Introduction

S
ervices of other Dubai government entities were provided through building
Department system ( BPCS ) since July, 2011 as a step forward towards
achiving better service for customers under the World bank understanding
for issuing building permits -competition-.

It is interesting to know that Dubai has achieved tangible progress in the


competition, as it started with rank (27) in 2010 , rank (26) in 2011 , rank
(14) in 2012 & rank (13) in 2013, hoping to achieve another progress in
2014 , AND AIMING TO ACHEIVE RANK (1) in the nearest future.

In July 2011 our customers were able to ask for ( DEWA , Etisalat ) Noc's through building
department system (BPCS) as the first stage of the Dubai government one window shop
for ( issuing building permit ).
Since that time and some technical issues appear every once in a while, but handled in a
professional way. some delay happenes for applications submitted by customers to DM ,
therefore came the new solution where DM and customers don't have to wait for the
DEWA decisions to collect the building permits.

A full & detailed description of the new solution is provided in the coming pages , as well
as illustrating the process of submission & follow up with "screen shots" taken from the
system to help you a better understanding of the whole solution.

1- DM - DEWA Integration .

As we mentioned previously , the Provision of DEWA NOC services started on July 2011 ,
where applicants could submit for DEWA ( Electricity & water ) NOC through the building
department system as apart of the request for building permit , and system will
automatically send DEWA a task to finish during the period that DM takes to finish the
application which ranges between ( 3 )working days for some services up to (7) working
days for others.

The new solution is based on the separation between DM & DEWA decisions , so DM engineers
will be able to take their decision for the application even if it is still pending with DEWA, and
customer will be able to:
1.1 - in case of approval : collect the building permit -condition will be printed on the permit to
collect DEWA NOC-
1.2 - in case of returned : applicant will be able to submit a new version of his returned application.
2- follow DEWA pending applications through a new link provided in the building department
system ( BPCS ), where they will be able to reply DEWA notes and comments or complete the CFR
.

2- (DM - DEWA) New solution details .

In the Previous paragraphs we explained the existing situation for DM-DEWA Integration , which
will be replaced with the new solution.
As mentioned before , the new solution is all about seperating the DM & DEWA decisions at the
stage of application decision making ( approval, CFR or return ) so our engineer will not wait for
DEWA decision to come any more, even if the application is still pending with DEWA , Architect
will be able to take decision and finish the application away from DEWA.

The following is an explanation of ( How to submit for DEWA NOC ) through building department
system ( BPCS ) .

2.1 - How to submit for ( DEWA NOC ) through (BPCS)- starting from Login

a. Login

Go to DM official website ( www.dm.gov.ae ) , enter user and password of your company and
login.
From the Services List ( Available Services ) select ( building Permits Services ).

b. Now you are in the default view page of (BPCS ) which is ( Applications Follow up )

c. For New Project creation, or new application submission GO to (Working Area)

e - Proceed to other steps as The Process of creating applications is maintained the same.

f - after saving your previous selection , the screen will update and display more details to be
filled as usual. The Newly added button here is
g - In Services screen, system will display all available ( NOC ) services through (BPCS) (DEWA ,
Etisalat & swimming pool approval). We will go through DEWA services only.

h - Fill the selected services details and accept terms of conditions then save.
Go back to Permit screen by clicking on ( Permit application ) button

i - You are ready now to submit for NOC service from DEWA, but keep in mind to attach the
required attachments which are ( Site setting out plan & Affection plan )
j - All other details of application must be filled & completed like before with no changes. After
doing so , submit your application. Once submission is completed the application status will be ( In
Progress ) and an automatic task will be sent to (DEWA) as well as DM engineers - see next Fig.-

2.2 - How to Follow ( DEWA NOC ) through (BPCS).

Previously ( before the date of August, 2013 ) DEWA NOC requests Follow up was done through
(BPCS) along with the permit application request itself, applicant will see the decisions of DEWA
and their comments -if any- through the application page and the notes screen. But after the date,
applicants will have to follow DEWA requests through a separate link named "Services Decision
Follow up" , this link lies in two places:
1- Working Area screen (Fig 2.2.1) 2- Application page (Fig 2.2.2)
3-you can also follow up DEWA decision through (follow up screen) as it shows
any notification about the application status and DEWA decisions. (Fig. 2.2.3)

The previous diagram clarifies the Idea of " Decision Separation " , where DM decision will be
taken for the application regardless what DEWA decision was, below are the cases applicants need
to know :

