Liquor Sales On The Ballot: Looking Forward

Students throughout
Moorestown Township will want
to look away. Just put down the
paper if youre reading this arti-
cle and walk out of the room.
Maybe go outside and enjoy the
dwindling days of your summer
vacation, because its time to go
back to school.
Despite a very difficult last two
school years, Superintendent
John Bach said he is looking for-
ward to welcoming students back
to the Moorestown Township
Public School District for the
2011-2012 school year.
Without question, the last two
years have proven to be extremely
difficult for schools in New Jer-
sey and throughout the nation.
Yet, Moorestown has persevered
through this difficult period
thanks to the strong and unflinch-
ing support that you have provid-
ed to us, Bach wrote in a pre-
pared statement.
As we look ahead to the 2012
school year, I am encouraged by
the progress that we have made
over the last two years. Although
buffeted by recession and politi-
cal tumult, we have now reached
level keel.
The biggest issue facing the
district this upcoming year is the
ongoing labor dispute between
the district and its contracted em-
ployees.
There is no way that the dis-
trict will reach the goals it set for
2015 without the full and unfet-
tered engagement of its teachers,
Bach said.
Schools traditionally rise or
fall ultimately based on two piv-
otal dimensions. Quite simply
put, great schools demand superi-
or staff who are working collabo-
ratively toward a common goal

So whats it going to be, voters
of Moorestown Township? Do
you want liquor licenses in
Moorestown Township? Do you
want to restrict them to the mall
only? Youll get your say on Nov. 8
in the upcoming general elec-
tions.
Township Solicitor Thomas
Coleman found that there were no
deficiencies in either petitions
that members of the Pennsylva-
nia Real Estate Investment Trust
submitted to the township. It was
his recommendation to council
that they were legal and should
appear as referendum questions
on the ballot. The measure passed
unanimously.
Voters will have their say when
asked to cast their opinion on two
questions. The first would allow
as many as six liquor licenses to
be sold within the township and
the second would restrict those
liquor licenses to fine dining
restaurants in the Moorestown
Mall only.
If the first question is approved
but the restricting question is
voted down, Coleman said that
liquor licenses could be sold any-
where in Moorestown Township.
Members of council stressed
that they were not endorsing ei-
ther of the referendums. Its basi-
cally a procedural move at this
point to put them on the ballot,
Council Member Chris Chiacchio
said.
Were not endorsing this at
all. Quite the contrary, I have a lot
of questions about both of these,
he said. We all have a lot of
homework to do.
Mayor John Button backed up
Chiacchios assessment and said
that any time the new possibility
of revenue into the township is
brought up, he must look at it
long and hard.
There are so few new streams
of revenue and they can only cut
so many things from the budget,
he said.
However, the vast majority of
residents who spoke at the meet-
ing decried the decision to put the
referendums on the ballot. Margo
Foster said so much has been
made to support the Moorestown
Mall, but the facility is not the
only organization that should be
considered in this decision.

sent these dimensions, schools in-
evitably slide into mediocrity,
Bach wrote. Now is the time for
all members of our educational
community to support a reason-
able contract which preserves the
progress that we have made, and
leads to realization of our hopes
for the future.
Toward that end, I call upon
all members of our community to
support a sensible settlement,
which is achieved in the most ex-
peditious manner possible.
The school district will contin-
ue its Vision 2015 path, Bach said,
a sure and steady long-term strat-
egy, which has positioned the dis-
trict for a recovery in 2015.
The district has made a signifi-
cant investment in its technology
infrastructure, Bach said, which
includes core switches, routers,
and the districts wireless envi-
ronment, which will also be sig-
nificantly improved.
By the end of the year, we
hope to be well positioned to
move forward as a technology
leader by 2015. In addition to our
significant reinvestment in tech-
nology, we have also continued
our work of redesigning pro-
grams and preserving student
services where possible, he
wrote.
As we face 2012, we can draw
strength and inspiration from our
long and distinguished history as
an educational community.
Our heritage is the collective
by-product of a caring, support-
ive community, talented teachers
with a unique commitment to
their students and a forward-lean-
ing leadership cadre.

ship, she said. It has a small
percentage of ratables in town.
Several residents asked if it
was legal to restrict the sale of
liquor licenses in just one section
of the township. Coleman said
that Willingboro Township voters
recently approved the sale of one
liquor license to one plot of prop-
erty in the township. Deputy
Mayor Greg Gallo said that the
Borough of Audubon also ap-
proved the sale of two liquor li-
censes one plenary and one con-
sumption to only one supermar-
ket in the borough.
Seth Broder thanked the mem-
bers of council for passing the
resolution and said this could be
an exciting new stream of rev-
enue for the township.
The mall has a major stake in
our town, Broder said. A real
town determines what a problem
is and then solves for it. It comes
up with solutions and doesnt per-
petuate the problem.

