Instrument Landing System/LLZ


A. INTRODUCTION
ILS is to be installed at the approved site at a location as approved/communicated to
station by CHQ/NOC Directorate.
The detailed drawings for ILS/LLZ are listed in Annexure -C for carrying out Civil and
Electrical works. This List of Works issued by RCDU is GENERIC IN NATURE and is
issued for the preliminary detailed estimation preparation against identified Civil,
Electrical, CNS related works, AA&ES & for works likely to be carried out at site.
If same location is approved then civil and electrical renovation works shall be carried
out in consultation & requirements of Airport/CNS-In-Charge/RCDU/CHQ. Any
additional works identified with relation to project at station may also be estimated and
carried out as per consultation & recommendation of Airport/CNS-In-
Charge/RCDU/CHQ.
1) ILS/LLZ EQUIPMENT SHELTER: CIVIL WORKS
a. The ILS/LLZ equipment shelter shall be used for housing the equipment and
shall be constructed at the location for which NOC/Site approval has been
accorded by CHQ/NOC directorate. (If same shelter is being utilized then
minor civil and electrical renovation works shall be carried out in consultation
& requirements of Airport/CNS-In-Charge/RCDU/CHQ).
b. ILS/LLZ shelter shall have day and night markings as per ICAO directives.
c. 1. For Frangible Shelter: If Frangible shelter is needed then Low Smoke Fire
Retardant frangible shelter as per Drawing 2017/05 shall house proposed
ILS/LLZ equipment. Orientation of the shelter shall be such that it shall face
the main approach road to shelter and the approach route shall be finalized
in consultation with CNS-In-Charge/RCDU.
2. Non-Frangible Shelter: If non-frangible shelter is needed then shelter as
per Drawing 2017/06 shall house proposed ILS/LLZ equipment. Orientation
of the shelter shall be such that it shall face the main approach road to
shelter and the approach route shall be finalized in consultation with CNS-
In-Charge/RCDU.
d. Low Smoke Fire Retardant wall paneling is to be provided in
Equipment shelter room.
e. The constructed shelter inner walls and roof shall preferably be of white
color (RAL 9003 or as approved by CNS-In-Charge).
f. Smooth-antiskid non-slippery Granite finish vitrified tile flooring shall be
provided preferably (size of tiles 304.5 mm x 304.5 mm) of Light Gray (RAL
7004) or as approved by CNS-In-Charge.
g. Provision for Construction of holding joints for Equipment racks & for pipes
shall be made in the inner walls at locations indicated by RCDU.
h. Anti-static mats shall be, laid completely in ILS-LLZ Equipment Room

2) ILS/LLZ ANTENNA RAFT/ PLATFORM


a) ILS/Localizer Antenna Platform/Raft shall be constructed at the location for
which NOC has been accorded by CHQ/NOC directorate.
b) Typical ILS/LLZ site layout is as per 2016/05 & Layout of ILS/LLZ antenna
system, platform/raft, RF cable manhole position is shown in Annexure-D.
c) The antenna foundation is cast as one solid concrete monolithic platform with
dimension 40 x 3 m for 16 elements (according to drawing no. 2015/01).

d) The top level of the raft foundation shall be maintained at averaged ground level
in the vicinity of the raft (if the installation is in RESA) & shall normally be not
more than 1% below the threshold level of the runway.
e) There shall not be any reinforcements where holes for retainer bolts are to be
drilled & is marked on drawing.
f) 128/160 retainer bolts are to be drilled into the concrete and set in resin. This
work is to be carried out in presence of RCDU.
g) The Raft shall be such that it shall not settle down or sink by the weight of
antenna systems to be mounted on raft, which shall be about 1000 Kg.
h) The Raft shall be symmetrical with respect to the extended centerline of the
runway and the horizontal axis of the raft shall be perpendicular to the extended
centerline of the runway. Refer drawing no. 2016/05.
i) A RF cable manhole of dimensions as in RCDU drawing no. 2008/24 shall be
constructed at a location shown in Para b. The bottom of the RF cable manhole
shall NOT to be plastered. The RF cable manhole shall be covered suitably with
sufficiently reinforced iron sheet cover fitted on a metal frame, iron sheet shall
be about 14 SWG.
j) A second RF cable manhole shall be constructed near ILS/LLZ shelter at near
end side of shelter facing antenna raft of dimensions as in RCDU drawing no.
2008/24.
k) RF cable entry from manhole (near raft) to Manhole (ILS/LLZ shelter) shall be
though 01 no’s 06” dia. about 03mm thickness GI pipe & suitable installation
accessories. This GI pipe shall be laid in 03 feet soft soil below the vicinity ground
level & shall be installed in such a way that it prevents water seepage, i.e.
preferably one side in higher/upward inclination maintaining about 5°. These
two man holes near raft & ILS/LLZ shelter shall also be connected using 01 no’s
06” HDPE pipes which shall also be laid 03 feet soft soil below vicinity ground
level. The entry of GI/HDPE pipes to ILS shelters from manholes shall be at 45°
so as to prevent water seepage into equipment shelter. Additional 01 no’s 04”
dia HDPE pipe laid 03 feet soft soil below vicinity ground shall be laid up to
ILS/LLZ near field (NF) monitor location which may be about 150m from raft
manhole. GI & HDPE laid route shall have marker flags at every 10m distance
and shall have 03 mm continuous guide wire without joints laid within/inside
GI & HDPE pipes for laying/pulling cables. The pipe shall be provisioned in C &
E wing works along with ILS works. Two more manhole of size 2’x2’ shall be
provisioned at appropriate distance between Raft Manhole and ILS Shelter
Manhole for cable laying/pulling.
l) Two manhole of size 2’x2’ shall be provisioned at appropriate distance between
ILS Shelter Manhole and NF Antenna Manhole for cable laying/pulling.

