NOTE ON POWER SUBSIDY TO WEAVING COMMUNITY IN THE STATE

1. 50% POWER TARIFF CONCESSION TO POWERLOOM UNITS:

• The objective of the scheme is to provide relief to powerloom units, which
are facing crisis on account of increase in Power Tariff and based on the
recommendations of Andhra Pradesh Electricity Regulatory Commission
(APERC).
• Government has reduced power tariff for Powerloom units from Rs.1.74 per unit
to Rs.0.87 per unit up to 5HP load w.e.f 1.10.2001 vide G.O.Ms.No.518,
I&C(Tex) dept,dt.12.10.2001.
• Accordingly, Government is sanctioning amounts to Andhra Pradesh Transmission
Corporation (APTRANSCO) through the Department of Handlooms and Textiles for
providing power tariff concession to power loom units from 1.10.2001 onwards
and Government is according permission for continuation of the Scheme from time
to time.
• Further the Government has also issued orders for exemption of 100% FSA
charges to Power loom Weavers who are availing 50% power tariff concession vide
G.O.Rt.No.690, Ind. & Com. (Tex) Dept, Dt.4.12.2013.
• The Government has also issued orders for continuation of 50% Power Subsidy
Scheme from 01.04.2010 to 31.03.2012 and also after 01.04.2012 to Powerloom
Weavers in the state vide G.O.691, Ind. &Com. (Tex) Dept, Dt.4.12.2013.

➢ An amount of Rs.27.27 Crores is pending to be released from 2017-18 up to 2021-22

➢ As per the information furnished by the General Manager, Co-Ordination/APPCC,
Vidyuth Soudha, Vijayawada, in the year 2020-21, total 10,244 service
connections up to 5 HP load/beneficiaries are getting benefit under the 50% Power
Tariff Concession scheme in the State as detailed below:

2. COLLECTOR & DISTRICT MAGISTRATE, CHITTOOR DISTRICT HAS

REQUESTED THE GOVERNMENT TO CONSIDER THE FOLLOWING ISSUES
PERTAINING TO POWER LOOM WEAVERS:

a. Changing the Service : Electricity authorities have informed that Andhra

Connections of
Powerlooms from
Category III to IV
Pradesh Electricity Regulatory Commission (APERC)
has authority to change service connections’
categories. Necessary proposals are to be submitted
to Government for taking up the issue with APERC for
change of Service connection categories.

b. Changing of Billing : Electricity authorities have informed that except

System from Kwh to Domestic Category-I, all billings are made in Kvah
Kvah and APERC has to take a decision for changing of
billing system from Kvah to Kwh for powerloom units.
Necessary proposals are to be submitted to the Govt.
for taking up the issue with APERC for changing of
billing system.

c. Increase of Electricity : As per G.O.Ms.No.7, Energy (Power-III) Department,

duty from 6 paisa to
Rs.1/- per unit
dt.08.04.2022, Govt. of AP levied electricity duty of
Rs.1/- per Kwh (unit). Electricity authorities have
informed that Government has to take a decision in
reducing electricity duty from Rs.1/- to 6 paisa per
unit. For assessing the additional Financial burden on
the Govt. exchequer, the APTRANSCO/DISCOMs are
to be addressed in the matter.
