The Chief Executive Officer, Kerala Beedi & Cigar Workers' Welfare Fund Board, Kannur invites open
tender through e-tender (two cover) from Bidders, who have successfully completed Any Government work
costing to 5 Lakhs ( during last three years) or above in a single Work order for Government Department in
Kerala f or the supply of Female Goat for the workers enrolled in Kerala Beedi & Cigar Workers’ Welfare Fund
Board. The specification of the Goat to be supplied , including its quantity and specifications are furnished in the
schedule of items given below. Tenders should be submitted as e-Tender in Two bid system through
https://etenders.kerala.gov.in. Since this is an e- tender, only those bidders who have enrolled in the
http://etenders.kerala.gov.in portal with their own Digital Signature Certificate (DSC) can participate in the
tender. E-Tender document and other details can be obtained from the above e- portal.
The last date for Submission is 18/02/2023 5.00 PM .The tender opening date is 20/02/2023, 5.30PM.
Hard copies (only technical details) of the documents may be submitted to The Chief Executive Officer, Kerala
Beedi & Cigar Workers' Welfare Fund Board, Thana, Kannur, 670 012 on or before 20/02/2023, 3.00PM. Hard
copies shall contain only the copies of the technical bids uploaded in the e-tender portal. No additional documents
submitted along with the hard copies will not be considered for evaluation.
SCHEDULE OF REQUIREMENTS
Places of installation: To be supplied at various places at their own risk as per the
instructions from the Chief Executive Officer.
1. The bidder shall quote for the entire items in the tender.
4. EMD is fixed as Rs. 28,600/- (Rupees Twenty Eight Thousand and Six Hundred only), should be
remitted through SBI Internet banking/ online NEFT transaction as indicated in the e-Tender notice. All
payments including EMD should be made through online.
5. The bidder should upload along with his tender a preliminary agreement executed and signed in Kerala
Stamp Paper of value of Rs.200/- or in a Plain Paper
4) The bidders shall keep their rate firm for a period of 90 days.
5) The successful bidder shall, before signing the agreement and within the period specified in the letter of
acceptance of his tender, deposit a sum, as decided by the Kerala Beedi and Cigar Workers Welfare Fund Board,
Kannur.
6) All bid/tender documents are to be submitted online only and in the designated cover(s)/envelope(s) on the
website. Tenders/bids shall be accepted only through online mode on the website and no manual submission of
the same shall be entertained.
8) Previous Work orders for an area of activity should produce along with the tender.
9) The Bidder shall not be under a Declaration of Ineligibility for corrupt or fraudulent practices or
blacklisted with any of the Government agencies. Declaration in this regard by the authorized signatory of the
bidder.
(The Kerala Beedi& Cigar Workers' Welfare Fund Board reserves the right to verify, if it so desires, the
correctness of documentary evidence furnished by the bidder. (In the absence of the above documents, the bid is
likely to be rejected.)
Terms and Conditions
1. The earnest money of the unsuccessful bidders will be returned through ONLINE NEFT Transaction and
the EMD of successful bidders will be discharged upon the bidder executing the contract and furnishing
the Security deposit that will have to be deposited for the satisfactory fulfillment of the contract.
2. Forfeiture of EMD: (i) If any bidder withdraws from his tender before the expiry of the bid validity period
specified or (ii) in case after being successful bidder, he/firm fails to sign the contract, and to furnish the
performance security.
3. Submitted online copies under the head, Other Important Documents should compulsorily include (As
mentioned in Annexure 7)

6. Scanned Copy of Valid GST Registration certificate & GST for Tender Fee PAID CERTIFICATE
8. Scanned Copy of Preliminary Agreement in Stamp Paper of Rs.200/- (As per format mentioned in
Annexure 6) or in a Plain Paper.
8. The installation, commissioning and the initial operation will be the responsibility of the supplier.
9. The payment will be made after completion of supply, and satisfactory inspection Report from the
Competent Authority.
