0000 in SDR2x Raw and SDR2x Coordinate format.
2 Bug Fix Changed the observation header of SDR2x Raw and SDR33
Raw format from 09MC to 09F1, because 09MC is not
used in the conventional model.
3 Improvement Changed the input range of the scale factor from 0.999600 - 1.000400 to
0.999000 - 1.001000.
