothers
in June 2022 under the Amma Odi scheme. From November 8, 2021 to April 30, 2022, the scheme will
be applicable only if the school has 75 per cent attendance in 130 working days.
5. Exemption from attendance due to corona effect in the 2019–20 and 2020–21 academic years. The
Cabinet decided to conduct a wide publicity among the people on the spirit of the scheme.
1. The Andhra Pradesh government has approved the integrated data center park being set up by Adani
Enterprises Limited in Visakhapatnam with the aim of creating tens of thousands of jobs at a cost of Rs
14,634 crore.
2. The Andhra Pradesh state cabinet, which met on October 28, approved the allotment of 130 acres in
Madhuravada.
3. Adani will set up Integrated Data Center Park, Integrated IT and Business Park, Skill University and
Recreation Centers.
4. The government has already announced the incentives required to set up Adani companies, which are
aimed at creating tens of thousands of jobs in a bid to rewrite the IT history of Visakhapatnam.
5. The government will set up a 200 MW data center park on 82 acres, an IT business park on 28 acres, a
skill development university on 11 acres and a recreation park on 9 acres. A total of 24,900 direct

Chief Minister YS Jaganmohan Reddy has announced that the YSR Awards will be presented on November 1
every year from now on the occasion of State farming Day.
1. The Central Government annually honors those who have served in various fields with the highest
awards in the country such as the Bharat Ratna, Padma Shri and Padma Bhushan. Similarly, the highest
civilian awards at the state level were announced under the YSR Lifetime Achievement and YSR
Achievement Awards.
2. Those who announced the Lifetime Achievement Awards were given Rs 10 lakh, a bronze statue, a

Jagananna Swachha Sankalpam' program today on the occasion of Gandhi Jayanthi. The main aim
behind launching this program is to make the surroundings clean with public participation. YS Jagan
flagged off 4,097 garbage collecting vehicles at Benz Circle, Vijayawada.
2. The objective of CLAP is to achieve complete source segregation of garbage, onsite waste treatment,
door-to-door collection of garbage, and encouraging home composting.
3. As part of the clap program, the AP government wants to achieve the best rank in the Swachh
Survekshan program and wants the state to become a bin-free, litter-free, and garbage-free state. The
Jagananna Swachh Sankalpam program will continue for 100 days.
1. Andhra Pradesh lags behind in terms of number of beds in district hospitals. With an average of only 18
beds per lakh population, it ranks 22nd in the country.
2. While the national average is 24 beds, the smaller states and union territories of Puducherry (222
beds), Andaman (200), Ladakh (150), Arunachal Pradesh (104) and Daman and Diu (102) are in the
front row.
3. The NITI Ayog has studied and evaluated the conditions in a total of 707 hospitals across the country.
4. According to the report, 42.74% of births in major and district hospitals in Andhra Pradesh are by
cesarean section. Machilipatnam ranks first in the country with 73.34% cesareans.
5. In terms of performance, Vishakha King George is at the forefront. In addition to the number of staff, it
ranks first in the 'large hospitals' category in the country in other key performance indicators.
6. District hospitals in the state are filling an average of 80.07% beds. It is over 90% in 10 hospitals. AP
ranks fifth in the country in terms of average bed occupation.
7. Guntur District Tenali District Hospital is 100% full of patients. The doctors and nursing staff here
provide quality services. Patients are discharged quickly. Major surgeries increased. Patients with
traumacare are being screened in a timely manner. The sanitation here is also good.
8. Cesarean deliveries occur on average 42.74%. In this regard, Tamil Nadu, Telangana, Daman and Diu,
Lakshadweep and Puducherry were followed by AP. The hospital was the only one in the state to
reduce cesarean sections by 35%. However Machilipatnam District Hospital ranks first in the country in
the list of largest hospitals performing the highest number of abortions (73.34%).
9. Each surgeon in the district hospitals in AP performs an average of 165 surgeries a year. This is lower
than the national average of 194.
10. Each physician examines an average of 16 OPD patients. This is lower than the national average of 27.
11. The NITI Ayog has examined 14 district level hospitals and only seven of them have Indian Public
Health Standards (IPHS) standards. Only the nursing staff working in three hospitals and the
paramedical staff in 8 hospitals were found to have IPHS standards. The ratio of doctors working under
IPHS regulations in the state is 1.39. It ranks 4th in this regard after Delhi, Haryana and Goa.
12. King George in Visakhapatnam has been included in the list of big performing hospitals.
13. District hospitals receive 13 important medical services and 12 ancillary services. Karnataka (28.6%),
Telangana (19%) and Andhra Pradesh (14%) topped the list of hospitals offering all the announced
services.
1. The Aqua Laboratory at the State Institute of Fisheries Technology in Kakinada is accredited by the
National Accreditation Board Limited (NABL).
2. So far, NABL is accredited only by the Central Institute of Fisheries Technology in Kochi, Kerala, the
Export Inspection Agencies in Chennai, and the Rajiv Gandhi Center for Aquaculture in Nagapattinam.
This is the first time in the country that the state-level Aqua Lab has been recognized by NABL.
3. The RTPCR Lab was set up in 2001 at SIFT, Kakinada. Subsequently, water and soil quality analysis,
microbiology, fish and prawn feed quality analysis labs were set up.

