CHAPTER I WORK IMMERSION PROGRAM lL Introduction DepEd designed the implementation of K to 12 Program within the framework of increased community involvement in the learner's experience. The Work Immersion Program is one of the course requirements of a Senior High Student for graduation. A SHS student has to undergo Work Immersion within 10 days fora total of 80 hours in a business organization or establishment with work requirements related to the specialization. One of the goals of the K to 12 Basic Education Program is to develop in leamers the competencies, work ethics and values relevant to pursuing further education and joining the world of work. To achieve greater congruence between basic education and the nation’s development targets, Work Immersion, a required subject has been incorporated into the curriculum. This subject will provide learners with opportunities: 1. To become familiar with the work place; 2. For employment simulation; and 3. To apply their competencies in areas of specialization’ applied subjects in authentic work environments, Learners are immersed in actual work environments such as workshops offices and laboratories in which their prior trait gis relevant. Other possible venues for work immersion are listed in annex C. These guidelines were formulated based on the rich experiences of modelling schools, tech-voe schools, partnership focal persons, industry partners and youth development advocates. ‘These guidelines can provide process s pport to field offices of the Development of Education (DepEd) in fostering relationship and strengthening partnership so that learners will have access to suitable work immersion venues and other related resources. Il. Importance of the Training Atr ing program allows you to strengthen those skills that each employee needs to improve. A development program brings all employees to ahigher level so they all have similar skills and knowledge. This helps reduce any weak links within the company who rely heavily on others to complete basic work tasks. Training is an organized activity for increasing the technical skills of the employees to enable them to do particular jobs efficiently. In other words, training provides the workers with facility to gain technical knowledge and to learn new skills to do specific jobs. Training is equally important for the existing as well as the new employees. It enables the new employees to get acquainted with their jobs and also increase the job-related knowledge and skills. IIL. Objective of the Training Work Immersion helps to develop the leamers’ life and career skills and will prepare them to make decision to their posts-secondary education or employment. Through Work Immersion, the students are exposed to and familiarized with the work environment related to their field of specialization. ‘The students are able to: 1, Appreciate the importance and application of the principles and theories learned in school, 2, Enhance their technical knowledge and skills 3. Develop good attitude, habits and respect to works. 4. Enrich their skills in communications and human relations. IV. MANDATE OF THE AGENCY The Department of Publie Works and Highways (DPWH) is one of the three departments of the government undertaking major infrastructure projects. The DPWH is mandated to undertake (a) the planning of infrastructure, such as national roads and bridges, flood control, water resources projects and other public works, and (b) the design, construction, and maintenance of national roads and bridges, and major flood control systems. Il, HISTORY OF THE AGENCY In 1896, after four (4) centuries of Spanish colonization, our Filipino forebears started the revolutionary movement and the struggle to gain freedom began. On June 12, 1898, Gen. Emilio Aguinaldo declared the Philippine Independence in Kawit, Cavite. The Organic Decree of the Philippine Revolutionary Government on June 23, 1898 issued by Gen, Emilio Aguinaldo provided for the creation of four (4) Departments in the government, one of which was the DEPARTMENT OF WAR AND PUBLIC WORKS. Though once included in the Department of War, now Department of National Defense, its functions as builder and maintainer of roads, bridges and other public works structures are inherent in the present Department. The inclusion of public works in the War and Department can be explained by the exigencies of the revolutionary period. The construction of fortifications and trenches was needed in the cause for freedom which our heroes had fought for. When Spain ceded the Philippines to the United States in 1898, the public works and activities were placed under the U.S. Army engineers. By virtue of Act No. 83 passed by the Philippine Commission on February 6, 1901, public works and projects were placed under the “Provincial Supervisions”. In 1902, the Philippine Commission passed Act Nos. 222 and 268 creating the Department of Commerce and Police which gave birth to the Bureau of Engineering and Construction of public works and the Bureau of Architecture and Construction of public buildings. Act No. 1401 of the Philippine Commission passed on October 4, 1905, abolished engineering districts and positions of district engineers. On October 26 of the same year, however, by virtue of a Reorganization Act, the Bureau of Public Works was created and placed under the Department of Commerce and