Chapter I

THE PROBLEM AND ITS BACKGROUND

Introduction

The emergence of this pandemic brought disruption to the society,

especially to Department of Education. Face-to-face classes were shut down and

modular, online, and blended learning emerged. The implementation of New

Normal Learning in today’s education system due to COVID-19 Pandemic affects

Senior High School Grade 11 Science, Technology, Engineering and

Mathematics (STEM) students’ performances and in coping up with their studies.

In this kind of situation, education is a real challenge for STEM students

like those who are taking Civil Engineering course in college, particularly now

that there is insufficient interaction between students and teachers to allow for a

thorough discussion of the topic with the class in order for them to better

understand the lectures. Physical learning is more recommendable and helpful

for them for the reason that major subjects like Pre-Calculus, General

Mathematics, and the like are need to be taught personally for them to have a

better understanding and have knowledge about the topics, and also, it is a

perfect way to prepare the students that will take Civil Engineering course in

1
BALLESTEROS NATIONAL HIGH SCHOOL

college. Self-study must be practiced and different learning strategies must be

applied by the students throughout their studies.

Given the facts that there might be a difference in the students’

preparedness since New Normal Learning was implemented, so, the researchers

came up with an idea of conducting a qualitative research to determine how

prepared are SHS STEM students in taking Civil Engineering amidst New Normal

Education. Also, this study lets the researchers survey on how SHS Grade 11

STEM students manage and what are their ways to prepare themselves and

cope up with their studies, considering the situation today.

Statement of the Problem

Generally, the study aims to identify how prepared are the Senior High

School Grade 11 STEM students in taking Civil Engineering amidst New Normal

Education.

Specifically, it sought to answer the following questions:

1. How prepared are SHS Grade 11 STEM students in terms of their

financial status and academically performance amidst New Normal Education in

taking Civil Engineering?

REVIEW OF RELATED LITERATURE AND STUDIES

RELATED LITERATURE

Foreign Literature

The STEM strand gives senior high school students exposure to the

intertwining disciplines (Science, Technology, Engineering, and Mathematics) to

see how they work in real life. Engineering draws on the entire STEM fields and

applies them to solve problems and to create innovative devices, structures, and

software applications. Gray and Albert (2012) viewed undergraduates as trained

to use STEM education kits to maximize learning in areas like robotics,

electronics, alternative energy, and rocketry. STEM education kits provide a

focus for learning 21st-century skills called the 4 Cs: critical thinking and problem

solving, communication, collaboration, and creativity. Moreover, they state that

they describe a formalized structure wherein undergraduates serve as mentors

and receive course credit for carrying out a properly structured enrichment

project with youth. The program is conducted under the supervision of

professional engineers using STEM education kits so that youth connect

"learning about" engineering concepts with "learning how" they are applied in

real-world situations. (Gray & Albert, December 16, 2012).

Many low- and Middle-income countries have lamented the devastating

Economic effects that will come with COVID-19 as many Economic drivers will be

run down. However, little or nothing has been said about COVID-19 effects on

Education, particularly its effects on the financial stability and academic

performance of senior high school STEM students. Edgar (2020).

Civil Engineering is defined as a study of structures that span a wide

range of applications and materials, such as buildings, bridges, and components

of the space station. The bulk of the time, materials such as carbon steel,

concrete, aluminum, wood, and masonry are used. Civil engineers, in reality,

have a daily impact on the public's lives, from the roads that provide basic

transportation to schools and business buildings, as well as the pure tap water

needed for drinking and cooking. Because of their own experiences and daily

touch with infrastructure, students may easily relate to civil engineering

applications and materials. Students who would traditionally enter engineering

programs can develop empathy and a better appreciation of diversity by

encouraging them to explore STEM as a future career choice by building their

confidence and self-efficacy. Students can also develop understanding, a better

appreciation of diversity, and a more elaborated sense of teaching and learning

by encouraging students to explore STEM as a future career choice by building

their confidence and self-efficacy. Lam P. et al. (2017).

