GLOBALIZATION AND PUBLIC ADMINISTRATION

DIRECTION: Giving a comprehensive examination to Junior Students who took up a Bachelor in


Public Administration are expected to demonstrate an in-depth understanding of the core program
competencies of the course. The purpose of this kind of examination is to assess all students in
understanding of core program proficiencies as well as their ability to apply these in their area of
concentration. 

Students are expected to work independently in completing the comprehensive exam.

minor concepts relevant to the exam subject in a clear and logical way. Responses to the exam
questions must demonstrate subject matter knowledge and depth of understanding.

At the moment, globalization has brought about social development, which is an on-going
process to be further developed. PPPs (public-private partnerships) are agreements between the
government and the business sector. A PPP program allows the private sector to construct, run,
and maintain public infrastructure facilities and offer services that are typically provided by the
government. More benefits that are in accordance with local interests can be achieved through
collaboration. shares expenses and lowers risk. gives access to more money, either because
multiple local governments are cooperating and contributing money, or because a certain institution
may then access more money. Building capacity and structure are an example of public-private
collaboration for public service delivery.Collaborations are intended to bring together people,
agencies, organizations, and community members in a supportive environment to methodically
tackle current and upcoming issues that might not readily be solved by one group alone.

B. Globalization and Governance: Success and Failure

Globalization has currently resulted in governance, which is an ongoing process that has
to be improved further.
A fast expanding economic force has indisputably evolved into a growing political power as
a result of globalization. The global governance process and its institutions are now under more pressure
than ever before as a result of this fundamental transformation.
We can say that there’s a success in globalization and governance, somehow there’s a
failure too because maybe due of knowledge, and overuse. We may get foreign aid and financial support to
help other nations succeed in globalization and governance. Also, it promotes international peace. It lowers
the chance of invasion, increases great power checks, and restricts nationalism. International groups
frequently work to promote ideals like freedom and combat domestic violence inside nations. There is also
a failure, as I have already explained. It can lessen state sovereignty, and occasionally nations will exercise
their veto power and sluggish down the decision-making process.

C. The Consequences of Globalization

As globalization is linked to quick and major changes in people. The migration of people
from rural to urban regions has quickened, and the development of cities, particularly in the developing
world, is associated with many people living in inadequate conditions. Domestic violence, societal violence,
and disruption of families are all on the rise. According to what I've learnt about this issue, globalization
might exacerbate the gap in wealth and inequality between a society's more educated and less educated
citizens. As a result of ongoing pressure from globalization, which is one of the main effects of
globalization, unskilled employees may be impacted by dropping wages.

D. Globalization and Accountability

In the age of globalization, accountability is essential. Because of the enormous duty that
governments now have to their own populations as a result of globalization. In addition to questions of
human rights, laws of war, clear violations of the rights of another state, international affairs, war and
peace-related issues, and many other topics that were previously thought of as domestic, these duties also
emerge in many instances. There are growing international mechanisms, albeit this is typically not the main
topic when talking about the fundamental issues of secrecy and accountability. which are emerging and
having an impact on this situation, and which are sometimes developing swiftly and chaotically.

E. Globalization: A Theoretical Analysis with Implications for Governance and Public


Administration
To determine the Governance Implications, first, let's define the phrase "globalization as a
self-directed process," which refers to a process that evolves naturally. due to advancements in
technology, communications, and other Globalization and international relations are two separate
but related concepts. driven by design and, on the other hand, by the forces that make it happen.
The First process is unavoidable and similar to many other emerging phenomena over time. The
second step is crucial to comprehending the factors influencing globalization, knowledge of
ideologies, and the the effects they have on individuals, communities, and the environment,
nation-states, governing bodies, and the public systems for administration. In actuality, as
previously mentioned, globalization various effects, both beneficial and detrimental, on societies
and their governing structures.

F. Globalization and Democracy

With regard to information and communications technology and how it might support
individual freedom and free speech, the focus is on globalization and democracy. Technology has the ability
to be a weapon for propaganda and special interests while also enabling individual expression and
participatory governance. Democratic globalization advocates the expansion of political democracy to
include economic and financial globalization. It is predicated on the notion that unrestricted international
trade benefits the whole world community. They support financially open economies where the central bank
and government must be transparent to maintain market trust since openness is fatal for authoritarian
governments. They support democracies that, by removing barriers, increase citizens' accountability to
leaders.

G. Empowerment in the field of Philippine Public Service in Gender Policies: Women and
LGBTQIA+
Development is stronger and more durable when there is gender equality. In
addition to being an urgent moral and social concern, it also presents a significant economic
difficulty. The international economy will suffer if women, who make up half of the working-age
population worldwide, do not realize their full economic potential.
The Philippine Development Plan (PDP) 2017–2022 is covered by the Gender
Equality and Women's Empowerment (GEWE) Plan 2019–2025, as are the remaining years of the
Philippine Plan for Gender-Responsive Development (PPGD) 1995–2025. Government agencies
and instrumentalities prioritize the Plan's strategic actions to ensure that their combined efforts
produce more strategic and meaningful results that will significantly aid in bringing about the
desired improvements in the status and condition of Filipino women, particularly the
underprivileged and marginalized ones.
Let's keep in mind that not just males and women should be taken into
consideration.When it comes to gender equality. True gender equality involves empowering the
disadvantaged groups in society, including the LGBTQ community, women who continue to face
discrimination and hatred and are unable to reach their full potential as people, men who are
mistreated and mocked because of social oddities, and men who are denied access to basic
rightsn as well as people.

H. Globalization and the Challenges in Public Administration


All the individuals and processes which make it up governance are. We all know that Public
administration is a field in which leaders serve communities to promote the common good and affect
positive change, which is why they are related. The execution and operations involved in the
implementation of a policy, involving any actions of delivering services. More openness and transparency of
government affairs have been made possible by it. The public is paying attention to the government's
actions because of the global media. Revolutionary changes in the globe have been brought about by the
growth of the global society. Since its inception, public administration has had a number of difficulties. The
greatest significant influence on public administration came from globalization.

I. Leadership and Sustainability

While attaining goals, leaders offer direction, encouragement, and inspiration. Sustainability refers
to achieving our goals without affecting the capacity of coming generations to achieve their goals. We
require social and economic resources in addition to natural resources. Sustainability extends beyond the
environment. When it all comes together, sustainability leadership results. The goal of sustainability
leadership is to solve social, environmental, and economic problems in order to improve the world. It is a
process of influence that provides direction, alignment, and commitment. To effect change, leadership
entails taking chances and venturing beyond of one's comfort zone. This opens up possibilities for creative
problem-solving and original thought.. In order to lead sustainably, we must take a responsible stance and
consider how our decisions will affect society and the environment as a whole.

J. Globalization Today VS In the Past


If "new globalization" is about fast economic integration through a digital interchange, technology,
innovation, and organizational imitation, "old globalization" was about commodities and standard services
crossing boundaries. In essence, "new globalization" is the globalization of ideas and information. The
history of globalization Others claim that the first human migration routes, Genghis Khan's invasions, or
travel along the Silk Road are where the notion of globalization first emerged. Throughout history,
conquering empires led to the exchange of ideas, the blending of cultures, and trade between those
conquered territories. Today, the current globalization is the term used to characterize the increasing
interconnection of the economies, cultures, and inhabitants of the globe as a result of technology,
cross-border commerce in products and services, and movements of capital, people, and information