Police. Along with the economic growth of the country was the need fora more extensive road network that would penetrate the rural areas. In order to achieve that end, provincial boards were ereated in 1907 with authority to collect double cedula taxes to finance the construction of provincial roads and bridges. In addition, the national government appropriated P1,700,000 as aid to such constructions. A significant headway in the growth of the DPWH was the first appearance of motor vehicles in the Philippine highways in 1910. Roads and bridges had to be kept in good condition at all times. Naturally, there was a need for funds to keep the roads passable the whole year round, To raise such needed funds, motor vehicles and drivers plying the highways were required to register with fee in 1921, To keep pace with further development i transportation and communications, the Department of Commerce and Police \was transformed into the Department of Commerce and Communications under Reorganization Act No. 2666 of 1916. More development for the Department took place in 1931 when the pine Legislature passed on May I of that year Act No. 4007, renaming the Department of Commerce and Communications as Department of Public Works and Communications. This Act, however, did not state the proper composition and functions of the DPWC. During the inauguration of the Commonwealth Government on November 15, 1935,a reorganization of the DPWC was undertaken, Under the set up, it was composed of the Bureau of Public Works, Ports, Aeronautics, Coast and Geodetic Survey, Metropolitan Water District Division of Marine, Railway and Repair Shop, National Radio Broade: tion Council and ting, Uri Board of Exan ners for Civil, Mech: al, Chemical and Mining Engineers. In 1941, outbreak of World War I, the DPWC and other government offices were practically abolished due to dislocation of manpower, lack of funds, materials and equipment, installation of enemy administration and the setting up of resistance movement. Resuming its operation in 1946, the DPWC started with limited human resources, funds, materials and equipment. An office of the U.S. Bureau of Public Roads was set up to cooperate with the Philippine Bureau of Pu Works in implementing the highway program as authorized by the Philippine Rehabilitation Act of 1946. The authority of the Department was further expanded when, in 1947, the Motor Vehicles Office was placed under its direct supervision. Under Executive Order No. 392 in 1951, the DPWC was again reconstituted to Department of Public Works, Transportation and Communications (DPWTC) to include the Bureaus of Public Works, Posts, Telecommunications, Motor Vehicles Office, Irrigation Council, Flood Control ion, Radio Control Board, National Transportation Board and Comm Government Quarters Committee. Taking cognizance of the social impact of the road network to national growth, the Philippine Highway Act of 1953 or Republic Act No. 917 providing for an effective highway administration, modified apportionment of highway funds and gave aid to provinces and cities for the improvement and maintenance of roads and bridges, In relation to road and bridge construction and maintenance, the Bureau of Public Highways was created in 1954 by virtue of the Republic Act No. 1192 and placed under the Department of Public Works, Transportation and Communications. This Act provided for a more effective management of the Philippine Highways under a Commissioner. Active plans & programs were formulated & implemented Upon the declaration of Martial Law on September 21, 1972, the ion Plan No. 1 on Admi ration implemented the Integrated Reorganit September 24, placing all the infrastructure functions of Bureaus and Offices under the DPWTC for simplicity and economy of operations. ‘The former Bureau of Public Highways was expanded and restructured into the Department of Public Highways (DPH) for a more effective administration of the country's highway system through Administrative Order No. 2, dated July 1, 1974, With the shift in the form of government, national agencies were renamed from Departments to Ministries. In 1976, DPWTC became Ministry of Public Works, Transportation and Communications (MPWTC) & DPH as Ministry of Public Highways (MPH). On July 23, 1979 under Executive Order No. 546, MPWTC was again restructured into two (2) Ministries ~ the Ministry of Publie Works (MPW) and the N istry of Transportation and Communications (MOTC), integrating all bureaus and offices concerned with public works functions and activities under the Ministry of Public Works. The same went true with all offices involved in transportation and communications which were placed under the supervision and administration of the Ministry of Transportation and Communications. Under Executive Order No. 710 dated July 27, 1981, the Minis es of Public Works and Public Highways were merged for a more effective and sustained implementation of infrastructure projects. Under the restructured set- up, the ageney was known as the Ministry of Public Works and Highways (MPWH) with 14 regional offices, 94 districts. ingineering offices, five (5) bureaus and six (6) service offices, in addition to corporations and councils attached to the Ministry for administrative supervision. Finally, by virtue of Executive Onder No. 124, dated January 30, 1987, the agency is now known as the