3) FOOTPATH
About 200 m in length, One-meter wide Brick/self-locking cement block footpath
shall be constructed from LLZ shelter to LLZ antenna raft which is about 80m &
from LLZ shelter to NF monitor location which is about 120m. Total length of this
said footpath shall be about 200m.
4) FIELD READING PLATFORM
A one-meter wide footpath in Arc form of radius minimum 290 m from center of LLZ
antenna is to be constructed, at vicinity ground level. The design of the footpath
shall be as per drawing no. 2016/05. If 290 m footpath comes on over run, then
only marking shall be done on RWY over run. The length of the footpath on both
sides shall be such that it covers up to ± 35° azimuth angle &/or as advised by
RCDU and field reading points shall be marked as depicted in drawing 2016/05.

For Width measurements, a 1’x1’ concrete platform flushed to vicinity ground level
shall be constructed at a distance of 350 feet on both sides of the approach
threshold center line. If sufficient space at 350 feet is not available then the same
may be constructed at 175 feet on both sides.
5) APPROACH ROAD: A suitable approach/motor-able metal road up to ILS/LLZ
shelter/building shall be constructed to bear the loaded capacity of Fire truck from
the nearest perimeter/main road.

6) GRADING OF CRITICAL AREA


The critical and sensitive area for the ILS/LLZ shall be maintained within the tolerances
as per drawing 2017/01. The grading shall be in such a way that water does not
stagnate at any place in the area and the water is drains off by itself. Slope in any
direction shall be less than 1:100 in the critical area. Roughness of the graded area
shall be less than 15cm & transverse slope to be symmetrical about the extended center
line. The whole area shall be compacted properly to maintain the slope and grading
characteristics under normal weather conditions of the place. Critical area shall be
preferably be clear from bushes/grasses etc & shall be maintained to have not more
than six inches. The whole of critical area shall be demarcated, marked/labeled and
rolled to remove any sudden discontinuities due to collection of
earth/boulders/pebbles. Airport In-charges shall ensure restriction of vehicular
movement in critical area.
7) WATER PROVISIONING: Site shelter & its Toilet shall be provisioned with regular
potable water supply using a 1000 Liter water tank.
8) ELECTRICAL WORKS:
MDB/MAINS: Dual Redundant SPD Protected RAW/Conditioned Mains power
supply is to be provided to the ILS/LLZ shelter from the Main Power House through
4 wire underground cables routed through appropriate Hume pipes arrangement
using class B & C or Type II & III surge protectors. The load requirement including
the load of air conditioners is approximately 15 KW. The power to the location is to
be terminated on the main switch board room laid through underground Hume
pipes. The distribution of supply shall be for single phase about 230 volts, 50Hz.
The main board shall have following provisions.
a) 03-Input to 03 output in various tap power source selection mechanism with
bypass mechanism & appropriate indication shall be made for latching to
incoming source.
b) Mains/Generator auto source selection mechanism with bypass mechanism &
appropriate indications.
c) Each source shall be routed through a Power conditioner. These shall be along
with appropriate bypass mechanism & indications. Class B SPD shall be
installed in input & Class C SPD shall be installed to output of each Power
Conditioner.
d) Each source route shall have Two/Three 63 Amp 4-pole Isolator for routing
power source coming from Source 1, Source 2, Raw/unconditioned.
e) After d), each source route shall have Two 32 Amp 4-pole Isolator for the
equipment powering. Output of this Isolator shall be connected to each UPS.
f) Each source shall have Two 16 Amp MCB followed by switch/socket with 05/15
Amp for mast light.
g) The voltage between neutral and electrical earth shall never exceed 2.5 Volt.
h) Appropriate in no’s of Isolators/MCBS of suitable ratings for air conditioners,
light and fans may be installed in phases which are not feeding equipment.