10. The supplier should be ready to supply and complete the installation within 180 days of putting up
purchase order.
11. Bidders shall invariably specify in their tenders the delivery conditions including the time required for the
supply of articles tendered for.
12. Bidders shall clearly specify whether the goods are offered from indigenous sources, from imported
stocks in India, or from foreign sources to be imported under a license. The Kerala Beedi & Cigar
Workers' Welfare Fund Board reserves the right to reject offers for import of goods if the import Trade
Control Policy in force at the time of award of the contract prohibits or restricts such imports.
13. The final acceptance of the tenders rests entirely with the Kerala Beedi & Cigar Workers' Welfare Fund
Board who do not bind themselves to accept the lowest or any tender. But the bidders on their part
should be prepared to carry out such portion of the supplies included in their tenders as may be allotted
to them.
14. Communication of acceptance of the tender normally constitutes a concluded contract. Nevertheless, the
successful bidder shall also execute an agreement for the due ful fillment of the contract within the period
to be specified in the letter of acceptance. In cases where a successful bidder, after having made partial
supplies fails to fulfill the contracts in full, all or any of the materials not supplied may at the discretion of
the Chief Executive Officer, be purchased by means of another tender/quotation or by negotiation or from
the next higher bidder who had offered to supply already and the loss, if any, caused to the Kerala Beedi&
Cigar Workers' Welfare Fund Board shall thereby together with such sums as may be fixed by the Board
towards damages be recovered from the defaulting bidder.
15. Even in cases where no alternate purchases are arranged for the materials not supplied, the proportionate
portion of the security deposit based on the cost of the materials not supplied at the rate shown in the
tender of the defaulter shall be forfeited and the balance alone shall be refunded.
16. All payments to the contractors will be made by the Board in due course on submission of the invoice, by
way of cheques or drafts.
17. The bidder shall undertake to supply materials according to the standard sample and /or specifications.
19. Bidders should be prepared to accept orders subject to the penalty clause for forfeiture of security in the
event of default in supplies or failure to supply within the stipulated period.
20. Special conditions, if any, of the bidders attached with the tenders will not be applicable to the contract
unless they are expressly accepted in writing by the purchaser.
21. The bidder should send along with his tender an agreement executed and signed in Kerala Stamp Paper of
value Rs.200/- purchased in Kerala State. Tenders without the agreement in stamped paper will be
rejected outright. But in deserving cases where agreement has not been received, the CEO may exercise
his discretion and call upon such bidder to execute the agreement within a period of ten days from the
date of issue of such intimation, if the CEO is satisfied that the omission to forward the agreement along
with the tender was due to causes beyond the control of the bidder and was not due to any negligence on
his part. Agreement received from a bidder after the above time limit will not be considered.[Format of

22. The bidder shall quote their rate in the standard BOQ provided indicating the break up details.
23. The purchaser reserves the option to give price preference to the offers from Public Sector units and or
Small scale /Cottage Industries/Units over those from the other units in accordance with the policies of
the Government from time to time.
24. The supplier shall ensure the quality of the stores supplied.
25. The provisions of Kerala Stores Purchase Manual Revised 2013 are applicable to this Tender and further
proceedings.
26. The Chief Executive Officer, Kerala Beedi & Cigar Workers' Welfare Fund Board reserves all rights to
accept or reject the submitted tender without assigning any reason whatsoever at its discretion.
27. The bids shall be opened online at Kerala Beedi & Cigar Workers' Welfare Fund Board on the date
mentioned in Invitation Bid. If the date fixed for opening happens to be a holiday/due to net failure, the
tenders will be opened on the next working day, at the same time.
28. The tenders will be opened on the appointed day and time in the Office of the undersigned.
29. If any bidder withdraws from his tender before the expiry of the period fixed for keeping the rates firm for
acceptance, the earnest money if any, deposited by him will be forfeited or such action taken against him
as the Kerala Beedi & Cigar Workers' Welfare Fund Board think fit.
