c. A Question of Ethics:

Since it involves the IT manager in particular, and involves moral choices and dilemmas that are in conflict, I
see this as an ethical question. She must choose between pursuing her career and opposing her boss's use
of power for their own agenda. If I were in that circumstance, I would submit a request to immediately
resign as the review committee chair along with my resignation letter. For me, I would rather stand firm
with my decisions since I knew that if I will grant their request and if there will be problem later on with the
integrity of the systems, it will reflect poorly on the company as well as my credibility since I am the review
committee chair. Furthermore, even though it will be challenging at first, as long as you have the skills,
credentials, and experience, I knew I could find a good job environment without worrying about an abusive
boss. In addition, I knew that if I didn't step down, my boss would still abuse his power and would ultimately
do much worse that’s why it’s better to leave early and come out clean.

d. Chapter Exercises:
1. A system analyst should be interested in strategic planning since aside from the fact that it is the
first phase of the systems development life cycle but also during this phase, this is where the
objectives, day-to-day operations, and results happens. Also, during this phase, an analyst reviews
the business case which is the basis for a proposed system. Additionally it can help assure that the
project supports overall business strategy and operational needs. It can help to make the project
scope well defined and clearly stated. Lastly, it can make the project goals more realistic,

achievable, and tied to specific statements, assumptions, constraints, factors, and other inputs.
That’s why it is very important for a business analyst to be interested in strategic planning.

2. The four factors that are involved in a SWOT analysis are: Strengths, Weaknesses, Opportunities,
and Threats. SWOT analysis can be used to assess the four aspects of your business. It is a tool that
can help you to analyze what your company does best, and to devise a successful strategy for the
future.

3. CASE tools can support strategic planning through defining and documenting the overall
environment. It also integrates various statements, entities, data elements and graphical models
into overall structures. Furthermore, it provides a result which is more consistent, better quality,
and much less effort for the system analyst.

4. Here are five questions that a business case should answer: Why are we doing this project? What is
the project about? How does this solution address key business issues? How much will it cost and
how long will it take? Will we suffer a productivity loss during the transition?

5. The six main reasons for systems requests are stronger controls, reduced cost, more information,
better performance, improved service to customers, and lastly, more support for new products and
services.

6. The two main factors that affects systems requests are: External factors and internal factors.
Government, technology, suppliers, the economy, competitors, and customers are all under
external factors. For Internal factors, strategic plan, top managers, user requests, IT department,
existing systems and data, and company finances. These elements contributes on affecting systems
requests.

7. The role of systems review committee is to evaluate system requests. As a committee they are
assigned to provide a variety of experience and knowledge. With a broader viewpoint, they can
establish priorities more effectively compared to an individual as well as one person’s bias is less
likely to affect the decisions which is very beneficial and in order to avoid office politics.

8. Operational feasibility means that a proposed system will be used effectively after it has been
developed. It answers questions such as does management support the project? Do user support
the project? Economic feasibility means that the projected benefits of the proposed system
outweigh the estimated costs usually considered the total cost of ownership (TCO). Technical
feasibility refers to the technical resources needed to develop, purchase, install or operate the
system while schedule feasibility means that a project can be implemented in an acceptable
timeframe.

9. Here are seven questions that a system analysts should consider when assessing project priorities:
 Will the proposed system reduce costs? Where? When? How? By how much?
 Will the system increase revenue for the company? Where? When? How? By how much?
 Will the systems project result in more information or produce better results? How? Are the
results measurable?
 Will the system serve customers better?

 Can the project be implemented in a reasonable time period? How long will the results last?
 Are the necessary financial, human, and technical resources available?

10. What are the five steps of a preliminary investigation? The five main steps of a preliminary
investigations are: first, you should understand the problem or opportunity. Second, define the
project scope and constraints. Followed by, perform fact-finding. Analyze organization charts,
review documentation, observe operations, and conduct a user survey. Fourth, study usability, cost,
benefit, and schedule data. Lastly, evaluate feasibility whether it is operational, technical,
economic, and schedule.