7
BALLESTEROS NATIONAL HIGH SCHOOL

Empowerment and the ability to make a positive difference in the world

are more effective messages. Civil engineers are well aware that their work has a

significant and beneficial impact on people's quality of life. However, it is

necessary to inform middle and high school students in a way that they will

understand. In "Attracting Girls to Civil Engineering through Hands-On Activities

That Reveal the Communal Goals and Values of the Profession," William Colvin,

Sarah Lyden, and Bernardo A. León de la Barra report on an intensive 4-week

program of STEM workshops that were designed to introduce female students to

the wider world of engineering. Students from the University Of Tasmania

College Of Engineering gave these workshops to two middle school classes from

a local girls' school. Their work emphasizes the necessity for civil engineers to

demonstrate more clearly and consistently how their work promotes communal

and altruistic aims, which are known to be more highly favored by women than

men (Hatch, 2012).

Calculus is perceived as serving many roles in senior high school STEM

students’ education, including as a way to ‘weed out’ students who should not be

in the major to teaching fundamental concepts. It is advisable especially to those

who will pursue Engineering courses. No matter its purpose, it is clear that

college calculus is viewed as a critical course in university STEM education. It is

also clear that in the US and other countries, STEM education is

disproportionately serving men and white and Asian students. Jessica (2019)

Privatization in US higher education has recently been framed as the new

normal, or something scholars treat as the default state of affairs with little

expectation of change in the foreseeable future. In this chapter we synthesize the

literature on privatization, calling for a renewed research agenda that challenges

this normalization and reinvigorates study of this important topic. More

specifically, we analyze the conceptualizations, origins, catalysts, and

manifestations of privatization in the literature. We advance five arguments about

the privatization throughout the chapter, underscoring conceptual murkiness,

fragmented lines of inquiry, unanswered questions, and methodological

limitations. We propose a multilevel framework to understand the privatization

literature and bring together disparate strands of inquiry. We conclude by

outlining a renewed research agenda on privatization, highlighting several

directions for future research and advocating for improved data and research

methods. McClure K. et al. (2020, April 26).

Local Literature

The Department of Education is ensuring that the students are ready for

the challenges of tertiary education and the standards of Higher Education

Institutions. The education system here in the Philippines four years ago has

fewer number of years compared to our neighbors here in South East Asia and

the rest of the world. Before the implementation of the new basic education

9
BALLESTEROS NATIONAL HIGH SCHOOL

curriculum, the Philippines was one of the three remaining countries whose basic

education has only a 10-year cycle [8], but with the new curriculum, students

would benefit with the advanced courses and discipline concentrated curriculum.

The Department of Education worked in unison with the Commission on

Higher Education and the Technical Education and Skills Development Authority

in the curriculum development ensuring that both the higher education and the

basic education are synchronized [12]. As a result, most subjects or courses in

college are incorporated in the senior high level. Macha V. et al. (2018).

In the Philippines, calculus is one of the subjects required for any STEM

track in the K to 12 Education Curriculum. However, there had been persistent

problems of students in the said subject. Students are struggling in trying to learn

new topics which lead to high failure rate in the course. As a result, many of

these students are advised to enroll in Pre-Calculus in anticipation that this will

allow them to build their mathematics skills in preparation for success in

Calculus. (Sangcap, 2010).

However, here are some factors that may be considered as reasons why

students failed. According to Schiffrin and Nelson (2010), some causes are

environmental influences such as poor home background, lack of proper

nutrition, low economic status, and low cultural level. It is also found out that

10
BALLESTEROS NATIONAL HIGH SCHOOL

factors such as gender, confidence level, attitude, parents and teachers’

perception, social economic status, home environment, motivation and learning

styles had significant influences on students’ achievement in solving pure

mathematics.

According to Britton and Tesser (2021), the amount of time spent studying

online and modular impacts the academic performance of the learners.

Apparently, those students who have good time management skills in studying

may have good remark in terms of their academic performances.