i) All cables shall be of Low Smoke Flame Retardant type. ISO/IEC Standard cable
colors shall be used preferably Red for Line, Blue for Neutral and Green for
earths. These shall be connected to the 08 no’s 5/15Amp sockets in each source
evenly distributed in the room shall be in standard sequence. Switch shall
always come in the line & disconnect it.
j) The 5/15 Amp sockets in standard output sequence shall always remain same
under all power source condition, via mains, Generator, Source1/UPS1 or
Source2/UPS2.
k) Auto changeover of mains supply shall be provisioned.
L) Power data logger with capability to store at least 3 days data may be
provisioned at site in line with CHQ CNS Circular no 01 of 2011.

M) Addressable fire alarm & smoke detection system shall be provisioned in ILS-
LLZ shelter.
N) Arm of Armored Electrical power supply should be grounded before entering the
shelter.

9) AIR CONDITIONING
Provision of fixing of 04 no’s 1.5 Ton Split type, single phase, air conditioners
configured in main/standby mode along with circuit breakers and voltage
stabilizers in equipment shelter
Or
fixing of 01 no’s 1.5 ton split type 1 phase air-conditioner and 01 no’s Dual 3
phase 1.5 ton precision air-conditioner, configured in main stand/by mode to
cool 02 no’s of top/bottom/side fed 42U 19” racks of ILS/GP&LPDME
equipment as per design and location approved by CNS-In-charge/RCDU.

and 01 No of 1.5 Ton Split type, single phase, air conditioners with
circuit breaker and voltage stabilizer in UPS/Battery Room.
Note:
1. Single phase air conditioner type, shall not be connected in the phase
connected to UPS/supplying power to the equipment.
2. The load on each source supply shall be evenly distributed properly to
avoid phase imbalance & runaway.
3. Air Conditioners shall not be installed behind equipment location to
avoid water seepage and facilitate ease in maintenance of Air
Conditioners.
4. Provision of fixing of 01 no. 1.5 Ton Split type, single phase, air
conditioner along with circuit breaker and voltage stabilizer in UPS room
10) UPS
5KVA capacity modular N+1 type online UPS with 30 minutes full load battery
backup facility along with independent battery monitoring system of international
standard/reputed brand/ make shall be installed along with provision for source
selection. Estimate for this UPS shall be included in consolidated AA&ES.
Separate enclosure for UPS battery may be provisioned.
The specifications are given below –
Input : Auto ranging 1phase 160V to 260V, 50 ± 3Hz.
Output : 1 phase 230V + 1%, 50±1 Hz
single phase Neutral to ground Voltage: Should be less than 1 Volt

Power conversion Efficiency 80% or better at 50-100% varying load.
Output Overload Rating :
Normal Operation: 125% for 60 sec before transfer to By-pass
Bypass operation:
120% continuous
1000% for >10 milliseconds
UPS shall have I/O, O/P, Bypass static switches and shall operate
automatically.
10.1) UPS shall have provision of control mechanism with appropriate indications
to control UPS operation in I/O ON/OFF, O/P ON/OFF, Bypass ON/OFF
modes, Emergency shutdown and normal shutdown from local and remote
locations. UPS shall preferably indicate i/p, o/p voltage, frequency, power
factor, on load, on battery, battery backup time left may also be available.
10.2) Fire retardant low smoke 1100VAC breakdown voltage copper wires shall be
installed from UPS to distribution sockets for earth, neutral and phase at the
respective wire pins/clips and shall be appropriately color coded.
10.3) The UPS shall be installed in the equipment shelter at a convenient place.
UPS shall be fed through appropriate MCB/Isolators. The output of the UPS
shall be connected to the input of the type III or class C surge protected
16Amp MCBs having 5/15 Amp industrial sockets (Qty.04) for feeding
equipment’s (ILS/LLZ) installed in the equipment room.
10.4) The UPS battery shall be of Advanced Glass Mat Valve Regulated Sealed Lead
Acid Battery Construction (AGM or VRSLAB) in ABS Flame retardant (UL94V-
O) grade (UL 2436) spill containment casing to meet UL 62368-1 / IEC 62133
or equivalent standards type.

