I. CONTEXT AND RATIONALE

Reading is the process of looking at written symbols and letters and

understanding the meaning of them. It's one of the four main language skills alongside

listening, speaking and writing. Reading is usually the third language skill that learn in

native language - it comes after listening and speaking. Reading comprehension is one

of the most complex behaviors in which humans engage. Reading theorists have

grappled with how to comprehensively and meaningfully portray reading comprehension

and many different theoretical models have been proposed in recent decades

(McNamara & Magliano, 2009; Perfetti & Stafura, 2014). Briones stressed the

importance of strengthening each learners’ proficiency in order to fill these gaps. In an

effort to strengthen the reading proficiency of every learner and help nurture the culture

of reading, Education Secretary Leonor Briones issued DepEd Memorandum NO. 173

s. 2019 that aims to give learners the reading skills to make them proficient and

independent readers in their grade level. Deped Sultan Kudarat Division also issued

Division Memorandum No. 56 s. 2022 which reiterates the “NO READ NO PASS” in all

public elementary schools within the division.

The Result of PHIL-IRI Pre Test in Bayawa Elementary School conducted last

September 2022 showed 65 (17.10%) non-readers out of 380 pupils. To help the

identified non-readers, Bayawa Elementary School launched the Pagbasa para sa

Batang Bayawa Program which aims to focus the essential needs of non-reader pupils

thru effective reading program by conducting remedial classes of at least 30 to 40

minutes every day, which is incorporated into their class program to be conducted by

the remedial teacher/class adviser. Reading materials will be provided which were
adapted from Marungko, Claveria and Kartilya approaches/methods while English is

patterned to Fuller and the Sight Words Approaches/Methods.

This action research will investigate the Reading Comprehension Improvement

of Grade VI Pupil of Bayawa Elementary School Through Unlocking of Difficult Words,

Identify Key Words and Context Clues.


CONCEPTUAL FRAMEWORK OF THE STUDY

The organization of ideas, which stemmed from the problem are arranged

logically based on the conceptual framework. The paradigm presents the IPO Model

wherein the Pretest Result of the PHILIRI is labeled as the Input, Reading

Comprehension Improvement of Grade VI Pupil of Bayawa Elementary School Through

Unlocking of Difficult Words, Identify Key Words and Context Clues ) will be used as the

II. RESEARCH QUESTIONS

This study will focus on Grade 3 to 6 nonreaders of Malingon Elementary School

and determine the effectiveness of the SAGIP program as a reading remediation in

developing their reading skills.

Specifically, it will seek answers to the following questions:

1. What is the level of reading literacy among pupils before the SAGIP Program?

2. What is the level of reading literacy among pupils after the SAGIP Program?

3. Is there a significant difference between reading literacy levels before and after

implementing the SAGIP Program?

III. Proposed Innovation, Intervention Strategy

The researchers will use the result of the PHIL-IRI pre-test (Philippine Informal

Reading Inventory) from Grade III to Grade VI pupils of Malingon Elementary School as

the basis to determine the level of their reading skills. The PHIL-IRI pre-test result

conducted last September 2022 showed 27 (20.15%) non-readers out of 134 pupils.

The identified non-readers will undergo the SAGIP Program as reading remediation to

develop their reading skills. This program requires each classroom to have a remedial

session of at least 30 to 40 minutes every day, which is incorporated into their class

program to be conducted by the remedial teacher/class adviser. Reading materials are

provided, which were adapted from Marungko, Claveria and Kartilya

approaches/methods while English is patterned to Fuller and the Sight Words


approaches/Methods. The reading materials have word reading, word recognition

lessons, word phrases to sentences containing the word pattern/s and sight words with

comprehension questions. Class advisers/remedial teachers will serve as the mediator

in implementing the SAGIP Program, and the reading coordinator and the school head

will strictly monitor the program's implementation. The PHIL-IRI Post assessment will

be conducted to determine the effectiveness of the SAGIP Program in developing the

reading skills of the non-readers.

ACTION RESEARCH METHODS

a. Respondents

It will be conducted on the 27 nonreaders from Grades III to VI of Malingon

Elementary School. The respondents are chosen through a purposive sampling method

using the PHIL-IRI Pre-Assessment Result.

b.Locale of the study

The action research study will be conducted in Malingon Elementary School ,

Barangay Malingon, President Quirino, Sultan Kudarat.

c. Research Design

The researcher will be using the Quantitative Descriptive research design since

the researchers seek to describe the reading level of Grades III to VI learners before

and after the SAGIP Program is conducted and the effectiveness of the Sagip Program

in developing the reading skills of the non-readers in Malingon Elementary School.

d. Research Instrument

The researchers will be using the PHIL-IRI Pre-Assessment Tools in identifying the

nonreaders to be subjected in the Sagip Program and the PHIL-IRI Post Assessment

Tools to determine the effectiveness of the program in developing the reading skills of

the nonreaders.

e. Data Gathering Methods

As soon as the Schools Division Superintendent (SDS) granted permission to

conduct the study, the researcher will do everything to solve the research problem.

The accomplished forms and data will be collected and the results will be

analyzed and interpreted. The details of the above process will be presented in the

waterfall diagram (Figure 2).

f. Statistical Treatment of Data

The Phil-IRI Assessment Tools will be used to determine the reading skills of the

respondents.

To calculate the word reading score in percentage:

Word Reading Score = (No. Of words correctly read/No. of words in the passage) x

100

To calculate the reading comprehension score in percentage:

Reading Comprehension (Score= No. Of correct answer/ number of questions)x

100

To determine the proficiency level of learners in word reading as well as in reading

comprehension, the percentage scores will be analyzed following the rating scale based

from Phil-IRI Manual, 2018

Then the learners reading proficiency level in general will be determined using the

criteria basing from PHIL-IRI manual, 2018.

The pretest and post-test results of the respondents will be compared to determine

the effectiveness of the SAGIP Program in developing the reading skills of the

nonreaders of Malingon Elementary School using the descriptive research design.

VI. Plans for Dissemination and Advocacy

The study will be cascaded to the internal and external stakeholders during

parents-teacher’s general assembly and LAC sessions. These avenues will be utilized

to disseminate and share the results of the action research to improve the reading

literacy of the learners.

The results of the action research will be used in making action plans and

developing more reading interventions to improve the learners' reading comprehension

skills and other interventions to improve the learners' academic performance.

The researchers will present the action research study to the research forum in

the region, national or international levels then publish the book in the chosen

publishing house as a sort of information dissemination of the results of the study.
