SAFETY AND HEALTH PROTOCOLS ON COVID-19

INTRODUCTION

Coronavirus disease (COVID-19) is an infectious disease caused by a newly discovered

coronavirus, the severe acute respiratory syndrome coronavirus 2 (SARS-CoV-2). This is highly
transmissible that can infect people, young and adults. The virus is primarily spread between
people during close contact, most often via mall droplets produced try coughing, sneezing, and
taking. The droplets usually fall to the ground or onto surfaces rather dun travelling through air
over long distances. Transmission may also occur through smaller droplets that are able to stay
suspended in the air low longer periods of time. Less commonly, people may become infected by
touching a contaminated surface and then touching their face. It is most contagious during the
first three days after the onset of symptoms, although spread is possible before symptoms appear,
and from people who do not show

Following the novel coronavirus disease 2019 (COVID-2019) the Philippines including the
Province of Abra which has positive cases have put in place a number of measures, including
those affecting workplaces, to fight the spread of the disease. The world of work is severely
affected during this crisis, therefore, all sections of society - including schools and social partners
- must play a role in order to

protect faculty, personnel, students, their families and society at large. At this time, there are no
specific vaccines or treatments for COVID-19. However, there are many ongoing clinical trials
evaluating potential treatments. WHO will continue to provide updated information as soon as
clinical findings become available. The best way to prevent and slow down transmission is to
reduce stall and students and disseminate information about the nature of the disease, mode of
transmission, and the prevention measures that individuals should be followed.

GENERAL OBJECTIVE

This guideline has been developed to provide general guidance and information preparing for the
re-opening of the institution, and to have a Covid-19 free institution.

SPECIFIC OBJECTIVES:
1. Provide safe and healthy working condition and workplace
2. Maintain healthy teaching, non-teaching staff and students
3. Recommend health and safety practices and approaches in COVID 19 prevention

COVERAGE:
Administrators, teaching and non-teaching staff, students, parents, guardians and visitors.

SCHOOL PREVENTIVE MEASURES:

A. UPON ENTRY
1. Strictly "NO ID, NO ENTRY to employees, students shall be implemented.
2. Observe strictly "NO MASK, NO ENTRY TO ALL
3. Check TEMPERATURE. Temperature of less than 37.8 C is the baseline temperature
fever. Hence, any temperature above, he/she will be required to rest for 5 minutes and
have it rechecked.
4. Do Do proper handwashing
5. Register all entrants. Maintain and keep records of all and update it daily as they enter the
campus. Refer to the sheet prepared (PLACE FOR THE INTERVIEW- Near the guard
house)
6. FOR RETURNING EMPLOYEES:
a. Submit health certificates from their respective barangays/municipalities.
b. Observe allowed number of quarantine days to all exposed and suspects

B. SCHOOL CAMPUS
1. Wear FACE MASK while inside the campus. Anybody caught without face mask/face
shield will be dealt accordingly.
2. Observe SOCIAL DISTANCING at least 1 meter or 3 feet apart.
3. Do hand washing often or apply 70%, alcohol, hand sanitizers may do.
4. Avoid loitering around the campus. If purpose of your presence in the campus is
accomplished leave the school premises
5. Use your own cellular units

C. OFFICES:
1. Install IMPERVIOUS PLASTIC BARRIER in front of the table and counters.
2. Have a well-ventilated office. An exhaust fan will add in the circulation and ventilation
of the air volume in the room.
3. Wearing FACE MASK at all times is mandatory. (Use of face shield on case-to-case
basis e.g., Face to face interaction)
4. Frequent HANDWASHING with soap and water every 20 minutes is mandated. If not,
use 70% alcohol or sanitizers.
5. AVOID TOUCHING your eyes, nose and mouth
6. Observe SOCIAL DISTANCING at least 1 meter or 3 feet in between.

