Project Background
• Study follows the ORASECOM IWRM Plan (2014)
• Study procured and managed by ORASECOM. Member
states share the costs of the study for Comp. I & II.
Namibia is only an observer for Comp. III & IV.
• Study structured into four components :
– Component I: Climate Resilient Water Resources
Investment Plan;
– Component II: Operationalisation of the Integrated
Water Resources Management Plan;
– Component III: Pre-feasibility study for the Lesotho
to Botswana Water Transfer (L-BWT) Project;
– Component IV: Feasibility Study for the Dam on
Makhaleng River in Lesotho. 2

Comp. I and II: Climate Resilient Investment


Plan & Operationalization of IWRMP
• Update the Core Scenario of the IWRM Plan to include
the L-BWT and estimate the Climate Change Effects;
• Optimise the IWRM Plan Core Scenario through an
economic approach, develop a Financial Strategy and
update the basin wide investment plan approved by
ORASECOM by including new projects;
• Undertake a comprehensive assessment of existing
policies, institutional arrangements and structures;
• Prepare a road map for operationalization of the IWRM
Plan’s ten strategic actions;
• Develop Terms of Reference and cost estimates for 10
selected strategic actions.
