The Federal Republic of Brazil Policy Paper

Even though 18 million Afghans are acutely food-insecure in Afghanistan, Brazil feels as

though we should have a well-developed refugee program that will help resolve the

food-insecure problem.

Afghanistan has many problems, one of which is its food crisis. The article,

“Afghanistan risks winter of famine after devastating year”, verifies this by stating, “WFP

urgently needs US$1.1 billion to continue delivering monthly food and nutritional assistance for

the next six months to 18 million acutely food-insecure Afghans — six million of whom are

teetering on the brink of famine.” (Afghanistan) This is basically saying that 18 million Afghans

are struggling with food insecurity, which is approximately 44.9% of Afghanistan. That’s almost

half of the country that is struggling with food insecurity. But food insecurity isn’t the only

problem in Afghanistan. The article, “World Report 2023: Rights trends in Afghanistan,” states,

“Taliban forces have carried out revenge killings and enforced disappearances of former

government officials and security force personnel.” (World) Afghans leave the country not just

because of food insecurity but also because they could get killed by the Taliban. Afghanistan is a

dangerous country where people have to live in fear for their lives, whether that’s if they will

starve to death, or if they will get killed out of nowhere, which no person should have to deal

with.

The solution that would benefit Afghanistan is to offer humanitarian visas to the Afghans.

This way, they can get out of the country and start over and not deal with food insecurity and

many other problems. The article, “Humanitarian Visa Attorney In Hackensack, NJ Helping You

Find a Path to Safety,” states, “Every individual deserves to live a life free of fear of persecution

or danger, and for some, a visa helps to achieve this. A humanitarian-based (HB) visa allows an

individual to enter the United States, sometimes even when an individual might not normally

qualify in the absence of an urgent humanitarian crisis.” (Kundanmal) Now, the United States

isn’t the only country to offer humanitarian visas, Brazil does as well, but the quote is saying that

people can basically start over in a new country and not have to deal with their old country’s

problems. Knowing this, Brazil is one of the only countries that offer humanitarian visas. They

offer visas almost every day, even if it is temporary. The article, “Humanitarian Visas for

Afghans,” supports this claim by saying, “In the first ninety days since the Joint Ministerial

Ordinance nº 24 was issued, the Brazilian Government granted 339 visas, or almost four visas

per day. The Ordinance regulates the granting of temporary visas and residence permits for

humanitarian reception purposes for Afghan nationals, stateless persons and people affected by

the situation of serious or imminent institutional instability or serious violation of human rights

or International Humanitarian Law in Afghanistan.” (Humanitarian) If more countries offer

humanitarian visas, even if it is temporary, it would benefit more and more Afghans who are

struggling. People can have a fresh start and support themselves and their families. Humanitarian

visas would deal with the refugee problem, people can get the supplies they need, and be treated

better than they were in Afghanistan. If the humanitarian visas don’t work we could always

donate as many supplies as we can, like food.