RELATED STUDIES

Foreign Studies

We further examine whether the academic-preparedness of the senior

high school STEM students. Our results indicate that academic-preparedness of

students are generally associated with positive learning outcomes, that they are

well prepared academically in taking their desired course in college especially in

Engineering courses. Marina M. et al. (2016)

In STEM learning activities, soft skills such as problem-solving, higher-

order thinking skills, and collaborative work are the main focuses on which

11
BALLESTEROS NATIONAL HIGH SCHOOL

students’ learning is geared toward (Li, Huang, Jiang, & Chang, 2016). STEM

activities in the classroom endeavor to improve the quality of the learning

process, as well as learning outcomes. Student-learning outcomes vary in areas,

including academic learning achievement, attitude, motivation, and higher-order

thinking skills. Moreover, some studies said that the learning process and

learning outcomes might differ on many factors, such as the subject of study,

learning duration, or even kinds of environmental conditions (Marton, Alba, &

Kun, 2014; OECD, 2018).

The COVID-19 pandemic has led to a stunningly rapid transformation in

how and where undergraduate students learn. In the span of a year, the number

of students taking courses online across about 2,200 colleges and universities

increased by 93 percent. As the pandemic worsened, we began to worry about

the impact on the academic preparedness of this group of diverse and motivated

students. Karen et al. (2022)

Amidst New Normal Education, other countries are having lack of

mathematics and science skills and one way to develop these students’ skills are

to increase enrollment in STEM courses in high school. Research supports the

link between increased exposure to STEM topics in classes and higher STEM

achievement. However, students are allowed to opt out of elective STEM courses

in high school, and as a result, many students are not exposed to the advanced

12
BALLESTEROS NATIONAL HIGH SCHOOL

mathematics or science classes necessary to attain postsecondary STEM

degrees. Adelman (2012).

The importance of high-school STEM preparation can be seen when

examining students’ STEM career pursuit after high school and in college.

Research shows that advanced high-school mathematics (e.g., algebra II,

calculus) and science (e.g., physics, chemistry) courses are crucial predictors of

STEM major enrollment in college. (Adelman, 2012).

Local Studies

This study aimed at assessing the level of preparedness of STEM senior

high school students in taking engineering by using a multiple-choice-question

instrument composed topics that are required to be learned by STEM senior high

school graduates to match the entry requirement of an engineering freshman

student. The level of preparedness was presented in a Likert scale showing that

88.98 percent of the STEM senior high school students who took the test are

only somewhat academically prepared in taking engineering. Alexa et al. (2019).

As shown in studies, engineering was ranked as one of the highest

priority career choices of students under the STEM strand meaning a big

13
BALLESTEROS NATIONAL HIGH SCHOOL

percentage of the student population plans to take an engineering course and

find a career in engineering. Garcia et al.(2017).

However, despite the students’ interest in pursuing engineering programs

and a career in engineering, the Commission on Higher Education (CHED) report

revealed that the completion rate across STEM areas based on the average 5-

year data until 2016-2017 is low, reaching only 21.10%. In particular, engineering

and technology which has 18.97% only.

The K-12 curriculum, particularly in the senior high school (SHS), prepares

and envisions learners to be holistically developed and ready with the basic and

new literacies across the curriculum. STEM SHS students are generally

comparatively equipped in taking Engineering courses because they have the

content knowledge expected of a university student which means they are

academically prepared. Fernando et al.(2019).

Synthesis

Based on the gathered studies, STEM (Science, Technology, Engineering,

and Mathematics) is a recommendable strand for students who would like to

pursue Civil Engineering. This strand gives students an exposure to areas like

robotics, electronics, alternative energy, rocketry, and mathematics. Also, it

14
BALLESTEROS NATIONAL HIGH SCHOOL

improves students’ critical thinking, creativity and skills in problem-solving

situations.

Academic preparations of Senior High School Grade 11 STEM students

can be influenced by the capacity of the students in coping up Mathematics and

Science related subjects, students learning outcomes, quality of management

skills, their self-efficacy, motivation and attitudes, how advanced the teaching

methods are, and also by the environmental influences like to lack of proper

nutrition low economic status and many more.

1 Personally, I have no trouble in financial stability but in terms of

academic preparedness, things such as lack of motivation and

being internet dependent have made some inconsistencies in

learning. I am ready financially but I am not ready academically.

2 In terms of financial status, I believe all courses involve money. So

incoming college students must really prepare money and in

academically preparedness, I believe new normal education is not a

hindrance in learning it became difficult to learn but if you have the

willingness to do so you will learn. And for me, I can say that I’m

both financially and academically prepared.

