Enhanced Multi-Level Precedence and Pre-emption Service

 EMLPP gives high priority CS and VGC users access to the network during
congestion. This happen in two ways;
1) One way is to remove low priority connections from congested cells (pre-
emption)
2) Second way is to put high priority connections with prioritize access
 EMLPP is supported by two different features on BSS level
1) Efficient Priority Handling (EPH)
2) Call Queuing
They can be activated independent to each other
Efficient Priority Handling (EPH):

High priority connections – PCI can prioritize over low priority connections – PVI.

It can pre-empt single slot CS connections, HSCSD, OPDCH.


Call Queuing:

All the connections are put in the queue. It can prioritize high priority users with low ones
without disconnecting them. “Queuing is applicable at single TCH assignment and handover (only
intra-BSC handover) of CS calls and at VGCH assignment.”

 A level is defined to connections at assignments (EMLPP Level) at the MSC


based on the calling subscriber's eMLPP level or the eMLPP level of the VGC.
 If no emlpp level is defined than n/w uses a default value i.e. for non-
emergency calls.
In MSC number of parameters are defined for each EMLPP
. The Pre-Emption Capacity Indicator (PCI)
. The Pre-emption Vulnerability Indicator (PVI)
. Queuing Allowed Indicator (QAI) and the priority level (PRIORITY)
These parameters are sent from the MSC to the BSC in the 48.008 ASSIGNMENT REQUEST, the
48.008 HANDOVER REQUEST and the 48.008 VGCS/VBS ASSIGNMENT REQUEST messages.
