TOPIC: Energy Audit and Management: An Introduction to Upcoming Industry Professionals

Dr. Eric D. Tamondong, PEE, Regional Governor of Southern Luzon Region, held a
seminar on March 22, 2023, which focused on the Energy Efficiency and Conservation Act RA
11285. The aim of the seminar was to educate attendees about the significance of energy
conservation and efficiency, and to discuss the opportunities and certifications available in the
electrical engineering field. During the seminar, Dr. Tamondong introduced RA 11285, a law that
aims to enhance the efficient use of energy, institutionalize energy efficiency and conservation, and
grant incentives to energy efficiency and conservation projects. The Department of Energy is
responsible for implementing the law, and an inter-agency committee on Energy efficiency has
been created to ensure compliance.
The seminar encouraged attendee participation and engagement, with Dr. Tamondong
offering a reward of 50 pesos for correct answers to questions about energy conservation and
efficiency. The attendees learned that energy efficiency pertains to the technical performance of
energy conversion and consuming devices and building materials, while energy conservation
involves actions to reduce the amount of energy end use. Dr. Tamondong also discussed the
various certifications and upgrades available in the electrical engineering field, including RME,
REE, PEE, ASEAN ENGR, ACPE, APEC ENGR, Master Degree, and Doctorate, as well as the
different fields of practice, such as consultancy service, professional design services,
management & supervision, and teaching electrical subjects.

The seminar highlighted the importance of energy conservation and efficiency for the
environment, individual utility bills, job creation, and the stabilization of electricity prices and
volatility. Attendees were reminded that energy conservation should start at the household level
and that simple actions can have a big impact, resulting in a lower carbon footprint. The seminar
emphasized the need to take control of the levels of toxins in the environment to protect our
health.