3 In terms of our family, I think they are prepared for me to take

engineering course. They are prepared financially since I will be the

only child studying then. I am now ready to take Civil Engineering

course because as long as I trust myself, I know I can do it.

4 For me, I’m not ready to take Civil Engineering course because this

course is difficult, so I really need to prepare well. I still lack the

knowledge to this course, so I need to study hard to gather

information accordingly here, and I’m also hesitant about whether to

take Civil Engineering or Architecture.

RESPONDENTS ANSWERS

1 The pandemic have made drastic changes in learning since it

endorses online learning and modular learning. Both ways of

learning are different but it changed the previous way of learning

with no direct interactions with the teachers and schoolmates.

2 Pandemic became hindrance in financial income because the

economy of our country became low, businesses and works were

closed. The new normal education somehow affects the learning of

the students some of the students’ academic performance became

high and some became low.

3 This pandemic is great challenge to us and it made our daily routine

complex. It really affects me as an aspiring Engineer because it is

hard to find money in this time of crisis.

4 It has affected the preparation for taking Civil Engineering due to

lack of sufficient savings to meet the needs of it. New normal

education however is not very effective for young people like me

because the lessons were complicated and also the lack of internet

in my place.

5 I’m naturally not well prepared and ready in terms of financial

RESULTS AND DISCUSSION

After the analysis made from the data gathered, the following themes

emerged: 1) Preparedness of SHS Grade 11 STEM students in terms of their

financial status and academic performance amidst new normal education in

taking Civil Engineering; 2) The reasons why STEM is essential in preparing for

Civil Engineering; 3) The effects of pandemic in the academic performance and

financial preparedness of SHS Grade 11 STEM students in taking Civil

Engineering.

The details discussion as follows.

48
BALLESTEROS NATIONAL HIGH SCHOOL

1. Preparedness of SHS Grade 11 STEM students in terms of their financial

status and academic performance amidst new normal education in taking

Civil Engineering

Twelve (12) out of 20 respondents stated that they are financially prepared

in taking Civil Engineering amidst New Normal Education, at the same time, 11

believed that they are academically prepared. In addition to that, 9 said that they

are not yet academically prepared while 8 stated that they are not prepared

financially.

It is related to the study of Fernando et al.(2019) which stated that the K-

12 curriculum, particularly in the senior high school (SHS), prepares and

envisions learners to be holistically developed and ready with the basic and new

literacies across the curriculum. STEM SHS students are generally comparatively

equipped in taking Engineering courses because they have the content

knowledge expected of a university student which means they are academically

prepared.

We further examine whether the academic-preparedness of the senior

high school STEM students. Our results indicate that academic-preparedness of

students are generally associated with positive learning outcomes, that they are

well prepared academically in taking their desired course in college especially in

Engineering courses. Marina M. et al. (2016)

This study aimed at assessing the level of preparedness of STEM senior

high school students in taking engineering by using a multiple-choice-question

49
BALLESTEROS NATIONAL HIGH SCHOOL

instrument composed topics that are required to be learned by STEM senior high

school graduates to match the entry requirement of an engineering freshman

student. The level of preparedness was presented in a Likert scale showing that

88.98 percent of the STEM senior high school students who took the test are

somewhat academically prepared in taking engineering. Alexa et al. (2019).

These studies emphasize that New Normal Education influences SHS

Grade 11 STEM students’ financial preparedness and academic performance in

taking Civil Engineering.

2. The reasons why STEM is essential in preparing for Civil Engineering

Fifteen (15) out of 20 respondents said that STEM is essential in taking

Civil Engineering since it can give us advanced learning on subjects like Pre-

Calculus, Basic Calculus, and other math-related subjects while 10 stated that

STEM is helpful in developing knowledge that can be used in taking Civil

Engineering. In addition to that, 2 stated that STEM is essential because it

encourages critical thinking skills, problem-solving skills, and said that it instills

desire for creative innovation, while 3 stated that STEM is most suggested or

common strand for those who will take Civil Engineering.

