Re: Request for the issuance of a Memorandum Circular for the

celebration of the Sinulog Festival in Cebu City on 8-15
January 2023

Dear Sirs:

On 8-15 January 2023, Cebu City is thrilled to open its doors and celebrate Sinulog
Festival in the most vibrant, fun-filled, and traditional way after almost a two-year
hiatus due to travel restrictions. The festival is the grandest celebration in honor of the
child Jesus, Señor Santo Niño. It will also feature the city's vibrant history, art
community, and world-class designs. Local chief executives and delegates from cities
will join the week-long event, which will be a good opportunity to learn and witness
the best practices from Cebu City’s creative industry and further build stronger
camaraderie and cultural connections.

Moreover, boosting local creative industries helps revitalize the tourism sector and
promote inclusive and sustainable development. In 2019, Cebu City was declared a
UNESCO Creative City of Design, and more cities will follow suit. The League
eagerly supports the cities’ bid to become UNESCO creative city. During its Special
General Assembly last 21 July 2021, the League joined the virtual signing of the
Creative Cities Manifesto, which endeavors to foster enabling environments to develop
creative industries in cities.

In view thereof, may we respectfully request that the event mentioned above be
sanctioned as official business by City Mayors, Vice Mayors, Councilors, and key
department heads through the issuance of a Memorandum Circular to authorize the
charging of necessary expenses to local funds subject to the availability thereof and the
usual accounting and auditing requirements, rules, and regulations.