Impropriety leads
to questions of integrity
At the Town Council meeting of Aug. 22,
a number of citizens, maybe 15 or 20, spoke
up to point out appearances of impropri-
ety. Mayor John Button, Solicitor Thomas
Coleman and ex-councilman Seth Broder
all took great offense at our accusations.
Broder said the most, chiding the public at
length for throwing bombs from the cheap
seats.
There were two points of contention:
One was a referendum to sell liquor licens-
es, the other a referendum to prevent open
space money from being spent on athletic
facilities.
In the case of the liquor petition, Cole-
man offered the opinion that council is re-
quired by law to put that issue on the bal-
lot. There are two reasons to disagree with
that opinion; one being that we voted on
the same question less than five years ago,
the other being that the number of signa-
tures collected on the liquor petition falls
short of the number that the Alcoholic
Beverage Commission said were required.
With the open space referendum, it was
just the opposite. The open space advocates
offered a referendum and Coleman said it
wasnt legal. They changed the text to ad-
dress his objection and he said the new pe-
tition was still illegal. Finally, they asked
council to act and put a similar petition on
the ballot, which does pass muster, but no
matter how they proposed it, Solicitor
Coleman had a reason why it couldnt be
done. To their credit, Chris Chiacchio and
Stacey Jordan tried to set up a meeting
with the open space advocates, but Greg
Gallo, Button and Michael Testa wouldnt
have it.
When citizens asked questions about
why things were being done this way, coun-
cil and Colemans answers were argumen-
tative and evasive. It would have been pret-
ty hard not to conclude that something
shady was going on.
If these people dont want their integrity
questioned, then let them not create this
appearance of impropriety. Indignation is
no defense.

referendum hypocrisy
I have been reading with interest the
various opinions on the upcoming liquor
referendum in Moorestown.
What is striking about the proposal is
the unfairness and hypocrisy we project
when we say its OK to have establishments
sell liquor at the mall but not on Main
Street.
I personally would oppose the mall op-
tion simply because it is not a commer-
cially-viable option.
All we are doing is selling out to PREIT.
Lets face it, the concept of malls is going
the drive-in theater way, and numerous
studies have proven that.
Do we really want to spend a relaxing
evening in an upscale dining establish-
ment inside a mall? I personally somehow
dont associate mall shopping with upscale
dining, especially when Philadelphia and
its array of nice places to dine are less than
40 minutes away.
If we do allow liquor, I would like the
benefits to go to a storeowner on Main
Street, who has stayed in business through
our good times and bad.
If I did vote for liquor in Moorestown, I
would rather be able to sip wine on a lazy
weekend afternoon sitting outside a Main
Street restaurant knowing that some of my
money is going to a small business owner
that resides in Moorestown and not a con-
glomerate or a chain.
Lets do the right thing.

Liquor could be good
for Moorestown
Hide the women and children and put
the house up for sale, a Mortons steak
house is coming to town! There goes the
neighborhood. Heres a thought; maybe all
the anti-liquor rhetoric Ive been reading is
actually being written by residents of our
surrounding towns, in an attempt to pro-
tect their own tax revenues. Why does this
debate always come down to preserving the
towns character vs. increased tax rata-
bles? Isnt it possible that improving our
town as a destination may actually accom-
plish both?
We are starting to sound like a bunch of
snobs...Oh my, we dont want to become an-
other Medford, Voorhees or Cherry Hill, do
we? The last time I checked, those are fine
places to live. If they werent, why would
our residents go there to eat at their restau-
rants? Maybe we are the rif-raf that
liquor will supposedly attract.
To all the Chicken Littles out there, the
sky is not going to fall if we allow the sale
of alcohol by the glass to be consumed at
fine dining restaurants in the Moorestown
Mall. It may actually become a little
brighter.
What could possibly be better than liv-
ing in a beautiful town, with stable taxes
and nice places to entertain with friends
and family? One final thought, according
to Wikipedia, the name Moorestown did
not come into use until the mid-19th centu-
ry, named after Moores Tavern. I guess its
been going down hill ever since.

nys Drive and Laurence Drive re-
ported to police on Aug. 20 at 8:05
a.m. several burglaries were re-
ported to unlocked vehicles some-
time overnight.
A purse and credit cards were

for those of you who think it will
bring drunkards to the town,
you need only check your own
children in our high school! Open
your eyes, the alcohol problem is
already here, but tax relief is not!