Department of Public Works and Highways (DPWH) with five (5) bureaus, six (6) services, 16 regional offices, 24 project management offices, 16 regional equipment services and 118 district engineering offices As the primary engineering and construction arm of the government, the DPWH is responsible for the planning, design, construction and maintenance of frastructures such as roads and bridges, flood control systems, water resouree development projects and other publie works in accordance with national objet Ill. FUNCTION OF THE AGENCY The Department of Public Works and Highways functions as the engineering and construction arm of the Government tasked to continuously develop its technology for the purpose of ensuring the safety of all infrastructure facilites and securing for all public works and highways the highest efficieney and quality in construction, DPWH is. currently responsible for the planning, design, construction and maintenance of infrastructure, especially the national highways, flood control and water resources development system, and other public works in accordance with national development objectives. IV. BASCO Asa part of K-12 Curriculum, Work Immersion had been implemented as a prerequisite for students like me to attain relevant learning experiences through actual working. It may sound a burden forus but it isnot, it really helped me a lot in many ways. From being barely focused on school works, I am now carrying a great possibility to become an engineer someday. In some part, it was challenging and hard but it was fiun and quite exciting. I chose to immerse in Department of Public Works and Highways (DPWH) to develop my personal skills and to apply my competencies in an authentic working environmental I were assigned to undergo five sections- Planning and Design section, Construction Section, Maintenance Section, Quality and Assurance Section and Procurement Section. I realized that engineering is not just an easy one because it must be an accurate and precise in every detail indicated. As we stayed in 2 days in Planning and design section, i picked up a lot of technical lesson in terms of managing the loads and quality of an object. Dealing with new learning were it can enhance my skills and ability to work better whereas i can gain a simple experience that can mold my skills as well as my discipline. I rebuild my weaknesses and inspire to do everything even beyond my ability because here I Cabo learned little by little were I'm doing great and for betterment. The important thing I've learned was the discipline that can improve and motivate on How far will I achieve. Therefore, attitude is the most and basic fundamental factors of achieving one’s desire. Also they gave us motivation that we kept in our mind and gave us strength to be MORE confident. We picked up variety of lesson where we encounter new learnings that we can apply for our future College life and gave us advanced knowledge to the construction of PCCP. During the immersion proper I felt like knowledgeable enough because of the experience I'd gained in 10 days in DPWH that can develop my skills and ability to do work. I'am grateful that I undergo on this institution not only because of experience but also in the advanced knowledge that I learned. BASSIG | leamed that they have different own perspective work of the people in which they inclined, First day of our immersion we felt so scared at all because we couldn't know what we do and how to act as a professional to the people around us to its profession. I leamed how to use the AutoCad and SketchUp application. 1 learned how to write the right for the projects. I leamed how to segregate files. I learned how to determinate how fine was cement was. As a senior high school graduating student, this is the most important things we should consider on choosing our future profession or future career. The work immersion has a big contribution on deciding what path to take. It helps us to have an idea about the profession we have chosen by engaging on actual works that is related to their chosen career. We have a ten days of work immersion and I chose DPWH (Department of Public Works and Highways). I believe that this department can help me to gain more knowledge, experience, and enhance my passion and skills and I know that we can get some advices on this department. We can also help the staff on doing their job and this is just the right opportunity to meet and make some friends inside the department. ‘Then during our ten days of work immersion, they have discussed to us the five sections on DPWH that we may work and observe inside each sections. The first section was the planning and design section, here, we experienced how to make a simple floor plan. Second was the Construction section, where we write on log books. The third was Maintenance section, this section was so busy that we helped them on their paper works. The fourth was the quality assurance section, here we were able to test the plasticity of soil. Lastly, the procurement section, where the bidding takes place. 