• No person, partnership or corporation shall
undertake or operate any such declared
environmentally critical project or area without first
securing an Environmental Compliance Certificate
• Non compliance to PDD 1586 is subject to penalty
not exceeding Php 50,000.00
• Exempted from securing ECC are projects that
started before 1982 and did not underdo expansion
• May opt to secure a certificate of non-coverage;
• No penalty if project is already started or operational

Training shall provide a familiarization of the
requirements of RA 6969 and its implementing rules
and regulations (DO 2013-22)) such as but not
limited to proper handling, storage, labelling,

KEY PLAYERS AND
ITS ROLES IN THE
MANAGEMENT OF

HW GENERATOR
(„PROJECT‟)
• Acquire Hazardous waste generators ID
• Designate a Pollution Control Officer (PCO))
• Submit SM and CMR
• Implement proper waste management from the time the
wastes are generated until they are rendered non
hazardous by the nominated DENR accredited TSD facility
• Continue to own and be responsible for the wastes
generated in the premised until the wastes have been
certified waste treater as adequately treated, recycled,
reprocessed or disposed off waste
• Adhere to the hazardous waste transport manifest system
for offsite treatment, storage and disposal
HW GENERATOR
(„PROJECT‟)
• Prepare a comprehensive emergency
preparedness and response program to mitigate
spills and accidents involving chemicals and
hazardous wastes.
• Communicate to the employees the hazards
posed by the improper handling, storage, transport,
use and disposal of hazardous wastes and their
customers
• Develop capability to implement the emergency
preparedness and response programs and
continually train core personnel on the effective
implementation of such programs
HW TRANSPORTER
• Ensure that hazardous materials are transported in a safe
manner
• Receive wastes that are properly packaged and labeled from
the generator.
• Ensure that the transport vehicle have warning signs, markings
and other requirements by the DOTC on transporting hazardous
materials.
• Attach placards on the conveyances.
• Immediately inform the generator during cases of any
untoward events.
• Ensure that wastes of different subcategory should not be
mixed during transport, transshipment and storage.
• Immediately notify the EMB regional office in case of accidents
or spills and clean up the contamination according to the spill
response plan.
HW TRANSPORTER
• A DENR-accredited TSD Facility/Treater shall be
engaged by the generator for the proper
disposal and treatment of its hazardous wastes.
• • Its permits should be stored, treated and
disposed of in an environmentally- sound
manner.
• • Issue a Certificate of Treatment (COT) within
45 days after the wastes are received for
treatment.

• Household wastes such as garbage under RA 9003
except special wastes.
• Industrial & commercial wastewaters which are
disposed of on-site through the sewerage system
• Industrial and commercial solid wastes which do not
contain hazardous wastes
• Materials from building demolition except those
containing asbestos
• Septic tank effluents and associated sullage
wastewaters

SAFETY DATA SHEETS (SDS)

• An SDS (formerly known as


MSDS) includes information
such as the properties of each
chemical; the physical, health,
and environmental health
hazards; protective measures;
and safety precautions for
handling, storing, and
transporting the chemical.
REQUIREMENTS FOR STORAGE
• Be accessible in cases of emergency
and for purposes of inspection and
monitoring;
• • Be enclosed but adequately
ventilated;
• • Have floors that are impermeable to
liquids and resistant to attack by
chemicals, not slippery, and
constructed to retain spillages.
• • Be properly secured and not easily
accessed by unauthorized persons.

• Sharps should all be collected
together, regardless of whether or
not they are contaminated.
Containers should be puncture-
proof
• • Highly infectious waste should,
whenever possible, be sterilized
immediately by autoclaving.
• • Small amounts of chemical or
pharmaceutical waste may be
collected together with infectious
waste.

CONTAINERS
• Large quantities of chemical waste
should be packed in chemical resistant
containers. The identity of the
chemicals should be clearly marked on
the containers: hazardous chemical
wastes of different types should never
be mixed.
• Waste with a high content of heavy
metals (e.g. cadmium or mercury)
should be collected separately.

•Low-level radioactive infectious waste
(e.g. swabs, syringes for diagnostic or
therapeutic use) may be collected in
yellow bags or containers for
infectious waste if these are destined
for pyrolysis.

REPORTING AND MONITORING
• Close monitoring of actual hazardous waste generated, transported and
treated on a periodic basis and reflected in the Compliance Monitoring
Report (CMR) and Self monitoring Report (SR).

• Provision of latest Certificate of treatment (COT) should also be provided,


when required