(HRC) to Kurnool and issued a gazette.

1. It is a statutory organisation created as per "The Protection of Human Rights Act of 1993 for India" for
the state of Andhra Pradesh to inquire into human rights violations for subjects referred in the state list
and concurrent list mentioned in the seventh schedule of the constitution of India.
2. The chairman and other members of the Andhra Pradesh State Human Rights Commission are
appointed by The Governor of the state on the recommendations of a committee having the Chief
Minister of the state as its head, and other members include, Legislative Assembly speaker of the state,
home minister in State Government and the leader of the opposition in the state Legislative Assembly.
3. In the states having legislative councils, The chairman of the legislative council and the leader of the
opposition of legislative council would also be the members forming part of the committee.
The Swarnim Vijay Varsh Mashaal or victory flame arrived at Dahung in Arunachal Pradesh on September 12,
2021 after touring the Country.
1. Victory flame was moved throughout the country to the 50 years of victory over Pakistan during 1971
Indo-Pak War.

The Andhra Pradesh Cabinet meeting chaired by Chief Minister Jaganmohan Reddy has taken several key
decisions. These included creation of two new revenue divisions, approving YSR Sunna Vaddi, the start of AP
Millets Mission, and nod for land allotments for setting up health hubs, among others.
1. The cabinet has directed the health department to draft a policy to ensure government doctors don’t
do private practice.
2. Information and Public Relations Minister Perni Venkatramaiah said the cabinet has approved the YSR
Sunna Vaddi scheme for the third consecutive year. The CM will launch the scheme and disburse the
interest amount of Rs 1259 crore, benefitting around 90 lakh DWACRA women, on April 22.
3. The cabinet approved creation of two new revenue divisions – the Kothapeta division of East Godavari
district and the Pulivendula division of YSR district. Kothapeta revenue division will have seven mandals
-- Athreyapuram, Alamuru, Ravulapalem, Kothapeta, P Gannavaram, Ambajipeta and Ainavalli. The
Pulivendula division will consist of Pulivendula, Vempalli, Vemula, Chakrayapeta, Simhadripuram,
Veerapunainpalli, Lingala and Thonduru.
4. The cabinet approved the setting up of 12 police sub divisions and 16 circle inspector offices. It passed
a resolution to continue Zilla Parishads as they are despite the reorganization of the districts.

1. Daikin Air Industries Pvt. Ltd., a subsidiary of Daikin Industries, Japan, has decided to set up a large
electronics manufacturing facility in the state of Andhra Pradesh under the Product Based Promotion
Scheme (PLIS-Production Linked Incentive Scheme) announced by the Central Government as part of
Atma Nirbhar India.
