Technical Expert (T.

E)

The Technical Expert will be recruited by the Executing Agency (EA) with support of WWF Pakistan to
oversee project implementation, under EA supervision. He/she will be responsible to lead thematic
working groups on GHG inventories, adaption, mitigation, vulnerability assessment, guide training
modules, monitor, review, guide to develop report content and support technical activities.
1. Develop Pakistan’s Third National Communication through creating synergies with institutional
arrangement in place e.g., GCISC, NEECA, PCRET and WWF Pakistan under UNFCCC & IPCC
reporting guidelines.
2. Preparation of comprehensive analytical report on the country’s national circumstances
considering its geography, climatology, socio-economic development and vulnerability of natural
resources in the context of climate change, sources and sinks of emissions, response strategies in
term of adaptation and mitigation and a discourse on govt’s actions and plans to counter the
climate change risk nationally and fulfilment of international commitments under UNFCCC and
other allied conventions and agreements.
3. Collection/ acquisition of GHG activity data from key relevant sectors and organizations, filling the
data gaps, data processing & transformations and compilation of GHG Inventory in line with IPCC
2006 guidelines based GHG-Inventory software following standardized QA/QC procedures and
conducting key category analysis.
4. Support development of GHG database, and robust coherent institutional setup for regular
preparation of timeseries inventories, streamline efforts on switching to and updating of higher
tier emission factors. Provide information on methodologies used in the estimation of GHG
emissions by sources and removals by sinks, including a brief explanation of the sources of emission
factors and activity data. Calculate uncertainties and setting up QA/ QC plans; provide information
on the level of uncertainty with inventory data and their underlying assumptions and describe the
methodologies used for estimating these uncertainties. Support GCISC on capacity building of
other ministries and provincial departments in reducing the data uncertainties through effective
coordination.
5. Assess and prepare report on the vulnerability of the national economy to climate change and
develop climate change adaptation measures suitable for Pakistan. The detail report should
include, approaches, methodologies and tool used. Develop detailed scenarios relating to climate
change on the basis of various economic and social scenarios of the IPCC. Carryout V&A
assessment in energy, agriculture, water resources, coastal management, forest & natural
ecosystems and public health sectors. Describe the policy frameworks, such as national adaptation
programmes, plans and policies for developing and implementing adaptation strategies and
measures.
6. Conduct assessment focused on priority sectors including energy, forestry and waste etc. Identify
significant mitigation measures, technologies and projects within the context of sustainable
development as well as economic, social and political circumstances. Carryout;
• Identification of sectors with potentential for mitigation and prospects for inclusion in NAMA
Registery;
• Technical review of available scientific material/ literature for identification of data sources with
regard to mitigaiton actions;
• Provision of detailed description of the mitigation or group of mitigation actions, including;
sectors, coverage, goals, objectives, methodologies, inputs and outputs;
• Identification of different potential sectorial stakeholders;
• Collect, collate, review and present information of sectoral stakeholders for inclusion in
national NAMA Registery;
• Provide input on training and awareness raising activities on NAMAs to sectors with mitigation
potential;
• Conduct analysis of economic effects of mitigation actions or group of mitigation actions;
• Support NEECA to conduct national technical working sessions/stakeholder consultation
organized to present and validate the findings of the mitigation analysis;
7. Review and update information on constraints, gaps and related financial, technical and capacity
needs in relation to climate change in Pakistan. Monitor, assess and evaluate various
activities/deliverables related to social, economic and environmental policies. How it is creating
effects on the economy, public health and the quality of the environment of projects or measures
undertaken to mitigate or adapt to climate change. Carryout;
• Collate, analyze and prepare report on financial resources, technology transfer, capacity
building and technical assistance received from the GEF, Annex II Parties and other developed
country Parties, the GCF and multilateral institutions for actions linked to climate change,
• Identify and propose solution to the constraints, gaps, technology, financial and capacity needs,
through involving broader stakeholders in Pakistan,
• Prepare a report on Constraints and gaps, and related financial, technical and capacity needs
8. Conceptualize and develop knowledge products and training modules which can be used to train
stakeholders/beneficiaries, project teams and Government partners. Support PMU and
implementing partners to identify, select and engage national/international consultants to conduct
trainings on different thematic areas through workshops and seminars.

Qualification and experience

1. Master’s Degree in environmental science or another related field


2. Familiarity with the international negotiations and processes under the UNFCCC
3. Substantial experience in government and in interdepartmental procedures
4. Good command of national and at least one of the UN official languages
5. Relevant experience (7 – 10 years) in the leading role on climate change issues
