Prepare IG system.Open IG main deck isolating valve IG 001 and start I.G. plant, maintain pressure of 400-600 mmwg
Discharging instructions: OVERFILL ALARM TO BE SWITCHED ON DURING THE ALL CARGO OPERATIONS.CRASH TANK - COT № 3(C)
Before commencement of filling pumps and separators make sure that the lines are set as follows and the following valves are open only:
CL 109, 110, 111, 113, 114, 115, 116, 117, 118
All other valves to be confirmed in close position so far.For filling up Pumps & Separators do the following steps accordingly:
a) Make sure AUS seal tank water level in order.b) Make sure AUS drain to slop port valve is open.c) Make sure Pump discharge valves is crack open
b) Select GEV on CLOSE, pneumatic discharge valve on MANUAL mode, Auto Finish on OFF mode and COP mode on KEEP RUN.
c) Slowly open COT 3 C suction valve CL 214 to 10% .d) Once separators filled up open the tank valve 100% and confirm all COP close discharge
valves CL158, CL159 and CL160 closed.
Once the terminal gives readiness to start cargo, ask E/R to start IG plant , start discharging from 3C cargo tank at slow rate to check if shore is receiving any cargo
Once shore confirms that they are receiving cargo, and all checks on deck confirm that all in order inform the E/R and slowly start next COP, increase the rate.
Slowly increase pumps PRESSURES, keeping an eye on manifold pressure gauges whilst constantly communicating with the terminal. Increase the rate up to
required shore maximum requirement, agreed in key meeting, but not more 10 bars. Afterwards, follow up discharging CHART and sequence for completion.
Follow up cargo-discharging sequence as per attached discharging plan, rate to be adjusted by increasing /decreasing pressures on COPs.

The oxygen content of tank atmosphere not to exceed 8 % by volume as described in Company Requirements.

CRITICAL STAGES OF OPERATION ARE IDENTIFIED AS FOLLOWS:

GENERAL INSTRUCTIONS
M.V.: BUKHA The Company’s requirements for Under Keel Clearance (UKC)
PORT: ONSAN alongside are as follows:
DATE.: 14-Oct-21 For vessels >20m breath: 1.5% of the ship’s beam
VOY. NO.: OCC 19 Tankers Only – SBM / CBM mooring: the minimum UKC is 50% of the
static draft.
1. All cargo related Check list's to be completed. Ship/Shore check list - recheck within every 4hrs
2. Keep vessel upright at all times, but while stripping the tanks keep slight port side list abt 0.3 deg
3. Deck watches as per watch keeping duties.
4. Keep a full record of all activities and stoppages.
5. Rate reduction etc. in the cargo log book.
6. Cargo discharging rate and ballasting rate to be calculated hourly.
7. Always comply with Company forms and vessel's trim and stability manual.
8. Do not deviate from this plan without my consent.
9. Deck watch frequently check mooring lines, fire wire, gangway.
10. All doors and ventilation flaps (with sign "SIP") to be closed.
11. Always one watchman to stand by on manifolds. And one watchman at the gangway.
12. Comply with C/O Standing orders and following requirements:
a) Commence discharging at the agreed slow rate until the initial safety and integrity checks are completed and cargo is being received
by shore into the shore cargo tank, then open all nominated tanks. When cargo is confirmed to be coming into the nominated shore tanks, the
b) Due nature of cargo (heavy and sticky) do not run COPT on the max RPM in order to save cargo seals.
c) On completion of the discharging cargo, drain the lines ashore with CSP.

CARGO PLAN NOTES

Personnel involved into Cargo Handling operations:

CHIEF OFFICER shall be in overall charge of all Cargo, COW, and Ballast operations.

O.O.W. will perform the following duties during their watch : Monitor Ullages. Operate cargo valves. Monitor positive IG pressure in COT’s is maintained throughout cargo operations. Oversee the
deck watch. Check the O2 content in the COT’s. Monitoring rate of cargo transfer, ship’s draft, stresses and stability condition. Initial reporting point if oil or sheen is seen in the water.