1- If the application is Returned by DM (Case "a" in the upper diagram), DEWA decision might be one
of the following:

1.1- Approved by DEWA : this means that you've successfully collected DEWA NOC, and no
need to submit for it in the further submissions. Avoid new requests unless you have some
changes in the required load or any other details of DEWA NOC request.
1.2 - Returned by DEWA : applicant should rectify the comments & notes of DEWA, then at
submitting the new version of the returned permit application, system will automatically send a
new task to DEWA.(no need to reselect from services screen)
1.3 - CFR by DEWA : in this case, applicant will follow with DEWA from a new link "Services
with CFR decision" shown previously (Pic 2.2.1) & (Pic 2.2.2), where applicant will be able to view the
decision as well as DEWA comments and notes, with an option to reply these comments and
complete the CFR until a final decision is taken by them ( approve , return ). Considering the
option that you can resubmit the building permit application "new version" before obtaining
DEWA approval, since you'll have 2 paths, one of them for Permit application,and the other one is
for DEWA separate follow up.

1.4- in process by DEWA : in this case you can follow up DEWA decision later through the new link
"Services Decision follow up" shown previously (Pic 2.2.1)
2- If the application is CFR by DM (Case "b" in the upper diagram), DEWA decision might be one of the
following:

2.1- Approved by DEWA this means that you've successfully collected DEWA NOC.and no
need for any new action with DEWA.

2.2 - Returned by DEWA : applicant should rectify the comments & notes of DEWA, then at
completing the CFR of the Application a new task shall be sent to DEWA again to process the
request, in this case if DEWA approved the request as well as DM the application will be approved,
other wise the application will be handeled in a special way, keeping DEWA decision separate
from application decision where you can follow up DEWA decision through the application screen.

2.3 - CFR by DEWA : in this case, applicant will follow with DEWA from a new link "Services
with CFR decision" shown previously (Pic 2.2.1) & (Pic 2.2.2), where applicant will be able to view the
decision as well as DEWA comments and notes, with an option to reply these comments and
complete the CFR , pay attention here that completing the CFR for DEWA will be from the link , but for
the permit application will be from the application screen itself as before.

Note : Applicant has to know that he does not need to wait

2.4- in process by DEWA : in this case you can follow up DEWA decision later through the new
link "Services Decision follow up" shown previously (Pic 2.2.1

3- If the application is Approved by DM (Case "c" in the upper diagram), DEWA decision might be one
of the following:

3.1 - Approved by DEWA this means that you've successfully collected DEWA NOC.

3.2 - Returned by DEWA : DM engineer can't approve application if DEWA decision was taken
on time.

3.3 - CFR by DEWA :DM engineer can't approve application if DEWA decision was taken on
time, but in case of delay , architect will approve the application and permit will be issued with a
condition (to collect DEAW NOC before start of Work)... any how applicant must complete DEWA
CFR from the separate link and reply their comments until they take a final decision ( approval
or return ). in case of approval , the permit which was previously issued with a condition will be
re-printed automatically without the condition.

3.4- in process by DEWA : in this case you can follow up DEWA decision later through the new
link "Services Decision follow up" shown previously (Pic 2.2.1

3- General Instructions " Additional information "

1- make sure to determine the number of required substations according to required electric load,
and provide the same on the drawings of substation.

2- Review the attached tables in the DEWA terms of conditions -services screen-, make sure to
follow the required areas & dimensions of substation room as per no. of substations , type and
location of substation room.

3- Agree & commit to all requirements which should be provided in the substation room & (LV)
room " mentioned in the second page of attached DEWA terms of conditions - services screen-

4- Approval of DEWA must be re-collected in case of any change in the required load which was
previously approved by them through submitting a modification application on BPCS or submitting
a new version.

5- In case of any discussion required with DEWA staff , you can review with them in their head
office at Al - Hudaiba ( ground floor ).

6- In case of any discussion required with DM staff regarding the substation , you can review
them after booking an online appointment with them through BPCS.

7- In case of any Special cases (regarding substations or NOC ), kindly review with DEWA staff in
their head office at Al - Hudaiba ( ground floor ). Attach any special approvals along with permit
application.

8- Applicants must collect DEWA approval on ( substation trench layout ) within 2 weeks of permit
issuance. - In case substation required-

9- Applicants bear the legal responsibility of all submitted drawings of electrical works and design
attached in the application
