Standard Operating Procedure Code 328TR-001

Title Vehicles – Wheel Clamp
Effective Date 01 October 2018

This procedure is developed for the purpose of standardizing the security procedure for
commercial/private vehicles improperly parked in the building or compound. Refer to Strata
Management Act: ‘Every Vehicle shall be properly parked in the designated parking bay
without causing any obstruction to any adjacent vehicle or the flow of traffic. An improperly
parked vehicle may be towed away or wheel-clamped by management corporation, at the
vehicle owner’s cost without prior notice,’ Security personnel on duty are required to understand
and observe the procedures prescribed herein at all times. When received complaint from the
residents or noticed during patrolling observation that there is a car improperly parked, security
personnel must follow the steps below:

Step 1
Take the photo of the vehicle before and after the clamping. Secure vehicle clamp at the
wheel on the driver side of the vehicle always. Make sure the padlocks are securely fastened.

Step 2
Place CLAMPING NOTICE on the windscreen of the offending vehicle.

Step 3
Before vehicle is unclamped, ensure that the PAYMENT OF RM100 (FINE) has been collected
from the driver and issue the receipt accordingly. Copy of the receipt must be kept together
in the ILLEGAL PARKING LOG BOOK.