MANIFOLD WATCHMAN will perform the following duties during their watch : Stand by at the manifold throughout operation. Watch the Manifold connections for leaks.Monitor deck piping for leaks
and keep decks clear of oil.Monitor deck containment system. Operate manual valves on vessel’s cargo system as directed by the Chief Officer. Report any sighting of oil on the water to the Officer
on Watch in the first instance. Emergency shutdown of manifold's valves.
DECK WATCHMAN will perform the following duties during their watch : Deck-riding party, employed in oil transfer. Monitor deck piping for leaks and keep decks clear of oil. Ensure permanent
control for deck and sea surface around the ship opposite side of manifolds. Report any sighting of oil on the water to the Officer on Watch in the first instance. Check the pumproom hourly. Monitor
and adjust moorings as necessary. Monitor deck containment system. Operate manual valves on vessel’s cargo system as directed by the Chief Officer. Ullaging/Sound tanks during cargo
operation. Emergency shutdown of manifold's valves.
SAFETY SECURITY WATCHMAN will perform the following duties during their watch : Monitor tension of moorings, report any sighting of oil on the water to the Officer of Watch in the first instance.
Perform a safety/security rounds as per instructions of OOW
PUMPMAN will perform the following duties as per Ch.Officier's order : Monitor correct operation of the ships cgo and ballast pump. Operate valves on cargo system as directed by the Chief Officer.
Monitor deck piping for leaks. Report any sighting of oil on the water to the Officer on Watch in the first instance. Operate cargo and ballast eductor. Carry out a routine Pumproom inspection for
leaks, correct operation of the pumps and assotiated machinery. Check the pump room bilges.
SAFETY AND POLLUTION CONCERN: MSDS of cargo discussed, crew apprized of hazards from cargo handling and of safe operation - use of portable and personal gas meters, pumproom
rounds, etc. with regard to pre oil transfer briefing.

IN THE EVENT OF ANY EMERGENCY EITHER ONBOARD OWN VESSEL OR THE TERMINAL, ALL OIL TRANSFER MUST BE
STOPPED AND ALL OIL TRANSFER VALVES CLOSED. THESE EMERGENCIES INCLUDE BUT ARE NOT LIMITED TO:

I) CARGO TANK HIGH LEVEL ALARM sounds


a)      Stop cargo operations
b)      Open slack tank to release any pressure, start shutting the same tank
c)      Inform chief officer immediately
d)     Person to be standby with MMC at the same tank.

II) CARGO TANK OVERFILL ALARM sounds


a)      Stop cargo operations
b)      Open slack tank to release any pressure, start shutting the same tank
c)      Inform chief officer immediately
d)     Person to be standby with MMC at the same tank

III) IN CASE OF ACCOMODATION GAS ALARM sounds


a)      Inform chief officer/Master immediately
b)      RAISE ALARM. Evacuate personnel to safe location.
c)      Check all door and ventilators around accommodation.
d)     Stop accommodation ventilation.
e)      If required at port, cargo operations will need to be suspended in liaison with shore, till such time that the vessel considers it safe to resume
cargo ops.
f)       If vessel out at sea, bridge to be informed and if needed, swing vessel, so as to allow wind to disperse vapors away from vessel.

IV) PUMPROOM GAS ALARM sounds


a)      Inform chief officer/Master immediately
b)      RAISE ALARM. Inform personnel to evacuate from pump room / ballast tank to safe location.
c)      Check all door and ventilators around accommodation.
d)     If vessel out at sea, bridge to be informed and if needed, swing vessel, so as to allow wind to disperse vapors away from vessel.
e)      Carry out risk assessment to ensure that space
f)       Investigate the cause which could be lifting of a PV valve, mast riser, structural failure or leak in the pump room.
g)      If required at port, cargo operations will need to be suspended in liaison with shore, till such time that the vessel considers it safe to resume
cargo ops.
h)      Prepare party to enter pump room/ ballast tanks with donned BA sets to investigate.
i)        In case of cargo leak in pump room or structural failure in ballast tanks FOLLOW CONTINGENCY PLANS.

V) ALARM RELATED TO C.O.P’S sounds


a)      Inform chief officer immediately
b)      REDUCE/ STOP C.O.P’S. inform E/Room. ( C.O.Ps should automatically trip due to interlock)
c)      Person to be sent to check condition of pumps in the pump room.
d)     Drop level of same tank into one or more slack tanks after consulting with chief officer.
e)      In case of high temperatures of bearing or casing prepare to rig compressed air hoses to cool down the pumps.
VI) ALARM RELATED TO I.G sounds
a)      Inform chief officer immediately
b)      In case of O2 high (5%), inform E/Room to reduce O2 content.
c)      If O2 more than 8%, close main control valve and reduce/ stop C.O.P’s.
d)     In case of deck seal low level, confirm deck seal pump in operation/ visually confirm level of deck seal. If low, I.G system will trip, REDUCE/
STOP C.O.Ps.
e)      In case of I.G low pressure, start 2nd fan.
f)       In case of I.G low low pressure 50 mmWG C.O.P’s will automatically trip.
g)      In case of I.G high pressure during loading, confirm vent riser full open/ check increase in loading rate. Reduce rate if required.
h)     If IG pressure more than 200 mm WG can not be maintained due to any reason, DISCHARGING operation will be suspended till the
time problem related to IG is rectified