On Saturday, Sept. 10, children
in grades kindergarten and on

to the Moorestown Library to
meet Mystic, an adorable German
shepherd puppy who is training
to become a Seeing Eye dog. Chil-
dren and their parents will learn
how Mystic and other dogs like
her learn to assist people with vi-
sual impairments.
Mystic is affiliated with The
Seeing Eye, Inc. of Morristown,
the oldest guide dog school in the
world. The Seeing Eye breeds and
trains dogs to become Seeing Eye
dogs and teaches people who are
blind or visually impaired to
work with their guide dogs.
Mystic was born to have a spe-
cial role in the life of a person
with a visual impairment. When
she was about eight weeks old,
Mystic came to Moorestown to
live with a volunteer puppy-raiser
who is a member of the Burling-
ton County Seeing Eye Group.
While Mystic is young, the puppy
raisers job is to teach her basic
obedience and socialization and
to provide lots and lots of love.
When Mystic is about 18 months
old, she will return to The Seeing
Eye and train for four months to
become a guide dog. When her
training is complete, Mystic will
be paired with a blind person, and
they will train together for about
a month. After that, Mystic will
be an official Seeing Eye dog,
helping her human companion to
lead a more independent life.
This program will be held at
10:15 a.m. in the librarys meeting

Theyre not Shreks, theyre
SRECs (Solar Renewable Energy
Credits), and Moorestown Town-
ship could be producing them as
soon as 2013 if the township coun-
cil decides to allow a solar system
to be built in Moorestown.
Russell Trice of the Alaimo
Group, the townships engineer-
ing firm, said there have been
several areas in the township
identified as a possible location
for the construction of 1,400 kW
solar system. The system needs
about seven acres to be built, he
said, and the state Department of
Environmental Protection has
confirmed the areas identified as
supportable of a system.
The township would not own
the system and would not pay for
it to be constructed, Trice said.
However, the township would
save on its costs per kW hour, as it
currently pays about 13-cents per
kW.
A constructed system would
enable the township to only pay
between 8.5 to 11 cents per kW
hour. Paying 11 cents per kW
hour would save the township
about $28,000 annually. If the cost
went down to 8.5 cents, it would
be about a $63,000 annual savings,
Trice said.
The township would be reim-
bursed for all soft costs associ-
ated with the project by the serv-
ice provider, who eventually owns
the system.
The permitting process alone
is about $85,000, he said, and
would most likely total about
$200,000.

Burlington County officials,
the United Way of Burlington
County and local non-profit agen-
cies have joined forces to help
stop hunger in our area by
launching a food drive to help
local pantries.
Officials are asking Burlington
County employees and Burling-
ton County Courts employees to
collect much needed food items
this week for our food pantries.
Residents and local businesses
are also being asked to donate
non-perishable food, money or
food gift cards to their local food
banks, or to the drive partners,
Catholic Charities and Christian
Caring Centers. These two agen-
cies will distribute all collected
items to pantries across the coun-
ty.
We urge county residents and
local businesses to join our efforts
to help stop Hunger in Burlington
County. New Jersey families
should never have to go hungry,
said Burlington County Freehold-
er Mary Ann OBrien.
Together, we hope to fill our
local pantries with enough food
for everyone.
This food drive is on an aggres-
sive timetable. It started last week
and ends at noon on Friday, Sept.
2.
Collection boxes were placed in
key locations in county buildings.
Sheriff Jean Stanfield, who or-
chestrates a successful toy drive
each year, has enthusiastically
agreed to assist in the collection
process.
County employees are big-
hearted people who are eager to
help those in their communities
who need it most, said OBrien.
Food banks are most in need of
donations during the summer
months, when donations are tra-
ditionally lower.
The food banks are in desper-
ate need of food items or food
store gift cards so that they can
purchase items that are in more
demand.
The food banks need:
nBreakfast bars
nCanned meals, such as mac &
cheese, ravioli, beef stew,
spaghetti & meatballs, etc.
n Canned items such as soup,
tuna, vegetables and fruits
n Boxed or bagged items such
as cereal, noodles, pasta, rice,
crackers and stuffing
n Jarred items such as jelly,
peanut butter, pasta sauce, etc.
