ORDER:

The Govenment vide G.0. (D). No.454/ MA& WS (DHC) d.22.8.1995.

ordered the Board to take up 404 CWSS during 1995, for maintenance. The G.O vice
parz 3() ontemplate that "The actual amount paid to TWAD Board as grant each
yeær towards maintcnance will be recovered from the concermed local bodies.
Accordingy, the Govenment also releasedfunds during 1997-98. Subsequenthy the
Governent have ordered to colled water charges for the buik supply of water from
tthe Beneicanes and fuxed water tariff to meet the maintenance
expenditure.
The detzils of tartf revision made previousty are cllated beiow:
1) In G.O.MsNo. 252, RD Dept, dt.11.8.1997, the Govemment fed
water
Charges as Rs.2.25/- per Kl for Rural local bodles, Rs.3.50/- per KL for
urban local bodies.
2) In B.P.14S.No. 139,TWAD
(Mwss),dt.25.0S.2001, the Board accorded
approval collect the actual malntenance cost wth centage from the
to
prdvate benefliclaries wtho have met the capltal cost of the
scheme fuly
with retrospective effect from 15.4.1999, subject to the condition that
the
expenditure towards major repairs and replacements be met by the
private beneficlaries.

3) In G.O.Ms.No.136, MA&WS (WS4) dept dt.03.10.2002, the
have fixed water tariff äs follows.
Rural Local.Body :Rs. 3.00/KL
Urban Local Body : Rs, 4.50/KL
Industrles and other beneficlaries :Rs. 15.00/KL.
4) In G.O.MS No.33B, MA &WS(WS4) dept, dt:18.10.2004, the Government
have issued modification to the orders In G.0. MS. No. 136, MASWws (WSA)
dept dt. 03.10.2002as follows:
a. In respect of Central cattle Breed Farm, CCBF), the tariff be
reduced from Rs,15/- per KL to Rs.6/- per KL.
b. In respect of Arignar Anna Zoologlcal Pärk, Vandalur (Vandalur
Zoo), the tariff be revised from Rs.15/- per KL to Rs.10/- per KL.
C. In respect of private: industries/ institutions, business and
Commercial orgäntzation, private schools, colleges, hospitals etc.,
who have inot: paid proportionate cost of CWSS to TWAD Board,
the tariffbe uniformly revised from Rs.15/KLto Rs:30/KL.
d. In respect of Tamil Nadu Housing Board Colonies, the existing
tariff be continued. until these colonies are, taken over by the local
bodjes.
5) Subsequently, TWAD: Board vide B.P.Ms.No115,0&M wing, dated
20.12.2006, the Board issued orders revising the water tariff for the
beneficiaries who have, not paid proportiönate ost of CWSS to TWAD
Board.

6) In the B.P.Ms.No.47, dated.16.05.2012, the: Board approved

7) In B.P Ms No 10 (0 & M) dated 12.02.2014, Board accorded approval to

revise the water tariff levied for the people living in nagar / residential
colonies of Thoothukudi district at Rs.15/- per KL from February 2014
with the condition that the tariff will be revised in every 5 years
with the
cushion of 25 % increase and rounded up to the next ten rupees.
8) Based on the instructions In G.0. Ms. No. 83, Dated. 24.05.1998 that,
"Water tariff for the Board owned schemes may be fixed by
Tamil Nadu
Water Supply and Dralnage Board Itself In future", tariff for Board
Owned
Watér Supply Schemes was revised in B.P.Ms.No.73,
Dt.28.08.2017 and
Implemented from September 2017 onwards.
9) In the B. P, Ms, No. 88 (0&M) dated:
08.11,2017,the Board approved the
upward revision of Water tarlff In order to reduce the
gap between
Income & Expenditure of 0&M In TWAD Board as
originally proposed in
B.P.Ms.No47/dt.16.05.2012 for all beneflclarles except urban and rural
local bodles.
10) In G.0.MS, No. 39, MA&WS (WS2) dept
have flxed water tariff for Rural Local Bodydt.17.04.2018,
the Govermment
to Rs.7.00/KL and Urban Local
Body Rs.9.00/KL with an annual Increase of 5%
from 01.12.2017 with an

TWAD Boad is malntalning,544 Comblned Water Supply Schemes covering

12 corporations, 65 munidpalities, 346 town panchayats and 52,361 rural habitatios
beneftting 4.53 crore populations In Tarmil Nadu (exCept Chennat Metropofitan areaj
with an average supplied quanty of 2104 MLD of water.
The expenditure towards the maintenance of CWSS depends on various
components such as operating staf, electricity charges, chemicals, repalrs and
renewals, etc and there is upward hike In all fnput costs.
Recognlzing the need for cost reallzation, the Government has hiked thewater
tartff for the urban/ rural local body is enhanced by the Government as
Rs.16.00/
per KL and Rs.13.50/- per KL respectively vide

Inspite of several steps taken by TWAD Board to reduce the
expenditure by
incorporating the energy savings measures etc., the overall expenditure on the
CWSS malintained by TWAD Board is -exceeding the water
charges collecton and
O&M gap fund recelved.
To mirimtze the D&M gap further, it Is necessary to
revise the water tarift for
Pryate benefidaries hich was fxed in November 2017.