The responses connect to the study of Sangcap (2010) which stated in the

Philippines, calculus is one of the subjects required for any STEM track in the K

to 12 Education Curriculum. However, there had been persistent problems of

students in the said subject. Students are struggling in trying to learn new topics

50
BALLESTEROS NATIONAL HIGH SCHOOL

which lead to high failure rate in the course. As a result, many of these students

are advised to enroll in Pre-Calculus in anticipation that this will allow them to

build their mathematics skills in preparation for success in Calculus.

In addition to that, the importance of high-school STEM preparation can

be seen when examining students’ STEM career pursuit after high school and in

college. Research shows that advanced high-school mathematics (e.g., algebra

II, calculus) and science (e.g., physics, chemistry) courses are crucial predictors

of STEM major enrollment in college. (Adelman, 2012).

Lastly, calculus is perceived as serving many roles in senior high school

STEM students’ education, including as a way to ‘weed out’ students who should

not be in the major to teaching fundamental concepts. It is advisable especially to

those who will pursue Engineering courses. No matter its purpose, it is clear that

college calculus is viewed as a critical course in university STEM education. It is

also clear that in the US and other countries, STEM education is

disproportionately serving men and white and Asian students. Jessica (2019)

These studies emphasize that taking STEM strand is beneficial for

students’ preparation in pursuing Civil Engineering.

3. The effects of pandemic in the academic performance and financial

preparedness of SHS Grade 11 STEM students in taking Civil Engineering

Nine (9) out of 20 respondents stated that pandemic affects the

preparedness of the students in both financial status and academic performance

51
BALLESTEROS NATIONAL HIGH SCHOOL

in taking Civil Engineering because it endorses New Normal Education. Six (6)

said that it is difficult to be academically prepared since there’s no direct

interaction between students and teacher while there were 4 stated that

pandemic affects their comprehension. Also, 4 stated that having a poor internet

connection may affect their participation in online classes. Twelve (12) said that

pandemic affects their financial status and may not guarantee enough money for

load allowances and other educational fees because some businesses and other

source of income were closed. In addition to that, 3 stated that they are having

difficult time in adjusting to the sudden changes in learning while only 1 stated

that pandemic changes their daily routine. Lastly, also only 1 said that having a

limited scope of what they can do due to pandemic affects their preparedness

both financially and academically.

It related to the study of Karen et al. (2022) which stated that the COVID-

19 pandemic has led to a stunningly rapid transformation in how and where

undergraduate students learn. In the span of a year, the number of students

taking courses online across about 2,200 colleges and universities increased by

93 percent. As the pandemic worsened, we began to worry about the impact on

the academic preparedness of this group of diverse and motivated students.

In addition to that, according to Britton and Tesser (2021), the amount of

time spent studying online and modular impacts the academic performance of

the learners. Apparently, those students who have good time management skills

in studying may have good remark in terms of their academic performances.

52
BALLESTEROS NATIONAL HIGH SCHOOL

Lastly, many low- and Middle-income countries have lamented the

devastating Economic effects that will come with COVID-19 as many Economic

drivers will be run down. However, little or nothing has been said about COVID-

19 effects on Education, particularly its effects on the financial stability and

academic performance of senior high school STEM students. Edgar (2020).

These studies emphasize that pandemic affects the academic

performances and the financial preparedness of Grade 11 STEM students who

are pursuing Civil Engineering.

Majority of Grade 11 STEM students are both financially and academically

prepared in taking Civil Engineering amidst New Normal Education. Even though

we are amidst pandemic, there are still lesser amount of students who are not yet

financially or academically prepared.

Taking STEM strand is very essential when planning to pursue Civil

Engineering since it can give us advanced learning on subjects like Pre-Calculus,

Basic Calculus, and other math-related subjects. It helps students to be prepared

academically in taking Civil Engineering.

Covid-19 Pandemic has affected the preparedness of Grade 11 STEM

students in terms of their financial or academic preparedness in taking Civil

Engineering because of it endorses New Normal Education.

Having no direct interaction of teachers and students affected the

academic preparedness of some Grade 11 STEM students. In addition to that,

Covid-19 pandemic caused some businesses to close resulting lack of money for

load allowances and other educational fees.

Grade 11 STEM students had a hard time to adjust to the New Normal

Education that gives limited scope of what they can do which affects their

preparedness both financially and academically.

Recommendations
