Developing the Terms of Reference (TOR)

The following considerations should guide preparation of the TOR:


 The TOR should contain sufficient background information on both the assignment and
the project to enable invited consultants to present responsive proposals.
 The scope of work should be consistent with the available staff-month estimate or the
estimated cost of the services.
 The TOR should take into account the organization of the Purchaser/Client and its level
of readiness, including its staff capabilities, institutional strength, and organization.
Outline of the Terms of Reference
The TOR normally comprise the following sections:
 Project background
 Objectives of the assignment
 Scope of work
 Consultant Team Composition
o Key Experts/Non-Key Experts /other staff
 Key Experts/Non-Key Experts Qualifications
o Indicative Key Experts/Non-Key Experts staff inputs
 Training/Capacity-building program
 List of reports, schedule of deliveries, and period of performance
 Data, local services, personnel, and facilities to be provided by the Purchaser/Client
Institutional and organization arrangements
 Duration of Services
Estimating Costs of TOR
In general, a cost estimate includes items relating to the following:
 Consultant staff remuneration
 Travel and transport
 Mobilization and demobilization
 Staff allowances
 Communications
 Office rent, supplies, equipment, shipping, and insurance
 Capacity building and training programs
 Report translation and printing
 Taxes and duties
 Contingencies
 Cost of Materials/Surveys/Soil Investigations/Acquisition of Equipment & Software
 Other Activities
