PURPOSE: This document summarizes how the Health, Safety and environment of all personnel related to diving operation is set up and implemented during execution of The procedure does attempt to identity particular hazards or methods of construction activity. ‘The procedure is designed to provide guidelines for work involving diving services for inspection & recovery of crane grebe at metro project- Ghazipur New Delhi GENERAL: This procedure applies to all the project personnel on site engaged in underwater diving activities of project. DEFINATION: DIVING is an activity performed by divers to perform underwater work. RESPONSIBILITIES ‘The following personnel are involved in the above-mentioned activity ‘Site Engineer: Responsible for the activity mentioned in scope to be implemented as per this procedure, Diving Supervisor: Responsible for the Diving activity for diving work. HEALTH SAFETY AND ENVIRONMENT RULES AND PRACTICES All diving activities will be planned and carried out with the minimum impact on the ocean environment. Will be recorded in the Diving Report and Diving Log All environment factors. All Safety and Health factor. All incidents Ail material defect. Disposal of the food and human waste from the support vessel will be contained in drums. Following shall be the Emergency Contact: PROJECT PHYSICIAN: - Dr. A.C. When diving operation are underway, suitable intemational CODE ALPHA Flag {(bluetwhite) wil be flown in the support vesseljetty, which indicate that diving operation is in progress. Following safeguards will be followed: Documents References: ~ Pre-Dive Check List - Appendix B | 1. Biving supervisor in co ordination with Marine Works in-charge will ensure that no other activities are undertaken in the vicinity of the diving operation area, which might cause @ potential hazard to diver. 2. Adequate arrangements (Platform, Ladder, Cage etc) will be made to provide a safe means of access fo and egress from water for ex. Providing ladder to facilitate divers to climb on to the barge or diving boat scon after he surfacas out of water. 3, Inall cases of emergency, the diving supervisor, or the person in charge of the divers will be the sole arbiter as to action to be taken. All personnel connected with diving or not, | shall take instruction from him on the matters of diving safety. 4. Recreational swimming and:diving will not be permitted. Note: All dives do not require decompression. ‘The diving schedules of each diver shall be maintained as follows: Each dive is reported in the Diving Report. All the dives are reported by the Diving Supervisor in the Diving Log. 44 Air decompression definitions: “The following terms are frequently used when conducting diving operations and discussing the decompression tables. Descent Time. Descent time is the total elapsed time from when the divers leave the surface 0 the time they reach the bottom. Bottom time is measured in minutes and is rounded up to the next whole minute. Decompression Table. A decompression table is a structured set of decompression schedules, or limits, usually organised in order of increasing bottom times and depths. Decompression Schedule. A decompression schedule is @ specific decompression procedure for a given combination of depth and bottom time as listed in a decompression table. tt is normally indicated as feet/minutes. Decompression Stop. A decompression stop is a specified depth where a diver must remain for a specified length of time (stop time). Depth. The following terms are used fo indicate the depth of a dive: Maximum depth is the deepest depth attained by the diver. When conducting scuba operations, maximum depth is * the deepest depth gauge reading. (See Exposure limits in Appendix - C) Diving Operation: Prior each dive Pre-Dive Check-List and Diving Safety Planning Check-List are performed. ‘See Appendix - B -Pre-Dive Checklist The diving supervisor oF the diver in charge will control bottom time and he will record the time at which the diving operation was started in the Diving Report. This Diving Report shall be maintained and operated during every diving operation. Each Diving Report will be daily reported in the Diving Log On all diving work activity, a diving supervisor will be present to facilitate coordination between divers and the surface. ‘tall times when diver and divers are in the water, a stand-by diver will be on deck in stand- by fully dressed and ready to dive on the Diving Supervisor order. PREDITIVE PROCEDURES The pre-dive activities for a surface-supplied diving operation involve many people and include inspecting and assembling the equipment, activating the air supply system, and dressing the divers. Pre-Dive Checklist. A comprehensive pre-dive checklist is developed to suit the requirements of the diving unit and of the particular operation. (See appendix — B) Diving Station Preparation. Deck space must not be cluttered with gear, the item that could be damaged are placed out of the way (preferably off the deck). ‘Air Supply Preparation. The primary and secondary air supply systems are checked to ensure that adequate air is available. Air compressors of the divers’ air system are started checked for proper operation. The pressure in the accumulator tanks is checked. If HP air cylinders are being used, the manifold pressure is checked. If a compressor is being used as a secondary air supply, itis started and kept running throughout the dive. The air supply must, ‘meet the purity standard, Pre-dive Inspection. When the Diving Supervisor is satisfied that all equipment is on station ‘and in good operating condition, the next step is to dress the divers. Donning Gear. Dressing the divers is the responsibilty of the tender, assisted by the Stand- ’ by diver. All divers will be Physically fit for diving and will have a hype baric medical certificate to this effect by a Qualified hype baric medical practitioner. |n addition, divers will be familiar with the use of all common types of diving equipments / apparatus and have a basic knowledge of their maintenance and repair. Diving Supervisor shall have a minimum @ 7 years professional diving experience and certificate. The divers shall have a minimum of 2 years diving experience in underwater works and possess valid diving certificates from registered diving companies. All divers shall be medically fit and checked by an authorized diving medical consultant. PRE-DIVE CHECKLIST A. Basic Preparation: 1. Verify that a Diving Supervisor and all the divers shall be present on the diving station, 2. Verify that proper signals indicating underwater operations being conducted are displayed correctly, 3. , Ensure that all personnel concerned, or in the vicinity, are informed of diving operations. 4. BC IVE PROCEDURES 1. Termination of the dive The divers arrive at surface and are recovered on deck. ‘The diving supervisor informs the appropriate authorities of the termination of the dive. 2. Debriefing and equipment check *'On completion of each dive the diving supervisor is to ensure that all divers are fit and well ‘and controls their activities for the duration of their bend watch. If satisfied with his personal condition, the diver first responsibilty is to check his equipment for damage, to clean and wash with fresh water and to store away if not immediately required again. The diving supervisor should debrief each diver as soon as practical after the dive. He should determine that the assigned tasks were completed, if any problems were encountered and if changes to the overall work plan are required. All dive report forms, logs and any reports are to be fully completed, 3. Equipment: A post-dive checklist, tailored to the equipment used, is followed to ensure equipment receives proper maintenance prior to storage. Post-dive maintenance procedures ‘are contained in the equipment operation and maintenance manual and the planned maintenance programme. 4. Post-dive Tasks. A diving operation is completed when the objective has been met, the diving team demobilized, and records and reports are filed.
