I. Introduction and Rationale

The effects COVID-19 pandemic on our society makes us realize to continue

our lives and work. We need to adapt to the challenges and issues we are facing in this

new normal. We need to create the next new normal, one that has equity as its

foundation. And creating a more equitable educational system is fundamental to that

next new normal.

With the ongoing pandemic, we can see how important it is in our country. In

fact, it has been tagged as the “silver lining of our education system” in a virtual round

table called “Education During Trying Times” last October 2020. “We are in an era of

technology and digitalization. Let us maximize all of these and continue to help each

other and find solutions to the challenges being faced by the education sector,” said Dr.

Ethel Agnes P. Valenzuela, SEAMEO secretariat director.

The education system has undergone a paradigm shift from the traditional

approach to a technology-oriented one. Technology has truly improved and continues to

evolve. Leveraging technology in these ways will require significant changes in

educational practices.

In 2011, the Department of Education (DepEd) initiated the Learners’ Information

System (LIS), an online facility that provides for the registration of learners enrolled in
public schools. Since its installation, the LIS has allowed the department to generate the

total public-school enrolment based on the actual registration of learners.

The LIS is an innovative tool that the department uses to manage information

with the aim of promoting transparency, informed decision-making, and empowerment

at different levels of the organization. While being a tech-based solution, the LIS

involves an inclusive, community-driven process that thrives because of the active

engagement and participation of all teachers, principals, planning officers, and other

DepEd personnel all throughout the Philippines.

According to Secretary of Education Armin A. Luistro, “Considering the size of

the Department and the number of schools under it, it is very critical for the Agency to

be equipped with the right information at the right time to be able to make better

decisions. This is essentially an online registry of learners that is important for any

educational system or institution. We need to continually get to know our learners better

so that we can respond better.”

This system is envisioned to allow the department to better track its learners in

both formal and non-formal instruction so that more appropriate interventions can be

formulated in the provision of quality education for all Filipino learners. The use of

automation and technology has helped the Department update information on

enrollment for planning, budgeting, and resource allocation among others. Luistro

added that “What used to take ten months to collect, consolidate and validate has now

been reduced to three months. This is a result of the use of technology and the power of

our people.”
The DepEd Order no. 26, s. 2015 “Learner Information System (LIS) and

Enhanced Basic Education Information System (EBEIS) updating for Beginning Of

School Year (BOSY) 2015-2016” to establish accurate and reliable registries of learners

and schools which will ensure the availability of data and information needed for

planning and budgeting, allocation of resources and setting operational targets to

provide access to compete for quality basic education, the Department of Education

(DepEd) has implemented the Enhanced Basic Education Information System (EBEIS)

and Learner Information System (LIS). All public and private elementary and secondary

schools, state universities and colleges (SUCs) offering elementary and secondary

education, and all programs under the Alternative Learning System (ALS),

including Abot-Alam, are directed to register and update their learners’ profiles through

the LIS.

The LIS is an innovative tool that the department uses to manage information

with the aim of promoting transparency, informed decision-making, and empowerment

at different levels of the organization. While being a tech-based solution, the LIS

involves an inclusive, community-driven process that thrives because of the active

engagement and participation of all teachers, principals, planning officers, and other

DepEd personnel all throughout the Philippines

The LIS helps to reduce clerical work, better evaluation of workload, faster

communication, and improvement of information given to the clinician: adapted

reference values, interpretation, comments, improved retrieval operations, and faster

billing.
II. Literature Review

This chapter presents relevant related literature and studies which were lifted

by the researcher from professional journals, books, and the virtual world to facilitate

clearer views and a better understanding of the study at hand.

The study of Ceniza (2020) deals with the experiences of secondary school

heads in using LIS facilities since the Division Planning Section faces problems with LIS

usage among Secondary schools. It focused on the efficiency of LIS facilities as

perceived by the school heads, the difficulties encountered by the secondary school

heads in using LIS facilities and. Lastly, the intervention/ technical assistance that can

be given to the secondary school heads along LIS facility use was also dealt with.

Matias and Timosan (2021) averred that there is a need to examine the user’s

actual use attitude, and behavior towards the system and to understand the factors

affecting its successful implementation to improve the system capabilities and cater to

teacher and learner increasing needs.

