WASTEWATER TREATMENT PLANT, HO CHI MINH CITY

I. Introduction
Based on the enquiry with reference AVJ-COR-190709-TDC-FUG dated 9 July 2019 that was
received from Acciona-Vinci JV (“Client”), Fugro Geotechnics Vietnam LLC (“FGV”) is pleased
to provide this proposal for a geotechnical investigation for the Nhieu Loc Thi Nghe
Wastewater Treatment Plant. This proposal is based on the bidding documents received with
the enquiry and two site visits we performed on 12 and 17 July 2019.

II. Brief Description of Works


Location
The investigation site is located within the urban limits of Ho Chi Minh City at Thanh My Loi
Ward in District 2. The site is enclosed by the Saigon River, Dong Nai River, Ngon Ngay River
and the Duong Vo Chi Cong road.

Scope of work
The scope of works consists of a geotechnical investigation including the following:

- 12 geotechnical boreholes with depths between 20 and 60 meter;


- 6 pressuremeter test boreholes up to a depth of 40 meter;
- 23 cone penetration tests (CPT) including pore pressure measurements up to a depth of 30 meter;
- 1 pumping well and 6 boreholes with standpipe piezometer installation;
- A pumping test;
- Laboratory testing;
- Factual reporting.
Additional optional scope consists of 3 CPTs to be carried out over water. Above scope is
described in more detail in the next sections.

Fugro Geotechnics Vietnam LLC maintains an Integrated Management System (IMS)


combining Quality and HSE management. Our IMS has been certified by Bureau Veritas for
compliance with ISO 9001:2015, ISO14001:2015 and OSHAS 18001:2007.

UXO
As part of the bidding documents the results of a UXO survey has been supplied. This UXO
survey fulfills the Vietnamese regulatory requirements and we have therefore not included
any further UXO survey or measures in this proposal.

Project preparation
Upon contract award, the scope of work will be finalized with the Client. Following finalization
of the scope, the project documentation will be prepared and submitted for Client review and
approval. The project documentation shall consist of a project execution plan that includes a
lay out of the testing locations, the schedule of the work, detailed description of the work to
be carried out including key staff and a quality and HSSE plan including risk assessments.

Mobilization
After client’s approval of the project documentation, the plant and equipment will be mobilized
to site.

Positioning
During the equipment mobilization, the testing locations will be set out by total station based
upon the coordinates provided by Client. After completion of all testing locations the as-built
coordinates will be recorded by conventional levelling and total station.

Utilities
No utilities are expected within the site boundary, however for each investigation location pre-
drilling by hand auger up to a depth of 1.5 meter will be carried out to ensure no utilities are
present at the investigation locations.

Boreholes
Twelve geotechnical boreholes will be conducted by rotary drilling. Continuous sampling will
be carried out in each borehole. Sampling technique will be selected based on the soil
conditions encountered. The following methods will be available to acquire best quality
samples:
- Piston sampling
- Thin walled tube sampling

- Thick walled tube sampling


- Mazier barrel
- SPT
Collected undisturbed samples will be sealed and labeled in their sample tubes. Disturbed
samples will be placed in sealed and labeled plastic bags. All collected samples will be
transported to the laboratory.

For each geotechnical borehole an energy efficiency measurement of the SPT system shall
be carried out using an SPT energy analyser as per ASTM D4633.

CPT
CPTu will be conducted with a portable CPT unit that will be anchored in the soil. The system
is capable of mobilizing up to 15 ton reaction force depending on soil conditions. Tests will be
performed as a single push up to refusal. The tests will be performed in accordance with
ASTM D-5778 with Fugro 15cm2 electrical piezocones. Refusal criteria for CPTu tests are:

• Reaching the target penetration depth of 30 meter;

• Reaching maximum servicable capacity of the thrust machine, reaction equipment, push rod,
and/or measuring sensor;

• Cone tip resistance exceeding 50 MPa;

• Penetrometer inclination exceeding 15 degrees or sudden increase in inclination of 3


degrees/meter or more;

• Circumstances at the discretion of the operator such as risk to the safety of personnel or risk
of damage to the apparatus.

Pressuremeter testing
In six boreholes pressuremeter testing will be carried out at 1.5 meter intervals up to a depth
of 40 meter. The holes will be drilled by destructive drilling. No instrumented drilling will be
applied as no equipment is available in Vietnam that can carry out instrumented drilling. The
pressuremeter testing will be carried out with an automatic Apageo Menard pressuremeter.
Testing will be carried out under the supervision of pressuremeter experts from Fugro France
as per the AFNOR P94-110 or ASTM D 4719-07 standard.

