REQUEST FOR EXPRESSIONS OF INTEREST

(CONSULTANCY SERVICES)

FISHTOWN- HARPER ROAD PROJECT PHASE 1

Preparation of Detailed Engineering Design for 110km road (Kelipo-River Gee County to Zwedru City- Grand
Gedeh County) including the provision of ESIA, ESMP, RAP and Bidding Documents.

The Government of the Republic of Liberia has received approval from the African Development Bank (AfDB) Group
for the utilization of cost saving under the Fishtown Harper Road Project Phase I and intends to apply part of the
proceeds towards the preparation of a Detailed Engineering Design for 110km road (Kelipo-River Gee County to
Zwedru City- Grand Gedeh County) including the provision of an Environmental & Social Impact Assessment (ESIA),
Environmental & Social Management Plan (ESMP), Resettlement Action Plan (RAP) ESIA, ESMP and Bidding
Documents.

The main objective of the assignment is to undertake all the necessary studies to carry out a comprehensive engineering
detailed design of 110KM road from Kelipo to Zwedru city. The Consultant shall prepare all relevant documents
necessary for the approval, tendering and construction of the mentioned corridor (110km). These documents include,
but are not necessarily limited to, detailed drawings, specifications, bill of quantities, cost estimates, mass hurl diagram,
critical path diagram, works schedule plan and traffic management plans.

The Scope of Services shall be divided into three (3) phases for the purpose of implementing this assignment. The
three (3) phases of the assignment include: Phase I: Engineering Design and Bid Document for the 11.5 km (Kelipo to
Putuken), Phase II: Engineering Design and bid document for (50km) road from Putuken to John Davis Town, and Phase
III: Engineering Design, ESIA, ESMP, RAP and Bid Document for (48.5km) road from John Davis Town to Zwedru
City.

The Ministry of Public Works (MPW) now invites eligible consultants (firms) to indicate their interest in providing these
services. Interested consultants must provide information indicating that they are qualified to perform the services (i)
information detailing the company’s existence and areas of expertise (ii) list of similar assignments and experience in
similar conditions, (iii) list of overall permanent and temporary staff in fields related to the assignment (iv) evidence of
past performance (v) any other relevant information. Consultants may constitute joint ventures to enhance their chances of
qualification.

Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African
Development Bank’s “Procurement Policy and Methodology for Bank Group Funded Operations” (BPM), dated
October 2015”, which is available on the Bank’s website at http://www.afdb.org. The MPW is under no obligation to
shortlist any consultant who expresses interest.

Interested consultants may obtain further information at the address below during office hours 8:00
AM – 4:00 PM Monrovia Time.

Expressions of interest must be delivered to the address below by 28th June 2022 at 4:00 PM Monrovia Time and
mention “Expression of Interest for the Preparation of Detailed Engineering Design, including the provision of
Bidding Documents, ESIA, ESMP and RAP”. Interested consultants have the option to submit their EOIs in PDF
format by email.
