    Low Traffic solution

    Introducing new low traffic neighbourhoods are definitely a solution to the problem of high
    congestion as they make it extremely difficult for traffic to avoid the main roads and
    therefore will choose alternative way of travel.

    It is a consumer externality as it is the people who are driving the cars who are causing the
    congestion problem and therefore have led to roads being locked off as they were using the
    residential roads as rat runs to avoid the major roads which already have high congestion.
