Profile of the Respondents

The personnel has been of great relief to women and children being maltreated and abused. The
research respondents ages from 50 and below, in which most are 31-40 years of age. Most the
respondents are married with the most with the rank of PCPL and PSSg, this shows that the respondents
are stable in their field and is a well verse with their job responsibilities. The trainings and
implementation as perceived by the respondents are helpful as basis for improvement and
implementation on the department.

Literature added: Accrording to Espineli & Lontoc (2015), the personnel on WCPD are known
as being the first respondents of the five pillars of the criminal justice system. They are often called
upon to intervene when an act of violence is in progress or shortly after it has occurred. These police
officers work with victims, offenders, witnesses and various forms of evidence

Level of implementation in handling CICL

The research shows how they are aware on the responsibilities that are on their care which will
further protect, educate, and take care of the women and children's right. The level of implementation
in handling CICL case showcased how and what the WCPD mostly do. Which most of them considered
the right of the child as they implement the CICL procedure. The Level of receiving CICL at their
community showed how important it is to deal with the patient slowly with initial investigation that will
later be signed by the patient which followed the proper procedures. The research was a success in a
sense that we will able to know the level of implementation and understanding of the WCPD.

women(2010), their response can have a dramatic impact on ensuing developments, including the
prevention of future violent acts and the protection of victims). The functions of police officers are very
wide in scope. It is hard for them to take all these actions to have positive outcome and giving the
victim justice from such abuse. However, they are always there to protect these victims whatever it
takes because of their mantra.

Relationship Profile of the Participants and the Level of Implementation In Handling CICL

Based on the findings the relationships were not statistically significant except the relationship
between age and receiving CICL cases in the station. Therefore, the receiving CICL cases in the station
are influenced by age.

Literature added: In the Philippines, a child or a minor is legally defined as a person below 18
years of age. Under the Juvenile Justice and Welfare Act of 2006, age 15 is the minimum age of
criminal responsibility (MACR). Lawmakers, however, have been pushing for the lowering of MACR
from 15 to 12 – a move that has been strongly opposed by many child rights advocates and experts.

The PNP Women and Children Protection Center has reported that from January to December
2020, authorities arrested 15,892 CICLs. Most of them are under the aged 12 to 13. Of these, 1,806
were undergoing diversion at the police level and 9,502 were turned over to Local Social Welfare and
Development Officers (LSWDO) or DSWD representatives. A total of 2,447 CICLs were turned over to
their families, while 3,111 were at large. Thirty-seven juveniles were incarcerated in facilities under
BJMP.
