Task 1: S.Korea’s Samsung to expand trade, investment in Vietnam: CEO

South Korea Samsung Electronics plans to expand its business investments in Vietnam with aims to
achieve US$69 billion in exports and on additional investment of US$3.3 billion this year. Samsung
CEO informed the Vietnamese PM Chinh about Samsung’s expansion plans during his visit to the
country. Samsung will manufacture semiconductor products at its Samsung Electro-Mechanics
Vietnam. In Hanoi late this year or early next year, the group will open R&D (research and
development) center to serve not only Vietnam but other Southeast Asian countries as well.
Samsung also plans to assist 50 Vietnamese enterprises in improving their competitiveness under a
smart factory model. CEO Roh suggested that Vietnam should improve the quality of human
resources through training to meet the enterprises and investor. The Vietnamese government
committed creating a favorable enviroment for foreign investors in general and Samsung in
particular. Moreover, PM Chinh urged the group to accelerate the construction of the R&D center in
Hanoi. He also suggested Samsung continue giving feedback on Vietnam’s relevant policies and
mechanism. Finally, Chinh asked Samsung to bring more investors to Vietnam.

To sum up, I agree with “CEO Roh suggested that Vietnam should improve the quality of human
resources through training to meet the enterprises and investor”. The exceprt accurately reflects
the quality of labor force in Vietnam. In 2020, Vietnam’s labor force was approximately 57.7 million
people, of which 11.6% were classified as highly skilled. This proportion is lower than of Singapore’s
labor force, where approximately 49.5% were classified as highly skilled out of a total labor force of

From my perspective, we should encourage to improve the quality of labor force in Vietnam by
increase foreign language and IT skills to work effectively in foreign enterprises.

Task 2: Vietnamese open to learning digital skills: survey

According to a recent research report by VMware titled “Digital smart: Advancing government for
citizens in the Asia-Pacific”, 85% of the Vietnamese population are pleased to learn, with 80%
anticipating using government services either more frequently or at the same rate. The report
defines as the ability to “use digital services, communication applications, and networks to access
and manage information.” In-person government services have halved in Asia in the last two years,
with 77% of the respondents frequently utilizing digital platforms, mainly to access government
services. However, 41% of the respondents struggled to access digital services due to a lack of
fundamental digital skills and weaknesses in digital infrastructure. 67% of the respondents
expected government services to be on par with those services by the private sector. The report
emphasizes the need of government to provide services through multi-cloud infrastructure and
modern containerized applications and services to meet their citizens’ needs. In 2025, 900 new
internets users will be added in seven countries in Asia, with Vietnam being one of them.

With high number of Vietnamese people willing to use a new platform and learn digital skills,
Vietnam will be able to learn how to connect through digital services and advance to a new high-
tech era. However, I do not believe this will be possible for another few years as many Vietnamese
people still do not know how to use modern services. Despite this, Vietnam is about to enter the
best generation of technological advancement in the future.

Task 3: Vietnam monitors arrivals from countries with monkeypox

The Ministry of Health in Vietnam has called for localities to keep an eye on foreigner arrivals from
countries where monkeypox has been found as a precautionary measure. Before being allowed to
enter Vietnam, foreign have to complete medical examinations regarding their health. Suspected
cases will be isolated and tested. These day, monkeypox has been recordered in 78 countries and
territories, with over 21,000 cases reported by the World Health Organization. Total casualties are
7 which symptoms of the disease include fever, headache, muscle pain, skin lesion and rashes.
Thus, Vietnam has not reported any cases of monkeypox to date. Because of this, The Ministry of
Agriculture and Rural Development is requested to work with the health sector to prevent
infections from wild animals. While The Ministry of Finance is responsible for ensuring funding for
prevention and control measures, while relevant associations and organizations are urged to
encourage people to follow guidelines issued by The Health Ministry. Finally, The Ministry of
Information and Communications and various press agencies are requested to coordinate closely
with The Health Ministry. It is announced the disease can be transmitted via human bodily fluids
such as coughing or sneezing. Therefore, vigilance is required at certain events in the community.

From my perspective, The high vigilance of the Vietnam government levels is a positive thing for
our country. This promotes investment from oversea investors who can see the safety in Vietnam’s
disease prevention policies and experience in dealing with past pandemics. The job opportunities
for the workforce are ensured from not being affected by the consequences of the disease and
quarantining at home. Therefore, Vietnam’s economy will be developed while protecting the lives
of its people in the years to come.