1 felt so happy because it seems like I’m a real engineer on that time. I was also able to create memories, experiences, and friends. CALIPDAN “Workplace relies on much more than fulfilling the requirements of your job description’. Behaving especially in a workplace is a way of conducting myself on the job.it is important for me to practice the right manner while working. When Thave no experience in office works I thought their jobs are simple but when I was at the workplace I leamed and experienced that it is hard because itis quite challenging. DPWH taught me to practice the following behavior: First,I should have punctuality power. Set my eyes on the clock because it shows my commitment on the job. Secondf, always be positive. We cant accomplish anything if we bring bad attitude into work but instead focus our energy on positive things. And third, respect. Everyone on the workplace deserves to be treated with respect. The communication will be better for optimal results. REFLECTION DARIELLE IRA L. CATINDIG Work immersion is part of or subject in the second semester, it is a requirement in order for us to graduate. I was assigned to the Department of Public Works and Highways office; we are assigned to five sections, every two days we move to sections in order: Planning, Procurement, Construction, Maintenance and Quality Assurance. The First office was the Planning from its term, this is where the planning begins. The planning office makes plans and makes design on roads, construction and bridges. In the office, we are taught to use autocad and sketchup software that is used in designing and planning, it is not easy but it gets fun once you get used to it After the planning office we head to procurement office where the bidding occurs. Their bidding is not the usual thus, the lowest bidder wins. The bidding is a Jong process and they are following RA 9184 which is the Government Procurement act which is discussed to us by the head of the procurement office. The next office is construction where paperwork is done after procuring, they did not give us heavy tasks they just gave us a logbook to fill in because we students shouldn’t handle such important papers. In Maintenance Office, they check the defects of roads and bridges which are indicated in DO 41 ‘Amended Policy Guidelines on the Maintenance of National Roads and Bridges. 24 The Last Office is at the Quality Assurance wherein they test cements, soil, asphalt and blocks. There are variety of tests that is done to check on a subject, all we did there is just physical tests on soils and cements; chemical tests are done strictly and has long processes. With this cighty-hour experience I have leamed the value of being an engineer and how important their job is. Without them we have no roads and bridges that we use now for transportation and buildings that we use now as a place for learning. Being a community worker such as the DPWH isnot an easy task, let us appreciate them and their works and I hope someday I will be like them. LAURENCE AMIEL SALVADOR Having work immersion was really a good start to experience how it feels to be in a work place In my case, I was fortunate enough to have my work immersion at the Department of Public Works and Highways (DPWH) because our chosen course is relevant to this company, I was very happy because workingat DPWH gave us additional knowledge and motivation on pursuing our dream jobs which is to become a successful Engineer and Architect, Even in just a short span of time I had really opened my eyes on how fun at the same time interesting wo work with professionals. So far, my experience there was fun at the same time, I can say that also somewhat boring because most of my time was wasted by sitting and waiting becasue there are times that there is really nothing to do considering also the number of immersion students there in every section who've been with us, and because we were there that many, tasks are also divided, I have notice that most of the work was assigned to the 2 students because they came first rather than us means that they already know what to do. After a few weeks of work immersion, I have realized some things that will really be useful for my future. First punctuality is very essential because in this simple wat, you can know how serious you are to your job. Next would be patience when it comes to the tasks patience is always needed in order to perform tasks properly with no mistakes, and also patience is needed in times that you're just waiting for the next tasks that will be given to you even if you already got bored of waiting. TUTUP Work Immersion sounds stressful for Senior High school students. Yet, as the part of the K-12 Curriculum, we, Science, Technology, Engineering and Mathematics (STEM) students were required to gain relevant learning experiences through actual work. We were assigned to specific institution, business organization or establishments parallel to our specializations in order to help us reinforce our knowledge from a classrooms and enhance our skills. For us, group of 5 students we were engaged with the Department of Public Works and Highways (DPWH). Foremost, we learned that DPWH is one of the three departments of the government undertaking major infrastructure projects. ‘The DPWH is mandated to undertake (a) the planning of infrastructure, such as national roads and bridges, flood control, water resources project and other public works, and (b) the design, construction and maintenance of national roads and bridges, and major flood control system. As we commence the work immersion last January 21, little did we know that an exciting adventure was about to begin.
