In Rappler’s article, “FULL TEXT: President Marcos’ State of the Nation

Address 2022”, published on July 25, 2022. Rappler explains that President Ferdinand
Marcos Jr. will deliver his first State of the Union Address, announcing a long list of
populist policies as his administration's priorities over the next 12 months, followed by
an agenda for further implementation for his six-year term. This SONA is held to have
an overview of what are the plans and programs for the six-year term of President
Marcos Jr. In President Marcos’ State of the Nation, he stated the Establishment of a
Medical Reserve Corps composed of licensed physicians, and the E-governance act
that promotes the use of internet, intranet, and other ICT to provide opportunities for
citizens.

The State of the Nation Address is an annual address using the president
of the Philippines for a joint consultation of the Congress of the Philippines. It addresses
the current economic, political, social, and environmental situations. “I come before you
today to address you, as it is my duty as President of the Republic. We live in difficult
times brought about by some forces of our own making, but certainly, also by forces that
are beyond our control”, starting statement from President Marcos Jr. Followed by, “But
we have, and we will continue to find solutions.” He prioritized 19 bills from his SONA
2022, and two of his prioritized bills are the Establishment of a Medical Reserve Corps
and the E-governance act that focuses on how it will help the residents.

President Marcos Jr. bills the Establishment of Medical Reserve Corp


(MRC). The MRC shall be composed of licensed physicians, medical students who
have completed their four (4) years of medical course, graduates of medicine,
registered nurses, and licensed allied health professionals. However, how will that MRC
function when it is planned to establish in a country that has few medical frontline
workers? The majority of the medical frontline workers don’t want to work in the
Philippines because as follows:
1. Low salary - it is a very common reason why the majority of medical
frontline workers migrate to other countries.
2. Limited career opportunities – more opportunities are presented and
acquire new skills in other countries.
3. Working conditions – in other countries, their working conditions are
better in terms of the professional development opportunities provided.

That will not function without its people working. In that case, we should be
more focused on people since they will be working for any establishments.

The E-governance Act promotes the use of internet, intranet, and other ICT
to provide opportunities for citizens. So, this act requires the use of the internet. But,
how will a person uses the internet if he/she doesn’t have devices or gadgets? As of
2020, it is estimated to have a population of 109.6 Million Filipinos. Then, it is also
expected to have gadgets for every single Filipino. In that population, almost 20 million
Filipinos are living in Poverty. Many people will not be heard about their situations
because of simply no gadget to use.

The effectiveness of the Establishment of Medical Reserve Corp (MRC)


and the E-governance Act is assured when they prioritized their people first. They
should find the best and most efficient solution to any problems.to why Filipino medical
frontline workers migrate to other workers. Increasing their salary can help them to work
in the Philippines. In E-governance Act, they should provide for the needs of the
Filipinos like the internet and gadgets. “Without "the people," there is no country.” John