11) LIGHTS
Four CFL/LED lights (200W candles-cent bulb light equivalent) in watertight
enclosures, preferably in IP 65/66 enclosures, connected via 5/15 Amp individual
switch-sockets fed via MCB, for installation at the four corners of the building to
illuminate outside area of the building.
SIX (4+2) CFL/LED lights (100W candles-cent bulb light equivalent) preferably in
IP 54/55 enclosures with 5/15 Amp individual switch-sockets fed via MCB shall
be installed within the equipment shelter.
One wall mountable EMERGENCY LIGHT OF CFL/LED TYPE (60W candles-cent
bulb light equivalent) shall be provided in each room.
One portable hand held type EMERGENCY LIGHT (Rechargeable) shall be
provided.

12) MISELLANEOUS

12.1
Suitable Fire extinguishers shall be provisioned in ILS-LLZ shelter in coordination
with fire section.
12.2
CCTV & access control system may be provided as per CHQ guidelines.( Refer letter
AAI/NS/Operational Units/976/2014/ Dated 21/05/2014).

Instrument landing System/GP

B. INTRODUCTION
ILS/GP & LPDME is to be installed at the approved site at a location as
approved/communicated to you by CHQ/NOC Directorate.
The detailed drawings for ILS/GP & LPDME are listed in Annexure -C for carrying out
Civil and Electrical works. This List of Works issued by RCDU is GENERIC IN NATURE
and is issued for the preliminary detailed estimation preparation against identified
Civil, Electrical CNS related works, AA&ES & for implementing works on site.
If same location is approved then civil and electrical renovation works shall be carried
out in consultation & requirements of Airport/CNS-In-Charge/RCDU/CHQ. Any
additional works identified with relation to project at station may also be estimated and
carried out as per recommendation of Airport/CNS-In-Charge/RCDU/CHQ.

1) ILS/GP & LPDME EQUIPMENT SHELTER: CIVIL WORKS


The ILS/GP & LPDME equipment shelter shall be used for housing the
equipment and shall be constructed at the location for which NOC/Site approval
has been accorded by CHQ/NOC directorate. (If same shelter is being utilized
then minor civil and electrical renovation works shall be carried out in consultation
& requirements of Airport/CNS-In-Charge/RCDU/CHQ). ILS/GP & LPDME
shelter shall have day and night markings as per ICAO directives.
a. Normally Frangible shelter is needed to house ILS/GP & LPDME equipment.
Low Smoke Fire Retardant frangible shelter as per Drawing 2017/05 shall
house proposed equipment. Orientation of the shelter shall be such that it
shall face the main approach road to shelter and the approach route shall be
finalized in consultation with CNS-In-Charge/RCDU.
b. Low Smoke Fire Retardant wall paneling is to be provided in
Equipment shelter room.
c. The constructed shelter inner walls and roof shall preferably be of white
color (RAL 9003 or as approved by CNS-In-Charge).
d. Smooth-antiskid non-slippery Granite finish vitrified tile flooring shall be
provided preferably (size of tiles 304.5 mm x 304.5 mm) of Light Gray (RAL
7004) or as approved by CNS-In-Charge.
e. Provision for Construction of holding joints for Equipment racks & for pipes
shall be made in the inner walls at locations indicated by RCDU.
f. Anti-static mats shall be, laid completely in ILS-GP Equipment Room
2) GRADING OF GP CRITICAL AREA
The critical and sensitive area for the ILS/GP & DME shall be maintained
within the tolerances as per drawing 2010/03 (CAT-I). The grading shall be in such

off by itself. Area “A” & “B” as marked in the drawing should have same longitudinal
slope as Runway and lateral slope is 1.5% maximum. The texture requirement of
area A & B should have uniform texture and graded with a constant average slope.

characteristics under normal weather conditions of the place. Critical area shall be
preferably be clear from bushes/grasses etc & shall be maintained to have not more
than six inches. The whole of critical area shall be demarcated, marked/labeled and