VII) OIL-Spill
The officer on cargo watch who receives the report of an oil spill must immediately take the following measures:
a)      Sound alarm.
b)      If during unloading operations, immediately stop the cargo pump and suspend the unloading operations and at the same time notify the
terminal;
c)      If during loading operations, immediately contact the shore terminal and have the sending of oil stopped;
d)     Close all manifold valves;
e)      If during ballasting operations, stop the ballasting work and close the valves concerned;
f)       If during use of IGS, stop it;
g)      Notify the Engineer on watch (on duty); and
h)     When there is an oil spill on the deck, recheck all deck scuppers shut, open surface valves, and take other steps to prevent the oil from spilling
overboard.
i)        Notify all parties concerned.
To follow the procedure as per SOPEP plan

VIII) Breaking Away from Jetty during Cargo Operations


a)          Sound Alarm.
b)          Stop cargo operation; inform Terminal and ask for emergency stop (during Loading) or activate Emergency shut down from vessel (during
Unloading).
c)          Ask for Tug assistance and pilot on emergency basis.
d)         Man the mooring stations, manifold , gangway, and anchoring station. Main engines to be ready for immediate maneuvering.
e)          If allowed by terminal to use anchor while along side and it is safe to do so (considering the uncharted pipelines or underwater obstruction),
drop anchor underfoot to stop the vessel swing.
a)          Make all efforts to disengage the loading arms, hose, so to negate oil spill and damage to property.
b)          Record the series of events accurately with timings.
c)       Mobilize the oil spill team and equipments.

IX) Fire
The Deck Officer on watch, who has received a report of a fire, must carry out the following.
a)          Sound the emergency alarm signal (advice the whole ship by the ship's public address system of the place where the fire has broken out).

b)          Ready the transceiver on the emergency response channel.


c)          Immediately suspend all cargo and oil replenishment work.
d)         Advise the engine control room and request that the fire pump be prepared to start it up.
e)          Follow the order of Master

X) Hydraulic Valve Failure


a)  The manifold valves are hydraulic and operated from deck. In case of an emergency these valves to be operated by pumpman using hand
pump. Duty officer and chief officer has to be informed of this fact immediately. All cargo valves in deck boxes can be operated by handpump also,
for this valve knob in CCR to be in "N" position.

b) Always have one hand pump ready close to manifold and one in the pump room, in order to shut the hyd. v/vs from hydraulic Boxes on deck or
from pumproom, in case of an emergency.

c) ESD for all Cargo and Ballast pumps are located in the CCR,P/room bottom and entrance, manifold port and stbd side.
d)  In an emergency threatening the safety of the vessel, raise the alarm, inform master and take all possible measures to prevent any danger to
the ship & safety of life & protection of the environment. If necessary, request assistance from Shore Authorities ( only by master ).

e)  In bad weather, or on receiving a storm warning, inform the master and take the necessary measures to protect the Vessel, safety of life and
environment.
f)  Communication on board ship by the walkie-talkies on ch. 08
g)  Establish communication between ship and terminal on V.H.F as per terminal representative’s instruction.

ADDITIONAL PROCEDURES WHEN HANDLING CARGOES WITH VERY HIGH CONCENTRATIONS TOXIC GASES
Ø  Current H₂ S content of cargo tanks vapour stage content is about 2800 ppm , Benzene and Mercaptan is about 0 ppm. Normally contents will reduce by displacing with IG.
Ø  Ventilation systems should be operated as far as possible to prevent H2S vapors entering the accommodation and engine spaces. Low concentrations of H2S over time can cause
discomfort to personnel.
Ø  The use of personal H2S gas monitoring instruments for personnel engaged in cargo operations is strongly recommended.
Ø  It is further recommended that alarms be set at a value of 5 ppm. Personnel should always carry personal monitors when working in gauging, sampling, entering pumproom, connecting,
disconnecting hoses or arms.
Ø  The functional requirements should include , but not be limited to, the following:
1.Training of all crew members in the hazards associated with H2S, Benzene and the precautions to be taken to reduce the risks to acceptable levels.
2. Safe operating procedures for all operations.
3. Gas testing/atmosphere monitoring procedures.
4. Maintenance procedures for cargo related systems.
5. PPE requirements.
6. Contingency planning
7. Emergency response measures.
Ø  Whenever very high concentrations of toxic gases are likely to be present, EEBD devices should be made available to all personnel working in hazardous area.
Ø  Personnel should be instructed that, if their alarm activates, they should don the EEBD and immediately leave area to an upwind location. They should advise the CCR of the presence of
a high gas concentration and alarm to be activated.
Ø  When the toxic gases is known to be present highier than 0.5TWA, Self-contained breathing apparatus should always be worn if it is considered necessary to breach integrity of the cargo
system.
Note: Persons over-exposed to H2S vapour should be removed to clean air as soon as possible.