Pumping Test
To carry out a pumping test one pumping well will be installed at a depth of 60 meter. The
pumping well will consist of a PVC pipe with a slotted section between 40 and 60 meter depth.
Six standpipe piezometers will be installed up to a depth of 60 meter in the surroundings to

monitor the water levels during the pumping test. Boreholes for the pumping well and
standpipe piezometers will be formed by destructive drilling.

During the pumping test (duration 1 month, for which we have assumed a draw down and
steady state phase of up to 15 days), VW piezometers will be installed in the standpipe
piezometers and the pumping well, to monitor the water levels at 5-minute intervals.

Laboratory testing
During the site investigation, collected samples will be regularly transported to the laboratory.
Either FGV’s, or a dedicated long-term subcontractor’s, accredited geotechnical laboratory in
Ho Chi Minh City will be used for the laboratory testing. After agreeing the test schedule with
Client, laboratory tests will be carried out in accordance with the relevant ASTM or VN (local)
standards depending on Client’s preference. After testing the sample remains and samples
that have not been tested shall either be disposed of or collected by Client at the laboratory.

Reporting
Preliminary results of completed boreholes and CPTs will be provided to Client within 48 hours
after completion of each borehole/CPT. All results, including the pumping test data, will also
be made available through Gaia Insight, Fugro’s online data portal to visualize geotechnical
data, that can be accessed by Client through the internet from anywhere in the world.

Weekly progress reports will be provided in the format indicated by Client in the bidding
documents. After completion of the site works and the laboratory testing, a factual report
including the description and results of all site works and all laboratory test results will be
submitted to Client. After receipt of Client’s comments, a final version of the factual report will
be prepared and submitted.

Schedule
Based on the mobilization of 3 drill rigs plus an additional rig for the installation of the pumping
well, we propose the following schedule for the works:

- week 0: contract award


- week 1: submission and approval of project documents
- week 2: mobilization
- week 3-8: site works
- week 4-9: laboratory testing
- week 9-12: pumping test
- week 13: draft factual report submission

III. Quotation
Our pricing for the work is enclosed in Client provided BQ in Appendix A.

IV. Terms and conditions


a) This proposal is valid for 90 days from date of issue. A letter to confirm the acceptance of
this proposal must be received before work of any kind can be commenced.

b) This proposal is for the scope of services in the proposal. All rates are quoted in USD and
are exclusive of VAT.

c) This proposal should be taken as a whole and is only valid as such.

d) This is a re-measurement offer. All items of the BQ shall be subject to re-measurement.


The works shall be paid according to the unit rates shown in BQ and the actual performed
quantities measured on site.

e) All rates are based on the quantities indicated in this proposal. FGV reserves the right to
amend the proposal and prices, should there be significant changes in the quantities.

f) Our pricing has assumed all works will be carried out in a single mobilization and all parts
of the work will be carried out at the same time. Additional charges shall apply if we need
to demobilize and re-mobilize or carry out the different parts in phases.

g) Our pricing has assumed full continuity of work such that all works can be carried out
continuously. Additional charges shall apply in case of standby of our plant, equipment or
staff.

h) FGV expects to enter with Client into a written contract containing mutually acceptable
terms of which these terms and conditions shall be part. No work will be carried out until
such a contract has been executed or prior to receipt of a letter of intent with wording
acceptable to FGV.

i) FGV shall not enter into any Contract on a “back to back” basis.

j) The date of commencement and the works programme shall be mutually agreed prior to
the commencement of the work and is subject to availability of plant, equipment and
personnel at time of contract award.

k) The Client should provide FGV the right to access the site for the works.

l) All services proposed are quoted on the basis of the specifications available as detailed
above and the terms and conditions of this proposal. FGV reserves the right to amend the
proposal and quotation should there be any changes in the advised specification.

m) This proposal assumes all works (with the exception of the optional scope in the BQ) are
carried out on land.

n) This proposal makes no allowance for liquidated and other damages, bonds, warranties
or retention.

o) This proposal is based on daily working hours from 8:00 to 18:00 including working on
Saturday and Sunday.

p) Our rate for CPT does not include dissipation test(s).

q) All plant and equipment such as VW piezometers remain the property of FGV throughout
and after completion of the works.

r) Our prices assume that the following services will be provided by Client at no cost to FGV:

• All necessary insurances (FGV will only be liable for a maximum excess payment
of USD 3,000 per claim), with the exception of those that FGV are legally obliged
to provide;

• The Client should provide FGV the right to access to the site for the works,
including the provision of all necessary permits for our works.

• Safe and unimpeded access to the site for the works.

• Locations and accurate coordinates of nearby benchmarks.

V. Payment terms
An advance payment of 20% of the total contract sum is required upon contract award.
Subsequent invoices shall be submitted on a monthly basis for all work properly carried out.

Payment is required within 30 days of the date of our invoice.

Interest of 2% per month shall be payable for any invoice not paid within 30 days.
