RULES FOR THE DECLAMATION
1. Each participating institution is to be represented by a single speaker in each competition, one for middle level as well as one for high school level competition. 2. Students of Grades 1-8 (Boys and Girls) will be eligible for Primary/Middle level competition. 3. Students of grade 9-12 (Boys & Girls) will be eligible at High School level competition. 4. Only first position holder/ toper of each level (Primary/Middle & High Schools) will participate in the next round. 5. Each speaker will speak for a minimum of 4 minutes and a maximum of 6 minutes for both the initial and final rounds. Marks will be deducted for failing to observe the stipulated time. 6. A speaker making offensive remarks about any important personage and passing controversial religious, political or sectarian remarks shall be immediately disqualified. Using words/sentences with any indecent connotation and passing derogatory comments against the chair and institution will lead to the instant disqualification of the speaker. In the event, the speaker may be asked to step down from the podium during the speech. 7. Paper reading is not allowed. Those who do so will be disqualified. 8. No derogatory remarks will be passed against any department, Institution or person. 9. The speaker will be evaluated by a panel of expert judges, whose decision will be final. 10. The overall competition winners will be invited to deliver their winning speech at the parliamentary convention in Islamabad. 11. Cash prizes will also be given to all the top three finalists by the National Assembly of Pakistan.
