RULES AND REGULATIONS OF BASKETBALL LEAGUE

7up Summer League 2023


I. QUOTA
1. NO QUOTA NO PLAY. Every team’s responsibility is to pay their quota thus; Any team who
failed to pay their QUOTA will not be allowed to play.
2. In consideration, a team should at least complete to pay their QUOTA only until 2 nd game.
3. Team who are not yet fully with their QUOTA should at least pay 50% and above on their
1st game and should pay the remaining balance or QUOTA on the 2 nd game.
4. Any team who failed to complete their QUOTA on the 2 nd game will be no longer be
allowed to play.

II. ELIGIBILITY
1. All players must conform to the age bracket in each division of the tournament.
Mini Midgets: 14-17 yrs old
Midgets: 18-21 yrs old
Juniors: 22-30 yrs old
Seniors: 31 above (strictly for seniors only)
(Prior before the start of the league)
2. All players are required to submit eligibility form with signature
a. original copy of birth certificate PSA (if not avail just present your valid I.D)
b. any form of I.D

III. TEAM COMPOSITION


1. Participating teams shall have maximum of (15) players and all players will be allowed to
play in any game. (First 5 players in the first quarter. Second 5 players in the second
quarter. Third 5 during third quarter, without substitution). Opposing team has the right
to choose players of their opponent in case the other team is unable to field fresh player
until the third quarter.
2. NO team will be allowed to change their lineup after the deadline of the submission of
the documents lapsed.

IV. UNIFORMS
1. NO team/player shall be allowed to lay without wearing the proper uniform (identical)

V. DUTIES AND RESPONSIBILITIES


1. Both coaches of the playing team should know the rules and regulations of the game
and must see to it that they are in total control of their players and their benches.
2. Only the coaches of the playing team are allowed to stand and make necessary
verifications/complaints during the progress of the game.
3. Proper conduct on the part of Team Officials, Coaches and Players shall always be
observed. Any violation shall be ground for disqualification for the entire league

VI. TEAM DISCIPLINE AND CONDUCT OF PLAYERS


1. A team must be present at the playing court fifteen (15) minutes before the scheduled
match. In case a team will not show up after a grace period of fifteen (15) minutes, THE
TEAM WILL LOSE THE GAME BY FORFEITURE.
2. Any team who commits two (2) consecutive game defaults will be withdrawn from the
tournament without prior notice.
3. Any player, coach or manager who commits any of the enumerated acts of violence or
UNSPORTSMANLIKE conduct shall be penalized with a technical foul and or a suspension
in the game depending upon the gravity of the violation/situation.
4. Players who are under the influence of liquor or any prohibited substance are not
allowed to play.
5. Only the team captain in the floor can communicate with the game officials including
table officials regarding technicalities but not judgment call. However, it should be in
courteous and calm manner.
6. A player shall be disqualified/send out of the game if
a. He commits two (2) technical fouls in a game;
b. He commits two (2) unsportsmanlike foul in a game;
c. He commits both or combination of the two types of fouls mentioned.
d. The technical committee has the power to disqualify any player that may cause
detrimental values to the league.
e. Out of the game for three (3) minutes if he committed a violation any of the two
aforementioned fouls.
7. A player/coach disqualified or send out of the game shall be automatically suspended on
his next game. Repeating this offense shall be automatically disqualified from further
participation in the league.
8. The following are prohibited form the court’s premises:
a. ALCOHOLIC BEVERAGES
b. PROHIBITED DRUGS
c. GUNS OR DEADLY WEAPONS
9. Team members found positive either on alcohol or high on drugs will be automatically
banned from the league.
10. A team who “walked-out” on the game shall lose the game by forfeiture
11. In case of fights, every player involved will be automatically banned from the league. A
fight means: someone who has thrown a punch or kick an opponent or other physical
contact that is not related to basketball. The officials and the technical committees still
have the final decision.
12. All postponed games will be re-scheduled at the end of the round.
13. In the absence of the coach, the team captain will act as the playing coach.
14. Player/s caught giving an obscene sign such as dirty finger or heard saying bad words to
any official/s, technical committee/s, or to an opponent, that player/s will be given a:
a. Technical foul on the first offense;
b. Thrown out of the game on the second offense and will be suspended on his next
team game.
15. ALL PLAYERS AND COACHES MSUT BE PRESENT DURING THE SCREENING.
16. PLAYERS AND COACHES WHO DID NOT ATTEND THE SCREENING will not be allowed to
participate in the tournament.
17. All players shall bring original (PSA or NSO) birth certificate prior to the submitted photo
copied birth certificate.
18. Players who did not submit the required documents will not be allowed to play in the
league.
19. Teams with scheduled games must be within the premises of the basketball court 30
minutes before the schedule time play. At least (5) players from each team must be
present in the playing court of the game. The team that cannot comply with the
minimum number of players shall declare in forfeiture after the lapse of 15 minutes
grace period. These apply for the first game of scheduled game. For the second, third
and fourth games 10 minutes defaulting time be implemented on the time of schedule
game no more grace period or rules succession.
20. Deliberately forfeiting games in favor of another team or game fixing shall be ground or
disqualification of the entire team delegation for the entire duration of the league upon
review of the technical committee.
21. Team that will NOT comply 5 players during the opening ceremony will be automatically
forfeited on their last match game in the elimination round.

VII. GAME STOP PROCEDURE


1. If a game is stopped due to unavoidable circumstances like power failure, bad weather
condition and render the court is not playable.
2. If the match is in progress is stopped in the 1 st or 2nd period, the game shall be reset to a
new game with another playing date, the score be back to zero and the time will be
reset. Players who are not around/present during the match will NOT be allowed to play
during the rescheduled game.
3. In the game was stopped in the 3 rd, 4th or overtime period, the game will be resumed to
another playing date adopting the score and the remaining time of the game when it
was stopped. Player who are not around/present during the match will NOT be allowed
to play during the rescheduled game.

VIII. BREAKING OF TIES


In case of 2-way tie on team standings, win over-the-other will be applied.
In case of 3-way tie on team standings, game points difference will be applied. (FIBA RULES)

IX. PROTEST PROCEDURE


1. Protest involving violation of the general rules and regulations of the tournament shall
be done in writing and shall be addressed to the technical committee together with the
protest fee of PHP 1,000.00 the protest must be supported with proofs and evidences.
The technical Committee shall render judgment based on the data presented. The
protest fee shall only be refunded in case of favorable decision. Thus, it shall be
forfeited if their evidences and proofs were found to be unmeritorious.
2. In dealing with the protest, representatives from both parties shall be given the chance
to present their views/side.
3. If the protest has been proven true or valid, the team involve will be disqualified to
continue playing in all team for the duration of the tournament. The decision of the
committee is final and executory.
All protest concerning the eligibility of the players shall be done in written and be submitted
to the technical committee 24 hours before the opening day of the tournament and or after
the game.
Decision of the committee shall be final.

X. IMPERSONATION
Any player who is found out using other’s identity shall be suspended and automatically be
blacklisted in any basketball competition as sanctioned by Sanggunian Kabataan ng 7up
Cupang, and all the game/s he played by the team he represents shall be declared lost and
the team shall be automatically out from the league.

XI. SUPPLEMENTAL RULES


Any player who just turned age or celebrated their birthday six (6) months prior or before
start of the opening will be considered to join a division nearest their age. (APPLIED FOR ALL
DIVISIONS)