D. CLASSROOMS
1. Install IMPERVIOUS PLASTIC BARRIER on the teacher's table
2. Ensure NO MASK, NO ENTRY" policy around the campus
3. Allow only 50 % of the capacity of each classroom
4. Observe SOCIAL DISTANCING. OBSERVE I METER distance apart. Chairs will be
arranged at least 1 meter apart.
5. Ensure that classrooms are well ventilated with good air flow; natural ventilation is
preferred. Windows of classrooms should be opened. Switch on fans and EXHAUST
FAN enhance air Blow
6. Ensure enough water and soap supply all wash areas near the classrooms
7. Label and put yellow plastic lining of trash can for proper disposal of used tissue,
paper towels and mask.
8. Ensure the cleanliness of the classroom used by students with focus on the frequently
touched surfaces, such as door handles/knobs, tables, chairs etc. on a routine basis.
9. Ensure labelled disinfectants inside the classroom for periodic disinfection

E. HALLWAYS/WAITING AREAS
1. Maintain Good Outdoor Ventilation.
2. Alcohol/ Sanitizers shall be made available.
3. Observing physical distancing at least 1 meter apart.
4. ALLOW only accompanying person for students who are wheelchair borne or needs
assistance.
5. Ensure the cleanliness of the premises through thorough cleaning and disinfection
periodically
6. Label and put yellow plastic lining of trash can for proper disposal of used tissue,
paper towels and mask.
7. Consider creating one-way hallways to reduce close contact.
8. Place physical guides, such as tape, on floors or sidewalks to create one-way routes.
9. Where feasible, keep students in the classroom and rotate teachers instead.

F. SCHOOL CANTEEN
1. Secure health/ sanitary certificates to all servers and handlers
2. Designate a cashier who will not be allowed to serve food at the same time.
3. Have a well-ventilated canteen or dietary. Exhaust Fan is a MUST for better air flow
4. Implement stagger meal times to reduce the number of students/employees gathering
in lunchrooms/canteen.
5. Observe "SOCIAL DISTANCING"
6. Observe "NO FACE MASK, NO ENTRY"
7. Use proper PPE by Food servers and handlers: hairnet, mask, gloves, facial shield and
clean apron.
8 Install IMPERVIOUS PLASTIC BARRIER on the serving areas, cashier
9.STERILIZE cutlery at all times. Employees, students, parents and guardians are
encouraged to bring their own plates, glass and cutlery.
10. Handwashing areas shall have sufficient clean water and soap, tissue/paper towels
11. Observe proper waste segregation.

E. RESTROOMS
1. Observe 'NO MASK, NO ENTRY" policy.
2 Limit the number of people in the restrooms.
3. Provide disinfection parts at the exit of the restroom
4 Have enough supply of water and soap in the area for HANDWASHING.
5. Frequent disinfecting of the door knobs and doors by the maintenance crew of each
Restroom

COVID-19 such as school entrances, restrooms hallways, waiting areas

DISINFECTION OF SCHOOL ENVIRONMENT

A. Frequency of Cleaning
1. Ensure the cleanliness of the school premises every day. (Restrooms, in particular,
should receive frequent cleaning and disinfection).
2. Use disposable gloves, gowns, a mask (like a cloth face covering) for cleaning and
disinfection. Carefully remove and throw them away immediately after disinfection and
trash disposal.
3. Always clean before beginning disinfection. Cleaning with a detergent or soap and
water solution removes particles that can carry risk of COVID-19 on surfaces. This
reduces the viral load before disinfection begins, which helps the disinfectant to be more
effective in killing the remaining virus.
4. Appropriate use of personal protective equipment (PPE) should be practiced to avoid
harmful effect of the disinfectant.

B.Use of foot/shoe baths


1. position foots pads with disinfectants in all major entrances. If these will be used,
spreading of the virus via shoes and other surfaces will be minimized and prevent any bacteria or
virus from entering the facility or home.

 The minimum PPE when disinfecting: rubber gloves, closed shoes, waterproof aprons.
Eye protection or face shield and medical mask maybe needed to protect against
chemicals in use
 The disinfectant and its concentration should be carefully prepared to avoid damaging
surfaces and avoid harmful effects on the skin.

To make a bleech solution, mix:


 5 tablespoon (1/3 cup) of bleach per gallon of water OR
 4 teaspoon of bleach per quart of water

Note: Make only enough diluted bleach solution that can be used in 24 hours. After that, the solution may
not be effective

Note:
When preparing chlorine for use note that:
 chlorine solutions gradually lose strength, and freshly diluted solutions must therefore be
prepared daily
 clear water should be used because organic matter destroys chlorine
 1:10 bleach solution is caustic. Avoid direct contact with skin and eyes
 bleach solutions give off chlorine.
 Prepare them in a well-ventilated area.
 use plastic containers for mixing and storing bleach solutions as metal containers are
corroded rapidly and also affect the bleach.
 Decontamination of surfaces
 Wear an apron, heavy-duty gloves and other barrier protection if needed.
 Disinfect surfaces by wiping clean with 1:100 chlorine solution, then incinerate
allabsorbent material in heavy-duty garbage bags.
 The surfaces must be rinsed with clean water after disinfection.

