Description:
Pandemonium of Metkyina’s Wit and Wisdom is an uproar of cleverness and intelligence in
public speaking.
Guidelines:
1. Open for all bonafide Association of Young Public Administration students of Batangas
State University;
2. The contestants from each tribe should have at least eight ( 8 ) representatives;
3. The Pandemonium of Metkyina’s Wit and Wisdom shall be done face to face;
4. Each group should perform a minimum of eight (8) and maximum of ten (10) minutes
declamation piece with the theme “SUSTAINING PASSION: Transforming Challenges
into Opportunities”;
5. The piece should be original. Failure to comply with this rule will result in
disqualification.
Mechanics
1. The speech will be of 8-10 minutes duration. The time limit will be strictly enforced.
First warning bell would be struck at the 8th minute. Final warning bell will be given 30
seconds before the 10th minute;
3. The tribe that will exceed the maximum time will have a deduction;
10 secs = deduction of 2 points
30 seconds = deduction of 3 points
1 minute = deduction of 5 points
4. The contestants from each tribes are expected to memorize their speech, and are not
allowed to read any part of the speech from papers, notes, or cards;
The contestants may keep in view the following points while delivering their speech:

originality/points of interest, incorporation of Personal References, Quotations

5. Groups may opt to create English or Tagalog piece/s. Any vulgar, malicious, and foul
words are highly prohibited;
6. Each team will randomly present their piece based on the number picked before the
contest begins;
7. All teams must be present in the venue and watch the contest from the beginning up to
the awarding ceremony;
8. Winners as well as the consolations will be announced after all the performances;
Champion - The Last Water Bender
2nd place - The Bloodbending Master
3rd place - The Armless Waterbender
4th place - The Cloudbender
10. Costume and props should be appropriate to the piece the contestant create.
11. The contestant shall provide three ( 3 ) pieces to be presented to the board of Olo'eyktans
(Judges).
The marks awarded by all the three judges should be added for arriving at total marks of a
participant/s. The average marks thus calculated shall be the final score for a particular
participant based on the scores a merit list shall be prepared. On the basis of which those who
have scored the highest marks in order of merit shall be declared 1st, 2nd and 3rd prize winners.