The study of Casipit (2019) revealed that the majority of the respondents

manifested a moderate level of assessment in terms of LIS' Information Quality, Service

Quality, and its Management Support System, more than three-fourths of the total

respondents acquired only basic skills and knowledge in using computers, lack of ICT

related training among the respondents reflected, and availability of working computers

and internet facilities were not enough. The result manifested an overall moderate level

of assessment in the system's Information Quality, Service Quality, and Management

Support System.
Manlapaz (2016) cited that computer technology has challenged the traditional

approaches of teachers in keeping adequate records in order to become fully effective

at integrating the new technology, teachers must be computer literate and must make

the necessary adjustments from outdated to updated trainings and seminars about the

technology. The use of this new system in education is a new challenge to teachers but

offers significant benefits.

DepEd Order No. 42, s. 2014 “Guidelines on Resolving School Year (SY) 2014-

2015 Learner Information System (LIS) Data Issues” the LIS is envisioned to allow the

department to better track its learners in both formal and non-formal instruction so that

more appropriate interventions can be formulated in the provision of quality education

for all Filipino learners.

Llego (2017) revealed that the LIS is an innovative tool that the Department

uses to manage information with the aim of promoting transparency, informed

decision making, and empowerment at different levels of the organization. While

being a tech-based solution, the LIS involves an inclusive, community-driven

process that thrives because of the active engagement and participation of all

teachers, principals, planning officers, and other DepEd personnel all throughout

the Philippines.

The Department of Education issued DepEd Order No. 51, s. 2015 dated

October 29, 2015, entitled” Guidelines on the Implementation of the SHS Program in

Existing Public JHSs and ISs, Establishment of Stand-Alone Public SHSs, and

Conversion of Existing Public Elementary and JHSs Into Stand-Alone SHSs”. The

department enclosed Procedures on Encoding and Data Processing for the Senior High
School (SHS) of learners in private schools, Higher Education Institutions (HEIs), State

Universities, and Colleges (SUCs), and Local Universities and Colleges (LUCs) in the

Learners Information System (LIS) for Beginning of School Year (BOSY) 2016-2017.

This DepEd Order aims to provide guidance to all concerned schools in the setting up of

LIS accounts and enrollment of SHS learners in the system.

DepEd Order No. 52, s. 2016 entitled” Data Collection of Basic Education

Statistics In The Learner Information System And Enhanced Basic Education

Information System For Beginning Of School Year 2016-2017” states that the

Department of Education issues the enclosed guidelines on the Data Collection Of

Basic Education Statistics In The Learner Information System (LIS) and Enhanced

Basic Education Information System (EBEIS) for Beginning of School Year (BOSY)

2016-2017, together with the data Gathering Forms, Matrix of Accountability and Data

Dictionary. This DepEd Order aims to provide guidance to all concerned schools and

learning centers in the data collection of basic education statistics and enrollment of

learners in the system. All public and private elementary and secondary schools,

learning centers, state universities and colleges (SUCs), local universities and colleges

(LUCs), and higher education institutions (HEIs) offering elementary and secondary

schools are directed to register and update their learners’ profile in the LIS and update

the school’s profile in the EBEIS guided by the enclosed data gathering forms and data

dictionary.

Konrad (2007) deals with the organization of information and information

resources as one of the fundamental aspects of LIS and as well as an example of LIS’s

uniqueness and multidisciplinary origins. Some main tools used by LIS towards this end
to provide access to the digital resources of modern times (particularly theory relating to

indexing and classification) originated in the 19 th century to assist humanity’s effort to

make its intellectual output accessible by recording, identifying, and providing

bibliographic control of printed knowledge. The origin of some of these tools was even

earlier. In this way, a business concern for publishers-keeping track of and advertising

inventory-was developed into a system for organizing and preserving information by the

library.

Picton (2019) conducted a survey report that complements a longer report

exploring teachers’ use of technology to support literacy in the classroom, which was

funded and supported by Crick Software in 2018. The survey received 219 responses

from 166 schools. Just over half (53.9%) were from teachers based in primary schools,

and almost 4 in 10 (37.9%) were from secondary schools. The remainder were from a

range of educational settings, including Pupil Referral Units and special schools. The

survey showed that a high percentage of teachers feel technology is an effective tool for

supporting pupils’ access to, and enjoyment of, traditional and newer literacy practices.

Responses and comments also emphasize its role in enabling those who struggle to

access literacy learning through print-based formats, helping these children overcome

barriers, facilitating self-expression, improving writing regulation and resilience, and

ensuring children with diverse needs can take part in meaningful literacy experiences.

Hinds (2018) challenged the tech industry to launch an education revolution for

schools, colleges, and universities. To bring education to life by helping children take

virtual trips through the Amazon and control robots, while also slashing the time their

teachers are spending on burdensome administrative tasks.