ROLE OF SCHOOL ADMINISTRATORS


School Administrators must consider how to protect the health, safety, and wellbeing of
students, teachers, other school staff, their families, and communities and prepare for educating
students. It is their ardent role for employers to implement engineering, administrative, and work
practice controls and personal protective equipment (PPE) in the promotion of a health COVID
19 free workplace.
According to the CDC, symptoms of COVID-19 may appear in as few as 2 days or as
long as 14 days after exposure. The basic principles can help keep students, teachers, and staff
safe at school and help stop the spread of this disease.

Recommendations for healthy schools are:


 Sick students, teachers and other staff should not come to school
 Schools should enforce regular hand washing with safe water and soap, alcohol rub/hand
sanitizer or chlorine solution and, at a minimum, daily disinfection and cleaning of school
surfaces
 Schools should provide water, sanitation and waste management facilities and follow
environmental cleaning and decontamination procedures
 Schools should promote social distancing la term applied to certain actions that are taken
to slow down the spread of a highly contagious disease, including limiting large groups
of people coming together)

Ensure safe school operations


1. Update or develop school emergency and contingency plans. Consider cancelling any
community events/meetings that usually take place on school premises, based on risk.
2. Reinforce frequent handwashing and sanitation and procure needed supplies. Prepare and
maintain handwashing stations with soap and water, and if possible, place alcohol based
hand rub (hand sanitizers) in each classroom, at entrances and exits, and near lunchrooms
and toilets.
3. Clean and disinfect school buildings, classrooms and especially water and sanitation
facilities at least once a day, particularly surfaces that are touched by many people
(railings, lunch tables, sports equipment, door and window handles, toys, teaching and
learning aids etc.)
4. Implement social distancing practices that may include:
o Staggering the beginning and end of the school day
o Cancelling assemblies, sports games and other events that create crowded
conditions
o When possible, create space for children's desks to be at least one meter apart
o Teach and model creating space and avoiding unnecessary touching
5.Plan ahead with local health authorities, school health staff and update emergency contact
lists.
6.Utilize parent-teacher associations and other mechanisms to promote information sharing

DUTIES OF EMPLOYEES
1. Comply with all school guidelines in place for the prevention and control of Covid-19
2. Frequently wash your hands with soap and water for at least 20 seconds. When soap and
running water are unavailable, use an alcohol-based hand rub with at least 60% alcohol.
3. Always wash hands that are visibly soiled
4. Avoid touching your eyes, nose, or mouth with unwashed hands. 5. Practice good
respiratory etiquette, including covering coughs and sneezes. 6. Avoid close contact with
people who are sick
7. Stay home if sick.
8. Always wear your face mask or face shield and observe physical distancing.
9. Reduce, as far as possible, physical contact between workers (e.g., during meetings or
during breaks). If close contact is unavoidable, keep it to less than 15 minutes.
10. Clean your premises frequently, especially counters, door handles, tools and other
surfaces that people touch often and provide good ventilation if possible.
11. Transparent with travels and honest with health conditions
N.B. The Medical/Dental staff, Nursing Department staff, Student Affairs Office,
Coordinators (grade school, high school and college departments) are given the authority to
monitor and conduct random checking for the implementation of this guidelines. Any
misdoing shall be reported for proper action.

RECOMMENDATIONS:

A. ENGINEERING ASPECT:
1. Plan for the entry and exit of the campus to avoid overcrowding
2. Better ventilation of all offices and classrooms such as the installation of exhaust
fan.
3. Provision of handwashing areas in strategic areas 4. Promote social distancing

B. ADMINISTRATIVE ASPECT:
1. Plan alternative work force such skeletal and work from home scheme if needed
based
on IATF protocols.
2. Deploy additional staff in the entry point
3. Encourage the use of sick leave benefits for the unwell employees.
4. Facilitate the employees' Philhealth benefit on Covid-19 packages.
5. Do provide technical and pedagogical support for faculty members who will
inevitably struggle with putting their face-to-face courses online or any modality of
teaching
6. Provide the necessary policies based on IATF-Covid-19 protocols.

C. PERSONNAL PROTECTIVE EQUIPMENT


1. Provide face mask, face shield and gloves for employees in high-risk areas and offices.
