After careful review and evaluation of your request for ECC amendment for the aforesaid
project, this Office has decided to grant the same an amended Environmental Compliance
Certificate (ECC)
‘You may proceed with the project implementation afier securing all the necessary permits
from concemed government agencies. Please be advised that this Office will be
monitoring the project periodically to ensure your compliance with the stipulations cited
in the attached ECC. Further, any expansion of the proposed project will be subject to
another Environmental Impact Assessment (EIA) requirements.

Certificate (ECC) for the Conerete Mixed Batching Plant, Rock Crusher and Feed Mill

Environment and Natural Resources (DENR), through the Environmental Management
Bureau, Region XI.
SUBJECT ONLY to the conditions and restrictions set-out in this certificate.
‘This certification is issued for the Concrete Mixed Batching Plant, Rock Crusher
and Feed Mill Plant Project with the following details:
PROJECT DESCRIPTION
1. The operation of feed mill plant, concrete mixed batching plant and rock crusher with
the capacities of 20 metric tons/hour, 80 cu.mJ/hour and 60 tons/hour respectively, located
within the portion of the following Transfer Certificate of Titles No, T-48443, T-48442, T-
48441, T-48444, T-48445, T-48440, OCT- P-26343-A, P-30400, T-30220, P-26344, Free
Patent-592634 located at Bray. Dumadalig, Tantangan, South Cotabato.
2. The proposed project shall only have the following, to wit:

I. GENERAL CONDITIONS
ENVIRONMENTAL MANAGEMENT
‘The proponent shall strictly implement the following guidelines and requirements:

Gld ECC Ref. No, (12 1003-0040) by the Environmental Management
Bureau of the De smgnt of Pnvironment and Natural Resources,
Region XII, on .” This message must be installed at
all entry and exit points and at all perimeters of the project facing the road to
inform the general public within thirty (30) days from receipt of the
certificate. Picture verification of compliance to the posting of notices and the
billboards shall be submitted to this Office within ninety (90) days from
receipt of the ECC.6. The proponent shall employ a Pollution Control Officers (PCOs) in
accordance with RA 8749 and RA 9275 particularly DAO 26, S. of 1991,
who shall handle the environmental aspects of the project, which shall have
the following responsibilities:
Monitoring requirements as defined under the EMP; '
Monitor actual project impact vis-a-vis predicted impacts and management
measures in the EMP;
Make recommendations for the revision of the EMP as necessary;
Ensure that post-assessment permits are in place;
Ensure that monitoring and reporting are undertaken;
Ensure compliance to all the conditions and restrictions of the approved
ECC. |

7. The proponent shall plant appropriate tree species within the open space of
‘the project area to compensate for the damaged vegetation;
8. That contingency plans/measures to abate proliferation of flies and odor
pollution shall be diligently Implemented;
9, That proper scheduling of noise-operating equipment to be used during
constructiowoperation must be observed in accordance with the) Noise
Standards pursuant to Section 78 of the 1978 NPCC Rules and Regulations
adopted by the DENR;
10, That the EMB-12 reserves the right to cancel or withdraw this certificate for
any misrepresentation of facts vital to the issuance of this certificate and for
any violation of the conditions stipulated hereof,

11. That in case of abandonment, the Proponent shall notify the EMB Regional
Office concerned within three (3) months prior to the abandonment and the
Proponent shall submit its abandonment mitigation plan;
12, That on-the-spot monitoring and inspection can be initiated by the
EMB-12 anytime to check compliance to the above stipulations;
THIS ECC SHOULD NOT BE MISCONSTRUED AS A PERMIT; RATHER A SET OF
CONDITIONALITIES/GUIDELINES WHICH SHOULD BE FOLLOWED BY THE
PROJECT PROPONENT IN ALL STAGES OF PROJECT IMPLEMENTATION IN
ORDER TO MITIGATE POTENTIAL ADVERSE IMPACT ON THE ENVIRONMENT.
IV. RESTRICTIONS
‘The proponent is strictly subject to the following restrictions

maintain a high level of safety and efficiency at all stages of the
construction, and operation to immediately address any environmental
hazard/change that may take place.