Lefebvre, Bakhtiari, and Spruit (2020) explored several organizational and

technological challenges occurring during the planning phase of research data

management, more precisely during the grant submission process. By doing so, we

deepen our understanding of a crucial process within research data management and

broaden our understanding of the current stakeholders, practices, and challenges in

RDMP -according to the researchers. Data management plans play a central role in

research data management planning (RDMP).

Murti, et al (2018) succeeded in formulating the need for master data

management and master data source of employment at XYZ Institute. Such personnel

data can be integrated using collaborative usage methods and transaction hub

architecture patterns. Master data management is expected to help XYZ Institute in

managing personnel data to improve data quality.

The study of Zalat, Hamed, and Bolbol (2021) avowed that the perceived

usefulness, perceived ease of use, and acceptance of e-learning. The highest challenge

for accepting e-learning were insufficient/ unstable internet connectivity, inadequate

computer labs, lack of computers/ laptops, and technical problems. The significant

indicators affecting e-learning acceptance were age under 40 years, teaching

experience less than 10 years, and male gender. This study highlights the challenges

and factors affecting the acceptance of e-learning as a tool for teaching within higher

education, in developing countries and may lead to strategic development and

implementation of e-learning and view technology as a positive step towards evolution

and change.
Division Memorandum No. 83, s.2022”Capacity Building of District Planning

Officer-Designates on Data Management”. To ensure that the division develops the

strategic and operational plans establishes the policies, standards, and guidelines, and

is provided the educational data and information to make governance and operational

decisions in improving access to and delivery of quality basic education through

Leading in the provision and utilization of complete, valid, timely and accurate data and

information for planning, budgeting and policy direction and maintenance and updating

of the Data Management System is a must.

In this new normal education, the usage of technology is a must to become more

efficient and effective in coping the challenges, issues, and concerns. An online

technology system is the easiest way in gathering data, consolidate, and submission of

reports. The Department of Education’s innovative LIS Facility is a tool used to manage

learners’ information and improve the collaboration of all personnel in the organization.

III. Research Questions

This study will focus on the Challenges Met by the thirty-two (32) District

Planning Officer-Designates in the Learners Information System (LIS) /Enhance Basic

Education Information System (EBEIS) and Data Management in the Schools Division

of Masbate Province. To identify their problems, areas of difficulties, and issues that

require immediate action for them to work effectively and efficiently.

More specifically, it sought answers to the following queries:

1. What is the demographic profile of the District Planning Officer-Designates?


2. What is the level of Computer Technology Literacy of the District Planning

Officer-Designates?

3. What are the challenges met by the District Planning Officer-Designates

along:

a. Data management

b. Learners’ Information System (LIS)

c. Enhanced Basic Education Information System (EBEIS)

4. What Technical Assistance/Intervention can be given to the District Planning

Officer-Designates along:

a. Data management

b. Learners’ Information System (LIS)

c. Enhanced Basic Education Information System (EBEIS)

5. What suggestions/recommendations can be given by the District Planning

Officer-Designates to address their issues and concerns?

IV. Scope and Limitation

This study focuses on the Challenges Met by the thirty-two (32) District

Planning

Officer-Designates in the Learners Information System (LIS)/ /Enhance Basic Education

Information System (EBEIS) and Data Management in the Schools Division of Masbate

Province.

V. Research Methodology
The researcher will use the quantitative and qualitative methods of research.

The quantitative method will be used to describe numerical data on the challenges

met by the District Planning Officer-Designates. A qualitative method will be used to


determine the suggestion/recommendation of the District Planning Officer-Designates

to address their issues and concerns. The researcher made use of a personally

made questionnaire checklist. The first part is the respondents’ profiles. The second

part is a checklist to determine the challenges met by the respondents in the

LIS/EBEIS and Data management, and lastly, an open-ended question to identify the

suggestion/recommendation of the District Planning Officer-Designates to address

their issues and concerns.

i. Sampling
The researcher will use the complete enumeration

technique.

The targets were the thirty-two (32) District Planning Officer-

Designates of the Schools Division of Masbate.

ii. Data Collection


The researcher will provide a google link for the

questionnaire and the gathered data and responses will be

tabulated and analyzed.

iii. Ethical Issues


The researcher will submit the proposal to the Division
Research Committee for review and approval. After being checked
and approved, the researcher will request permission from the
respondents, which are the thirty-two (32) District Planning Officer-
Designates and will send the google link to access the research
questions.

iv. Plan for Data Analysis


After gathering of data in the google sheet, the researcher
will tabulate, analyze, and interpret using graphs, tables and
statistical tools: total population count and mean for the quantitative
part, and will be reported by theme the suggestions/
recommendations of the respondents for the quantitative part. A
descriptive type of data the analysis is to be used in the study to
summarize the findings of the data gathered.
