1. What is disaster?
- A disaster is defined as "an occurrence whose timing is unexpected and whose repercussions are
substantially harmful," or more specifically, "a disaster is a sudden or great calamity" or simply "any
unpleasant event." These definitions identify an event that includes three elements:
Suddenness
Unexpectedness
Significant damage and/or negative effects
2. What is the importance of knowing the principles of disaster management?
- At the local level, decisions about readiness, such as life-saving evacuation protocols and the location of
significant facilities, can be informed and influenced by knowledge of hazard events, whether from recent
memory or oral and recorded history.
3. What are the different tasks of the National Disaster Coordinating Council?

RECOMMENDS TO THE PRESIDENT THE DECLARATION OF STATE OF CALAMITY AND
RELEASE OF NATIONAL CALAMITY FUND AS NEEDED
