Basic waste management problem

A few days ago, as I was out on a walk in my area, I came across some trash along the side of
the road. At initially, people's thoughts over their waste products were directed on that
particular location. Then, after giving it such careful consideration, I came to the conclusion
that this location is not a garbage dump since, in close proximity to it, there is a house where
people live, a playground where people play, a government office, and a community center as
well. After that, I inquired of a few persons who travelled down the road that ran next to the
waste to see if they knew anything about it or not. I was unable to get a satisfactory response
to that question from them.