3) EQUIPMENT SHELTER BUILDING: CIVIL WORKS


a) Low Smoke Fire Retardant frangible shelter as per Drawing 2017/05 shall
house proposed ILS/GP & LPDME equipment. Orientation of the shelter shall
be such that it shall face the main approach road to shelter and the approach
route shall be finalized in consultation with CNS-In-Charge/RCDU.
b) The constructed shelter inner walls and roof shall preferably be of white
color (RAL 9003 or as approved by CNS-In-Charge).
c) Smooth-antiskid non-slippery Granite finish vitrified tile flooring shall be
provided preferably (size of tiles 304.5 mm x 304.5 mm) of Light Gray (RAL
7004) or as approved by CNS-In-Charge.
d) Provision for Construction of holding joints for Equipment racks & for pipes
shall be made in the inner walls in consultation with RCDU.
e) A RF cable manhole of dimensions as in RCDU drawing no. 2008/24 shall
be constructed near shelter behind ILS/GP Mast. RF cables shall be laid in
01 no’s 04” HDPE pipes up to NF Monitor location. The RF cable manhole
shall be covered suitably with sufficiently reinforced iron sheet cover fitted
on a metal frame, iron sheet shall be about 14 SWG. The bottom of the RF
cable manhole shall NOT to be plastered. This HDPE pipe with installation
accessories shall be provisioned in C & E wing works along with ILS works.
4) DGPS PLATFORM: This platform shall be of 5feet x 5feet x 6inch (LBH) size.
This shall be permanently marked and shall be away from water logging. It may
be constructed as per drawing No 2006/04 and shall have a 2 x 15 Amp IP65
power sockets with cover to prevent water sip-page in these power sockets.
Center of the platform shall be provisioned with a steel nail having 1”dia head.
*Note: Existing DGPS Platform/Marking has to be retained for future survey
reference in case of replacement of Glide Path.
5) GP ANTENNA FOUNDATION: GP Antenna/Mast Foundation drawing no.
2017/03. The template shall be part of OEM equipment. The Top levels of
Foundation constructed shall of levels around vicinity ground levels.

6) NF MONITOR PLINTH: One NF monitor plinth shall be constructed in front of


the GP antenna as per drawing No 2017/04. It shall be located at a distance of
approximately 80-100 meters in front of the GP antenna. The Top levels of plinth
constructed shall of levels around vicinity ground levels. This work is to be
carried out in the presence of RCDU team.
7) GLIDE PATH COUNTERPOISE: A 60 mm CC interlocking paver block of
strength M25/M30 for counterpoise in area of 120 meter x 40 meter from Glide
path mast towards GP NF antenna. The level of this area shall be flushed with
the vicinity ground level. (Refer drawing Counterpoise in front of
GP_GENERAL)

8) LP DME FOUNDATION: The DME antenna shall be mounted near the GP


Antenna mast and its foundation shall be as per attached drawing No 2016/04,
usually this shall not be behind GP mast. This work is to be carried out in the

presence of RCDU team. The Top levels of plinth constructed shall of levels
around vicinity ground levels.

9) APPROACH ROAD: A suitable approach/motor-able metaled road up to ILS/GP


shelter/building shall be constructed to bear the loaded capacity of Fire truck
from the nearest perimeter/main road.
10) WATER PROVISIONING: Site shelter & Toilet shall be provisioned with regular
potable water supply using a 1000 Liter water tank.
11) CABLE LAYING: 01 no’s 03” dia. about 03mm thickness GI pipe along with
suitable installation accessories and 03 mm continuous guide wire without
joints laid within/inside GI pipes for laying/pulling cables, which shall be laid
02 feet below vicinity ground in soft soil & shall be laid up to ILS/GP near field
(NF) monitor location from ILS/GP manhole, which may be about 80-100m,
preferably below the footpath/mesh concreted area of 15x100 m (If constructed
for Marshy area) for laying RF cable. The pipe with installation accessories shall
be provisioned in C & E wing works along with ILS works.

12) ELECTRICAL WORKS:


MDB/MAINS: Dual Redundant SPD Protected RAW/Conditioned Mains power
supply is to be provided to the ILS/GP shelter from the Main Power House
through 4 wire underground cables routed through appropriate Hume pipes
arrangement using class B & C or Type II & III surge protectors. The load
requirement including the load of air conditioners is approximately 15 KW. The
power to the location is to be terminated on the main switch board room. The
distribution of supply shall be for single phase about 230 volts, 50Hz. The main
board shall have following provisions.
a) 03-Input to 03 output in various tap power source selection mechanism with
bypass mechanism & appropriate indication shall be made for latching to
incoming source.
b) Mains/Generator auto source selection mechanism with bypass mechanism &
appropriate indications.
c) Each source shall be routed through a Power conditioner. These shall be along
with appropriate bypass mechanism & indications. Class B SPD shall be
installed in input & Class C SPD shall be installed to output of each Power
Conditioner.
d) Each source route shall have Two/Three 63 Amp 4-pole Isolator for routing
power source coming from Source 1, Source 2, RAW.
e) After d), each source route shall have Two 32 Amp 4-pole Isolator for the
equipment powering. Output of this Isolator shall be connected to each UPS.
f) Each source shall have Two 16 Amp MCB followed by switch/socket with 05/15
Amp for mast light.
g) The voltage between neutral and electrical earth shall never exceed 2.5 Volt.
h) Appropriate in no’s of Isolators/MCBS of suitable ratings for air conditioners,
light and fans may be installed in phases which are not feeding equipment.
i) All cables shall be of Low Smoke Flame Retardant type. ISO/IEC Standard cable
colors shall be used preferably Red for Line, Blue for Neutral and Green for
earths. These shall be connected to the 08 no’s 5/15Amp sockets in each source
evenly distributed in the room shall be in standard sequence. Switch shall
always come in the line & disconnect it.

j) The 5/15 Amp sockets in standard output sequence shall always remain same
under all power source condition, via mains, Generator, Source1/UPS1 or
Source2/UPS2.
k) Auto changeover of mains supply shall be provisioned.
l) Power data logger with capability to store at least 3 days data may be
provisioned at site in line with CHQ CNS Circular no 01 of 2011.
m) Addressable fire alarm & smoke detection system shall be provisioned in
ILS-GP shelter.
n) Arm of Armored Electrical power supply should be grounded before
entering the shelter.

