New public management seems to be being implemented to make Nepal's public management
result-oriented and people-friendly.
In this context, globally adopted issues such as adherence to managerial liberalism,
maintaining the right to information and transparency, sustainable development and thinking
based policies, plans and programs, Competitive environment and marketing of public
services, decentralization, delegation and deputation of powers, limitation of government
scope and emphasis on good governance, private sector partnership in public affairs,
cooperation and meaningful participation, protection of human rights and fulfillment of social
responsibility, equitable and balanced distribution of resources and sustainable management,
effective Monitoring and evaluation system, quality based on demand, Competitive and
reliable service delivery, planned work, effective evaluation system, continuous improvement
and performance as the basis of punishment and reward, conduct, discipline, code of conduct,
obedience, flexible working hours, electronic governance and adoption of new technology,
work simplification and grievance management, social Test, Efforts are being made to
implement public hearings, competitive work culture, globalization and liberalization in our
context.
“To improve public management, concepts such as public selection, employer agents,
democratization in governance, marketing of public services, frugal management, and
non-governmental sector participation were developed.”
What needs to be understood about the new public management is that it is not an alternative
to the overall bureaucracy and state system. It is only a means of managing the state network
with the idea of making it effective. Therefore, not all of its provisions apply to all types of
public administration. It is not necessary to be afflicted with a weak mentality of rejecting it
completely.
Only after a detailed analysis and evaluation can it be implemented with positive thinking.
How to achieve high returns by implementing each and every one of its components for the
development of the functionality of the social mechanism and the transformation of the
