Proposal for :-
Accreditation of Training Institute for Skill Development Programmes

Apply for: Training Partner with KVIC under Khadi & Gramodyog Vikas Yojna
(KGVY) Scheme for FY-2022-23.

The rural areas in India cannot be compared with its urban areas, where needs and service requirements are
at a very different level. With poor existing infrastructure in rural areas, delivery of services of essential
requirements becomes in itself formidable task in its 6,40,000 villages spread out in every type of agro-
climatic zones. Since it is quite visible that in our country maximum of the villages have been neglected
and maximum unemployment is there. Rural areas at present reflects every type of unemployment be it
disguised, educated, structural, or technological. So it is very important that there should be the skill
enhancement and development programmes of different types for different type of people residing in rural
areas so as to balance and bridge the gap between the rural and urban areas. It is equally important to
develop the rural areas in order to make our towns and cities problem and care free. With this vision and
perspective our Institution is working in this direction and want to associate more and more youth and
organizations that can play and help us realizing our vision and dream.

Functioning of Skill Development& Training Centre

The Skill Development, Training Centre & Training Partners (SD/TC/TP) is a place to train unskilled rural
masses into a productive human force, where training and skills related to areas will be focused upon. First
will be the Computer Software/Hardware Programmed for such educated rural masses who cannot
afford expensive training programmers run by various institute. Second important area which we have
focused upon is the sewing and tailoring for which our Institute has already maintained well equipped Lab.
Our Institute has also One large Beekeeping and Honey Processing Unit of 100 beehives. This
programmer caters to the need of unemployed youth of below poverty line and especially youth of the
urban area. The third focus is the Khadi Sector that focuses on the women of the rural areas. We already
have the Facilities, Staff with well experience in above fields at our Center. Our center have trained nearly
500 students and many of them had been placed in various industries, some established their setups/units in
valley (List Annexed). Our center is functioning but we aim to provide more and more skill development
courses at Institution in district as it is heart of the UT J&K.

We will run Diploma and all monthly courses mentioned above with a batch of 30 students and 02 batches
a day. We aim at increasing the number of students but we lack in our resources to execute them. Our one
batch starts from 10am to 1:30pm and second batch starts from 02:00pm to 05:00 during working six days
of week and the admission will be start as per guidelines issued by concerned authorities of KVIC.

Objectives

The programme is meant for reaching the benefits of the facilities directly to the communities at the
grass root level for promoting single window delivery of need-based services relating to the life cycle
needs of rural population, viz. skill development and linkage with market requirements and demands,
capacity building among the village based organizations and people or any issue that the rural population
would desire.

Location

We at present are focusing on the District Bandipora of Jammu and Kashmir (UT) as the area is known to
nearly all the people associated with our Institution. Moreover one important aspect is its demography.
This district has the tribal population, below-poverty line people, inhabited by the people of Scheduled
Castes, ST, EWS and OBC. One more important aspect is that this district has the vast agricultural and
labour potential and if properly monitored the rural mass in this district can be converted into human
resource. Our Institution will cover maximum villages in its periphery.

Targeted Groups

Rural masses with focus on the discriminated, disadvantaged, unemployed and women.

Expected Outcomes

1. Dissemination of Skills and services to the underserved, unserved and unreached areas.

2. Better skilled and oriented cadres and individuals.


3. Capacity enhancement at the grass root level and make rural youth self reliant so that they can earn their
livelihood and dignity.

4. Since maximum of the underserved, un-served people belong two lower strata of the society socially and have
been exploited from very long time by the upper strata so economic self reliance is the only way to come out of
the clutches of discrimination, exploitation, unemployment and poverty.

5. Improved organization and better entrepreneur ability among the people in the community.

6. Improved capacity within communities to manage and gave introduction on Loan systems.

7. Networking of Loan Institutions, Skilled Youth, governmental, non-governmental institutions and SHGs.

8. Knowledge connectivity.

Labs Equipped with Machines at DARK CRYSTAL:

and D. Cam.

3 1 Beekeeping Setup with more than 100 beehives and simple processing Unit.

Pcs (not new) but with Internet Connectivity.

We propose to KVIC and are willing to be the part of largest capacity building KVIC (Ministry of
MSME, GOI) our effort in this development and converting the unprivileged, exploited, un-served
rural masses into the major work force and human resource so that they can be self reliant and fight
the menace of exploitation, discrimination and poverty, for all the three skills at our Institute. Since it
is something which is the matter of willingness there is no compulsory condition put by us. KVIC
which is going to provide Accreditation to us and will have its name on all our banners and guidelines
provided to us will be followed in letter and spirit. Quarterly report will be given to the organization
regarding the activities carried out and towards the end of the year function will be organized to
review the outcomes and celebrate the moment. Any Official of the KVIC can visit/inspect Institution
any time. Besides this Institution can be monitored and daily Bio-metric attendance of Staff as well as
Candidates can be monitored also HRD-MIS Portal will be used for each Trainee and prescribed
documents and Aadhar KYC will be collected at the time of admission.

Future Planning
Our future plan is to develop and upgrade training institute with inclusion of more areas where the
skills can be developed and formation of SHGs so that they can run throughout the year without any
hindrance. For this we will approach other organizations, semi-government and government
organizations to adopt these centers and upgrade them into skill training institutes. Another plan which
is still to take a proper shape in the mind to develop Dark Crystal in every district that has majority
of rural population.

At present we are running 1 libraries (ALIM ADAB AAB) and one Skill Development
and Training Center in Bandipora. Previous year we had covered the area through our Skill
Development and Training Center Programme and 32 students of our training centre got placement in
different Industries and Setups, and near about 100 male and 70 female students involve in their self-
income generating programmed by obtaining Loan from KVIB, DE&CC, DIC, BANKS to setup their