13) AIR CONDITIONING


Provision of fixing of 04 no’s 1.5 Ton Split type, single phase, air conditioners
configured in main/standby mode along with circuit breakers and voltage
stabilizers
Or
fixing of 01 no’s 1.5 ton split type 1 phase air-conditioner and 01 no’s Dual 3
phase 1.5 ton precision air-conditioner, configured in main stand/by mode to
cool 02 no’s of top/bottom/side fed 42U 19” racks of ILS/GP&LPDME
equipment as per design and location approved by CNS-In-charge/RCDU.

and 01 No of 1.5 Ton Split type, single phase, air conditioners with
circuit breaker and voltage stabilizer in UPS/Battery Room.

Note:
1. Single phase air conditioner type, shall not be connected in the phase
connected to UPS/supplying power to the equipment.
2. The load on each source supply shall be evenly distributed properly to
avoid phase imbalance & runaway.
3. Air Conditioners shall not be installed behind equipment location to avoid
water seepage and facilitate ease in maintenance of Air Conditioners.
4. Provision of fixing of 01 no. 1.5 Ton Split type, single phase, air conditioner
along with circuit breaker and voltage stabilizer in UPS room.

14) UPS
Minimum 5KVA capacity modular N+1 type online UPS with 30 minutes full
load battery backup facility along with independent battery monitoring
system of international standard/reputed brand/ make shall be installed
along with provision for source selection. Estimate for this UPS shall be
included in consolidated AA&ES. Separate enclosure for UPS battery may
be provisioned.

The specifications are given below –

UPS shall have I/O, O/P, Bypass static switches and shall operate
automatically.
14.1) UPS shall have provision of control mechanism with appropriate indications
to control UPS operation in I/O ON/OFF, O/P ON/OFF, Bypass ON/OFF
modes, Emergency shutdown and normal shutdown from local and remote
locations. UPS shall preferably indicate i/p, o/p voltage, frequency, power
factor, on load, on battery, battery backup time left may also be available.
14.2) Fire retardant low smoke 1100VAC breakdown voltage copper wires shall be
installed from UPS to distribution sockets for earth, neutral and phase at the
respective wire pins/clips and shall be appropriately color coded.
14.3) The UPS shall be installed in the equipment shelter at a convenient place.
UPS shall be fed through appropriate MCB/Isolators. The output of the UPS
shall be connected to the input of the type III or class C surge protected
16Amp MCBs having 5/15 Amp industrial sockets (Qty.04) for feeding
equipment’s (ILS/GP) installed in the equipment room.
14.4) The UPS battery shall be of Advanced Glass Mat Valve Regulated Sealed Lead
Acid Battery Construction (AGM or VRSLAB) in ABS Flame retardant (UL94V-
O) grade (UL 2436) spill containment casing to meet UL 62368-1 / IEC 62133
or equivalent standards type.

15) LIGHTS
Four CFL/LED lights (200W candles-cent bulb light equivalent) in watertight
enclosures, preferably in IP 65/66 enclosures, connected via 5/15 Amp individual
switch-sockets fed via MCB, for installation at the four corners of the building to
illuminate outside area of the building.
SIX (4+2) CFL/LED lights (100W candles-cent bulb light equivalent) preferably in
IP 54/55 enclosures with 5/15 Amp individual switch-sockets fed via MCB shall
be installed within the equipment shelter.
One wall mountable EMERGENCY LIGHT OF CFL/LED TYPE (60W candles-cent
bulb light equivalent) shall be provided in each room.
One portable hand held type EMERGENCY LIGHT (Rechargeable) shall be
provided.

