FOR THE 1ST QUARTER OF C.Y 2022 HELD ON MARCH 15, 2022(8:30 AM) AT THE
MULTI-PURPOSE HALL OF LUCOG, TABUK CITY, KALINGA
I. Attendance: (please refer to the attached attendance sheet)
II. INVOCATION: Lead by Barangay Mrs. Irene Basitan.
III. MEETING PROPER: PB Nicanor EDAS: Good Morning to all of you…. We are here for our 1st
quarter meeting; I just want to discuss that one of the projects in our 20% has been implemented
for the 1st quarter. As of now, we need to implement some projects from 5% BDRRM Plan
because during our last month seminar on BDRRM we have a lot of things to do for the disaster
security of our barangay.
Kag. JoJo Baculi: But, the allowable withdrawal or fund for this month should not only be focus on
BDRRM because even the GAD PPAs need to accomplish some of it. Then monthly we need to
touch a little by little from the different areas of AIP like senior citizen, BADAC and etc.

Kag. Leonila Balunggay: I agree with that, but some projects need its total cost of fund before the
starting date of implementations like the 20% DF.

PB EDAS: then, I think we need to set a month for those projects from 20% DF where the
available fund for that month is only for the said project.

Ms. Zenaida Sagyaman: yes. But to the whole body of BDC may I request your approval to give
me time to plan for it because it’s not that easy due to various papers we need to prepare before
withdrawal and another document needs after the withdrawal and project implementation.

PB EDAS: ok treas. Take your time and just inform us every meeting. Is there any more
suggestions or comment?

Mrs. Violeta Colangan: I think all the agenda was discuss clearly and I move to close this
meeting. 

Ms. Jessica Batang-og: I second the motion.

III. MEETING PROPER:
PB: Good Morning welcome to our 2nd quarter meeting, I want to start this meeting by asking all
of you on what have you monitor or observe on the flow or run of our Development projects?

Kag. Malaga: As I observe chairman everything was in good flow of implementing all the PPAs.

Kag. Balunggay: May I ask treas. Sagyaman when will be the month of the total implementation
of PPAs from 20% DF?

Zenaida Sagyaman: this month until august it’s better to focus with the PPAs of GAD, LCPC and
SC then after this we can go forward with the 20% DF.
Kag. Malaga: may I ask about the LCPC if the feeding program are also extended to Elementary
pupils?

PB Edas: I’m sorry but the budget for the feeding program is only for back up fund for all the
goods coming from the municipal agencies. So, I think it’s not enough to extend in AES. But, if
AES request to allocate fund for feeding program it will be budgeted for 2023 and not this year.

Kag. Baculi: For our 20% Barangay development projects, there are 2 projects that was
completed for this quarter, it is in sitio Asin and sitio Balatoc.

Mrs. Colangan: May I ask if the Barangay is also participating in the Gulayan sa Barangay,
because the RIC and KALIPI will be joining the said contest. And if the Barangay is will be joining,
we might be of help.

PB Edas: We might be joining but not this year because we don’t have the established area for
the Gulayan, for now the Gulayan of the RIC and KALIPI will be our entry if there will be a
validation. Any more questions?

Kag. Dongdongan: I there are no queries and reports, I now move to adjourn the meeting.

Kag. Dumayag: For the 4th quarter our 20% Barangay development projects, are all implemented
and inspected with the City Engineering office.

Mrs. Irene Basitan: May I request the Body to allot a budget on the Senior citizens Christmas
party that we will be conducting.

PB Edas: Maybe you can pass a project proposal so that we will see if the proposed amount can
be handled by the Barangay Budget and the same time, we will consult the Budget office for the
legality so as to avoid the problems for the liquidations. Any more reports or queries?

Kag. Malaga: I there are no queries and reports, I now move to adjourn the meeting.

III. MEETING PROPER:
PB EDAS: Good Morning to all of us, today is our 2ND t quarter meeting for this year. Being the
chairman of Barangay Development Council I want to remind you our upcoming Budget Hearing.
Just be prepared, review our development plan and annual budget. The invited officers for the
budget hearing are the Sangguniang Barangay only but after the said activity we will discuss to all
of you what we have been through during the hearing. The Sangguniang Bayan has no yet exact
schedule for the hearing but they said that this will be held any working days in the month of
February. So, for us to concentrate with our development activity may I ask everyone what you
have notice or observe to all the accomplished and on-going development projects of our
barangay, Anyone?
Mrs. Julieta Olano: Chairman, what I have realize on the projects or plan of 2022 is that, no any
planned or proposed projects for the Farmers, where I am very worried why it was happen, as we
all know that farming is the major source of living for our constituents
Kag. Malaga:  Being the chairman of Agriculture committee, I also observe that. But we can’t do
anything about that for now because the proposed and approved projects for 2022 was passed by
the Sangguniang Barangay Members last year during the surge of COVID 19 wherein we have
prioritized the Health sector, But, don’t worry because for the year 2023 there are some proposed
projects for agriculture.
PB EDAS: then, as of now we will just concentrate on the monitoring of our accomplishment and
to be accomplish from the budgeted PPAs of 2022. Any more reactions? 
Kag. Dumayag: I guess no more relevant comments from us, I move for the adjournment.
Kag. Dongdongan: I second the motion.
PB EDAS: The meeting was moved for adjournment and was seconded; I now declare that our
meeting is adjourned.

III. MEETING PROPER:
PB. Edas started the meeting with a rollcall and thus a quorum was presented and the council
preceded with the agenda.
IV. Agenda:

2. Other matters

Punong Barangay Barangay asked the members on the monitoring of the Programs, Plans and
activities of the Barangay Council. Ms. Batang-og replied that for the incoming summer season
there will be various activities to be conducted, such as the Liga ng Kabataan, Youth Komustahan
and among others, she also added the support of the council on the financial matters because
they expecting the high attendance of the youth because during the COVID 19 surge they were
deprived of conducting such activities. Kag. Guasi replied that there is an allotted budget for the
said activities and it is far enough to be used for the mentioned activities for the Kabataan.

Kag. Baculi also added that the implementation of the 20% development projects will be starting
by April and on the month of June will be the Barangay Fiesta.
PB Edas said that for the Barangay Fiesta activities, the Bayas Festival which the Festival of
Barangay Lucog will be highlights and he solicitated for the council’s ideas on what will be the best
activities during the fiesta. Mrs. Olano commented that there should be a booth wherein the
Bayas products will be displayed. Kag. Malaga added that a search for MR. and Ms. Bayas 2022
might be conducted.

V. Adjournment: And since there being no other matter to be discussed the meeting
was adjourned at 3:20pm.