ANNEXURE - A
12 CORE ARMORED SINGLE MODE OPTICAL FIBER REMOTE CABLE

REMOTE CABLE WORKS THROUGH HARD & SOFT PAVED AREAS


a. For Extending Indications & Controls to ATS building 12SMF armored cable shall be
preferably through minimum 01 no’s 06” HDPE pipes along with suitable installation
accessories & in minimum 01 no’s 06” dia. about 03mm thickness GI pipe along with
suitable installation accessories in NALLAH areas. These HDPE/GI pipe shall be laid
in 03 feet soft soil below the vicinity ground level & shall be installed in such a way
that it prevents water seepage, i.e. preferably one side in higher/upward inclination
maintaining about 5°. GI & HDPE laid route shall have marker flags at every 30m
distance and shall have 03 mm continuous guide wire without joints laid
within/inside GI & HDPE pipes for laying/pulling cables. A minimum 60 cm X 60 cm
X 75 cm manhole with a cast iron cover of appropriate size shall be at every 100m in
the route of these pipes.
b. Armored SMF OFC cable is to be laid in ring pattern so as to interconnect ILS/LLZ
shelter, ILS/GP shelter & NAV-AIDS Equipment Room at ATS building. This ring
can also interconnect other not integrated NAV-AIDS shelter/equipment to above
referred ring of OFC network, for integration of control/status indicators at ATS
positions. Each pair of the cable shall be identified and tagged at both ends and
good quality splicers/LIU shall be installed. OFC cable binders shall be preferred at
OFC cable joint locations, which will essentially extend all fibers without any other
active device. Arm of RC/OFC Armored cable should be grounded before entering
the shelter.
c. If ring pattern of OFC is not feasible then Radio/Wi-Max having minimum 20 Mbps
throughput may be utilized for completion ring.
d. One 0.6-1mm 10-pair armored jelly filled RC cable and one CAT 6 cable is to be
installed from NAV-AIDS Equipment room to TWR for ILS & LPDME status
indications.
e. Construction of manhole of size 2 feet X 2 feet X 3 feet at the location of cable joints.
The manhole will be filled with sand layer of 3 inch thick.
f. 16 SWG GI sheet Route Markers shall be erected in the shape of a flag of size 10
inch x 6 inch marked ‘OFC-NAVAIDS’. The flag will be on a 3 feet iron rod out of
which 1.5 feet will be embedded in the ground. Such markers will be laid throughout
the cable route at an interval of about 30 m and at any turning in path of cable.
g. Equipment uses Modem Telephony Standards for connecting to RCSU at NAV-AIDS
Equipment Room. However to use OFC these needs to be tapped from another
location within equipment or from Synchronous RS232 port which needs to be
converted into Ethernet standards using MOXA make converters model N-port 5250A
(and then to OFC standards using UTP to fiber optic full duplex media converters with
appropriate connectors) or using TCF 142-S/M or equivalent convertors in pair or
may use a pair of VERSITRON V.35 Point-to-Point Series/ M62xxD /M82xxD Micro
Modems with Fiber ports for directly converting modem tones in fiber media. Each
equipment needs a pair for each link/site connection. Accordingly minimum 12 fiber
link connectivity may be planned which can include status of UPS, Voice, Surveillance
& Fire Alarm Systems etc. Extension up to NAV-AIDS Equipment Room. Minimum 08
port Modular Managed Switches shall be provisioned with Dual Power Supply & Two
OFC uplink port shall be utilized for connecting various infrastructures at a shelter.
Latest specifications of available products in market may be enquired from vendors
like CISCO/ JUNIPER/ ALLIED TELESSIS/ BROCADE etc by station to meet the
requirements detailed in this LOW.

Station is to provision mandatorily following for assistance to RCDU team and confirm its
availability along with site readiness.

6) Crane of 15-17 ton with boom not less than 70 feet for minimum 02 -03 days.

localizer raft & is needed in first week.
8) Availability of Hammer drill machine with 14-16 mm masonry drill bits along with drill
operator for 03 days.
9) GAS Welding machine with welder & welding accessories for minimum 03 days.
10) Availability of Mains Power, Air conditioning and sufficient lighting around LLZ & GP hard
standing.
11) Airport shall ensure RO drinking water availability at site preferably in a water dispenser
type. This water shall be utilized by RCDU & other manpower available.
12) Readiness of Plinth for ILS+LPDME.
13) Station shall arrange shifting of ILS+LPDME Equipment material to site and also confirm
approval for NOTAM for alignment/tuning.

Payment towards all the above is to be borne by station.

POWER SUPPLY SURGE PROTECTION SYSTEM:
SPD’s may be provisioned at input & output of systems, as assed by CNS & Electrical In-
charge, at below recommended specifications.
PRIMARY PROTECTION (CLASS B/Type 2): A SURGE PROTECTION DEVICE (SPD)
having 100KA 10/350 micro seconds neutral to earth, 50 KA 10/350 micro sec line to
neutral, with limiting voltage less than 1.5 KV shall be provided on the mains power entry
point at the incomers before UPS & shall be of modular type.
1. The enclosure shall be of high quality workmanship and materials suitable for a wall
mounting installation and shall be IP – 42 or higher rated without fan cooling.
2. The offered Three phase SPD/Single Phase system (as per site requirement) and shall
have:
i. Lines protected : Line-Neutral and Neutral to Earth + Line to Line
+ Line to Ground (4 modes).
ii. Nominal Operating Voltage : 220/240 V AC
iii. Input Power Frequency : 47-60 Hz
iv. Protection : Transverse and common mode.
v. Response Time : < 100 ns
vi. Surge rating : 10/350 µs pulse response

All accessories required for installing the Surge Protection System shall be installed.
SECOND STAGE PROTECTION (CLASS C/Type 3:
1. This protection to be provided at UPS output/Isolation Transformer output in each
phase and neutral. The protection devices shall be a combination of Multi stage
modular MOV devices to attenuate the surges and noise.
2. All in-circuit SPD shall have associated thermal fuse to isolate the circuit in the
event of failure of SPD Modules.
3. The SPD shall have LED indication to identify/notify the working status of the SPD.
4. LC filter shall attenuate surge voltage to limit peak surge to less than 900 V.
5. The filter shall attenuate noise and power system harmonics by minimum 30 dB.
6. The offered SPD and Series Power Filter shall have:
a) Lines protected : Line-Neutral, Line-Earth and Neutral to Earth.
b) Operating Voltage : 240 V AC (Phase to Neutral)

EARTHING SYSTEMS: Conventional earthing using copper plates as per IS 3043:-


a. Earth Pit of the Size of 1 meter diameter and 3 meter depth shall be excavated, after
depth of 3 meter the size of excavation shall be 900 X 300 X 900mm depth.
b. Plate Electrodes shall be in vertical position.
c. PVC pipe for Watering shall be used of 40mm Diameter, length of 3m (contain hole
of 12mm Diameter in Zigzag manner starting from 15 cm away from bottom to 2
meter height).
d. At bottom 150mm layer of salt and charcoal power shall be installed, then
e. Plate shall be installed.
f. Min 120 Kg each of charcoal powder and salt shall be used for each earthing pit.
g. The plate/pipe electrode, as far as practicable, shall he buried below Permanent
moisture level but in no case less than 2.5 meter below finished ground level.
h. 600 mm x 600 mm x 3.15 mm copper plate buried at a depth of 8 ft in vertical
position with the pit filled with alternate layers of charcoal and salt up to 4ft from
bottom.
i. The copper plates shall be connected to earth strip by riveting and brazing at no
less than two points and the joints shall be protected by heavy coat of bitumen.
j. Schematic diagram for copper plate earthing is shown in Figure below.

GENERAL REQUIREMENT: Earthing Systems shall comprise of Conventional copper


plate earthing system.
a) Each earth pit shall be 1m diameter and 3 meter depth. Each earth pit shall have
1 No’s copper plates of 2 ft x 2 ft x 3.15mm size or better shall be connected by Copper
Strip of 25 mm wide x 3 mm thick via riveted and brazed to copper plate at minimum
2 points and shall be extended out of the pit as earth. A PVC pipe 40 mm diameters
and 3 meter with holes of 12mm diameter within 15 cm from bottom to 2m height.
The pit shall be filled with altering layers of charcoal, salt & clear soil, as required.
Approximately 1 ft of hollow pipe shall be above the ground level. Proper protection,
painting, marking / serial no shall be given to it and shall be shown in the lay out
drawings. This copper plate grounding device shall lead to the earth distribution
plate/bonding unit. Effective Earth resistance from all earth pit shall be less than or
equal to 1 Ω.
b) There shall be a Earth Distribution Plate (300 mm x 50 mm x 5 mm), if required,
for multiple Earth connections to site. The Earth Distribution Plate shall have at least
5 holes with stainless steel nut and bolt of M8 size. The distribution shall be mounted
on insulator with C Clamp.
c) The earth distribution plate shall be connected from earth pit by 90% pure Copper
Strip of 25 mm wide x 3mm.
d) Connection to the Equipment/system shall be made using 90% pure PVC insulated
copper cable of 50mm square cross section or 90% pure Copper Strip of 25 mm wide
x 3mm from Earth Distribution Plate, as per siting requirements, with stainless steel
nut and bolt of M8 size.
e) Earth pit shall be apart from building by about 10m and depending on site conditions.
f) All jointing shall be brazed with copper.
g) All masonry work (concrete) shall be made on earth pits protecting, easy
identification, maintenance etc.
h) An earth pit chamber made of lockable plastic material shall be used as inspection
chamber.
i) Earth system shall have minimum useful life of at least 06 years.
j) A detailed drawing for Copper Plate Earthing System is attached to this section.
